Employee killed when struck by moving propeller blades

Employee #1, a laborer, was installing a turbidity barrier in a man-made retention pond. He was allowed to enter the water despite the absence of personal floatation devices, a life ring with an attached retrieval line, or a lifesaving skiff. Employee #1 could not swim and panicked when he stepped into a portion of the pond over his head. He struck the propeller blades of a running engine and was killed. In addition to the absence of floatation or rescue equipment, no trained rescue personnel were immediately available and coworkers attempts to rescue Employee #1 were unsuccessful.
