Employee fractures neck in fall when scaffold plank breaks

Employee #1, a plasterer, was on a scaffold platform, pulling up a stucco application hose when the plank on which he was standing broke. He fell to the scaffold platform below, where a second plank broke and he continued to fall to the ground. Employee #1 dropped approximately 14 ft, fracturing his cervical spine.
