        Articles on the OSHA and IEC Alliance have appeared in a number of printed and online publications, including: IEC's Connection and Insights, OSHA's Press Releases and Alliance Quarterly Review and Quick Takes, BNA Occupational Health and Safety Reporter, Facility Safety Management, Industrial Safety and Hygiene News Online and US Newsletter.         Meetings

        The OSHA and IEC Alliance was promoted at the following meeting:

        • Construction Roundtable: IEC participated in the Alliance Construction Roundtable for construction-related national Alliances on July 8, 2004. The Roundtable participants discussed how the construction-related national Alliances could work together to address issues such as ergonomics, silica and motor vehicle safety. IEC has representatives on the Fall protection and Design for Safety and Motor Vehicle Safety workgroups that were created at the meeting.

        The OSHA and IEC Alliance was promoted at the following event:

        • OSHA Compliance Assistance Training Sessions: John Masarick and Methi Abercrombie staffed an IEC exhibit at OSHA Compliance Assistance Training Sessions, June 14-18, 2004, in Falls Church, Virginia.

      • Promote and encourage IEC members' awareness of and participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, SHARP. In addition, to act as mentors to IEC members that aspire to excellence in safety and health.

        • Five IEC members are participating in OSHA's Voluntary Protection Program Challenge pilot program.

   2. Executive Summary

      Through the Alliance Program, OSHA and IEC are working together to address important safety and health issues in the electrical contracting industry. The IEC Alliance is very successful and OSHA and IEC have developed a very productive working relationship through the Alliance Implementation Team. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced. Some examples include the creation and posting of OSHA's Electrical Contractors Safety and Health Topics page and Ergonomic eTool: Solutions for Electrical Contractors along with IEC's participation at the Alliance Construction Roundtable.

      In its third year, OSHA and IEC committed to continuing the Alliance and signed an Alliance renewal agreement on April 5, 2004. In addition, IEC members are continuing to serve on the editorial boards for the Electrical Contractors Safety and Health Topics page and the Ergonomic eTool: Solutions for Electrical Contractors Editorial Boards. John Masarick and Methi Abercrombie, from IEC, also staffed an IEC exhibit at OSHA's Compliance Assistance Training Sessions, June 14-18, 2004, in Falls Church, Virginia.

      During 2004, IEC promoted the activities of the OSHA and IEC Alliance through articles in its monthly publications, IEC Connection and Insights. The articles in focused on a number of topics such as the Alliance renewal on April 5, 2004, OSHA's Compliance Assistance Training Sessions, the Alliance Construction Roundtable meeting and promoting the IEC/OSHA Safety Pavilion at the 47th Annual Conference and IEC Electric Expo 2004.

      IEC participated in the Alliance Construction Roundtable for construction-related National Alliances on July 8, 2004. The roundtable was designed for the construction-related National Alliances to discuss how they can work together to address issues such as ergonomics, silica and motor vehicle safety, which many of them are addressing individually through their Alliances. A number of work groups were developed during the roundtable. IEC members are participating in the Fall Protection, Design-for-Safety and Motor Vehicle Safety workgroups.

      Finally, the Implementation Team started developing an 8 Hour Safety Managers Workshop, for "Mom and Pop" businesses' supervisors/safety directors. The workshop is being designed to give electrical contractors an update on general OSHA requirements for basic safety and health issues.

4. Upcoming Milestones

   In the upcoming year, OSHA's and IEC's positive relationship, that was built through the Alliance Program, will continue to grow and the Implementation Team will undertake a number of activities and develop a number of products. These activities will continue to have a positive impact on the Agency since they will help address important topics within the 2003-2008 Strategic Management Plan; including construction hazards (e.g. falls and transportation).

   IEC is participating in the Fall Protection, Design-for-Safety and Motor Vehicle Safety workgroups that were created at the Alliance Construction Roundtable for National Alliances on July 8, 2004. IEC members would also like to work with OSHA and other Alliances to develop a Motor Vehicle Safety eTool.

   The Implementation Team started developing and will complete several products and participate in several events within the next year. This includes the creation of a Safety Zone at the 47th Annual Conference and IEC Electric Expo 2004 on September 30-October 2, 2004 in Minneapolis, Minnesota.

   The Safety Zone will contain organizations that develop and offer safety programs and safety products. Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA will staff an exhibit booth next to IEC's exhibit booth on September 30 at the Expo. The Implementation Team has developed a display banner for the Expo's exhibit hall that will read "IEC/OSHA Alliance: Excellence in Job Safety and Health Programs."

   Also, Danezza Quintero, Safety and Occupational Health Specialist, Office of Construction Services, USDOL-OSHA, has been invited to give a presentation focusing on fall protection with an emphasis on scaffolding, ladders and trips on October 2, 2004 at the IEC 47th Annual Conference.

   Finally, the Implementation Team will complete the development of an 8 Hour Safety Managers Workshop for "Mom and Pop" businesses' supervisors/safety directors, that will give the attendees an update on general OSHA requirements for basic safety and health issues. The Implementation Team will have a meeting at IEC's 47th Annual Convention to further discuss the development of the course including the course outline, location and instructors.

   The OSHA and APCA Alliance focuses on providing APCA members and others with information, guidance, and access to training resources that will help to protect the health and safety of workers, particularly by continuing to promote a culture of safety within the pipeline construction industry, including small businesses and non-English and limited English speaking employees, to reduce workplace incidents and prevent worker exposures to hazards such as those associated with equipment operation (e.g. bulldozer, excavator and sideboom), trenching and excavation, hydrostatic testing, and distracted driving.

4. Upcoming Milestones

   In the upcoming year, OSHA and APCA plan to undertake several additional projects through the Alliance to provide information, guidance and access to training resources on safety and health issues in the industry. For example, APCA will develop a fact sheets for Best Practice for Cold Weather Awareness. APCA will also develop evaluation methods to determine the effectiveness of their Alliance-developed products and submit the results to OSHA.

   In addition, APCA will continue to attend the Alliance Program Construction Roundtable and provide an opportunity for OSHA to speak at the APCA Safety Committee Meetings.

      SCA continues to update its Web site which includes information on the OSHA and SCA Alliance, OSHA Region X and SCA Alliance and the OSHA Region VI Houston North and South Area Offices – SCA Strategic Partnership. During the reporting period, SCA posted “Safety Alert: Safety Alert: Electrocution and Shock Hazards in Shipyard Employment” that was developed through the OSHA and SCA, ASA, NSRP, American Society of Safety Engineers (ASSE) and (AIHA) Alliances, on its Web site. In addition, SCA is posting OSHA-related information in its News and Public Information section on its Web site.

      Publications and Newsletters

      Articles on the OSHA and SCA Alliance activities have appeared in a number of print and online publications, including the BNA Occupational Safety and Health Reporter and Alliance Quarterly Review. In addition, SCA includes information on OSHA compliance assistance resources in its quarterly publication, Shipyard Chronicle. A number of these articles were based on Department of Labor (DOL)-developed articles and e-mail alerts that OOSA sent to the Alliance Program participants for their use in disseminating information.       On September 13, 2007, Leo Edwards, Area Director, Region III, Norfolk, Virginia Area Office, USDOL-OSHA, presented "Fire Safety & Fire Watch Regulations," and provided the attendees with an update on 29 CFR 1915 Subpart P: Fire Protection in Shipyard Employment during the VSRA 12th Annual Safety and Health Seminar in Norfolk, Virginia.

      Also during the seminar, Angelo Costa, Industrial Hygienist, Region III, Norfolk, Virginia Area Office, USDOL-OSHA, presented "Occupational Exposure to Hexavalent Chromium," and provided the attendees with an update on OSHA's activities regarding hexavalent chromium.

      Shipbuilders Council of America Safety Seminar, March 21, 2007, New Orleans, Louisiana

      On March 21, 2007, Dorinda Folse, Compliance Assistance Specialist, Region VI, Baton Rouge, Louisiana Area Office, USDOL-OSHA, gave a presentation, "Occupational Exposure to Hexavalent Chromium," and updated shipyard safety and health professionals on OSHA's Hexavalent Chromium Standard during the Shipbuilders Council of America Safety Seminar in New Orleans, Louisiana.

      On September 14, 2007, representatives from Alliance Program participants, SCA and ASA, addressed safety and health issues of employees in small and medium-sized shipyards during the OSHA Business of Small Business Forum: “Safety and Health Issues in the Maritime Industry” at the DOL in Washington, DC. Terry Preston, Director of Safety, Environmental & Quality at Atlantic Marine, LLC in Mobile, AL, representing the SCA, made a presentation, “Small to Medium Sized Shipyard Challenges and Opportunities.”

      Safety Alert: Electrocution and Shock Hazards in Shipyard Employment

      Through the Alliance Program, SCA worked with representatives from the ASA, NSRP AIHA and ASSE Alliances to develop a Safety Alert: Electrocution and Shock Hazards in Shipyard Employment. The Safety Alert provides tips and reminders about what potentially hazardous situations to look for; and also list instructions on preventing and eliminating electrical safety and shock hazards. In addition, the Alert illustrates examples of dangerous situations.

      Success Story: OSHA Region IV Mobile, Alabama Area Office Alliance Develops Courses in Occupational Safety and Health Standards for the Maritime Industry

      Representatives from the OSHA and SCA Alliance participate in the OSHA Region IV Mobile, Alabama Area Office Gulf Coast Maritime Safety Alliance (with the Gulf Coast Maritime Safety Association, the Alabama chapter of the Physical Therapy Association and the Alabama Technology Network). The Alliance collaborated with representatives from the OSHA Training Institute Education Center (Ed Center) at the University of South Florida, the OSHA Directorate of Training Education and the OSHA National Office to develop the OSHA Maritime Industry Outreach Training Program. The Program is similar to the existing programs for general industry and construction but includes health hazard recognition in the targeted areas of shipyard employment, marine terminals and longshoring. OSHA is developing a success story about the Alliance's efforts which will be posted on the Agency's Web site in 2008.

      • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

      Shipyard Chronicle

      SCA is promoting OSHA's compliance assistance actives and cooperative programs through articles in its quarterly publication, Shipyard Chronicle. For example, in its Winter 2007 edition the association published the articles Hispanic Worker Outreach: OSHA can Help!," "SCA and the Virginia Ship Repair Association (VSRA) Partnered for Successful Health and Safety Seminar" and "OSHA Issues Draft Ergonomics Guidelines on Preventing Musculoskeletal Injuries in Shipyards." In addition, SCA is posting OSHA-related information in its News and Public Information section on the association Web site.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      Through the Alliance Program, SCA and more than 25 other Program participants supported 2007 NAOSH Week; "All Modes of Transportation," May 6-12. Sponsored annually by ASSE, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. SCA supported the Week by:

      • Linking its Web site to ASSE's 2007 NAOSH Week Web page.
      • Distributing copies of the 2007 NAOSH Week promotional poster at SCA's Safety Seminar March 16, 2007 in New Orleans, Louisiana.

      • Writing an article focusing on SCA's support of 2007 NAOSH Week in the association's Spring Newsletter.

      2008 NAOSH Week, May 4-10, 2008

      SCA and more than 50 other Alliance Program participants are supporting 2008 NAOSH Week, "Safety is Good Business," May 4-10. Sponsored annually by the ASSE and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.

   2. Executive Summary

      Through the Alliance Program, OSHA and SCA continue to work together to address safety and health issues in the maritime industry and continue their productive working relationship. As a result, the organizations signed an Alliance renewal agreement on February 8, 2007.

      The OSHA and SCA Alliance is working on several projects with ASA and NSRP; other maritime industry-related Alliances signed by the Agency. In addition, the OSHA and SCA, ASA and NSRP Alliances worked with the OSHA and AIHA Alliance and OSHA and ASSE Alliances to develop a Safety Alert: Electrocution and Shock Hazards in Shipyard Employment. The document provides tips and reminders about what potentially hazardous situations to look for and also lists instructions on preventing and eliminating electrical safety and shock hazards. In addition, the Alert illustrates examples of dangerous situations. The Safety Alert was posted on the SCA Web site in January 2008 and the OSHA and SCA Alliance Web page and the Alliance Program Participants Developed Products Web page on OSHA's Web site link to the document.

      OSHA and SCA representatives are also sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking opportunities. For example, SCA representatives are continuing to serve on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool's editorial board.

      In addition, at the VSRA 12th Annual Safety and Health Seminar on September 13, 2007, Norfolk, Virginia, Leo Edwards, Area Director, Region III, Norfolk, Virginia Area Office, USDOL-OSHA, presented "Fire Safety & Fire Watch Regulations." At the SCA Safety Seminar on March 21, 2007 in New Orleans, Louisiana, Dorinda Folse, Compliance Assistance Specialist, Region VI, Baton Rouge, Louisiana Area Office, USDOL-OSHA, gave a presentation, "Occupational Exposure to Hexavalent Chromium."

      Through the Alliance Program, SCA worked with ASSE and supported 2007 NAOSH Week, "All Modes of Transportation," May 6-12, with more than 25 other Alliance Program participants. In addition, the association is working to promote 2008 NAOSH Week. The association is also promoting the activities of the OSHA and SCA Alliance and compliance assistance programs through articles in its quarterly publication, Shipyard Chronicle. 4. Upcoming Milestones

   In the upcoming year, the OSHA and SCA Alliance will undertake a number of activities and develop a number of products for the maritime industry. For example, SCA will work with ASA, NSRP, AIHA and ASSE through the Alliance Program to develop safety alerts that may address safety and health issues related to falls and confined spaces. In addition, SCA representatives will continue to serve on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool's editorial board.

   Further, SCA will also support the 2008 NAOSH Week and will promote the Alliance Program and the Agency's compliance assistance materials. SCA plans publish articles in its quarterly publication, Shipyard Chronicle and include information in its News and Public Information section on its Web site. In addition, OSHA will promote the products the Alliance produces in its Alliance Quarterly Review and through adding links to the products on the Agency's OSHA and SCA Alliance Web page and the Alliance Program Participants Developed Products Web page on its Web site.

Overview

Through the Alliance, OSHA and BCSP are using their collective expertise to help enhance safety professionals' education and professional expertise and promote the value of increasing safety competency in the workplace. OSHA and BCSP are encouraging safety and health professionals to continue to strive for enhanced knowledge of workplace safety and health programs, processes, and regulations by providing information and guidance regarding the value of safety and health professionalism and accredited certifications. In addition, the groups are educating individuals on how to achieve the Certified Safety Professional (CSP) designation.

Through the addendum to the OSHA and BCSP Alliance that was signed on September 13, 2004, CCHEST joined with the Alliance and is using its expertise to help enhance safety professionals' education and professional knowledge and promote the value of increasing safety competency in the workplace. In the addendum, CCHEST agrees to meet all of the goals of the original OSHA and BCSP Alliance.

2. Executive Summary
   
   Recognizing that the Alliance should be promoting the Certified Occupational Health and Safety Technologists (COHST), Construction Health and Safety Technologist (CHST) and the Safety Trained Supervisor (STS) certifications, in addition to the Certified Safety Professional (CSP) certification, an addendum was signed with the Council on Certification of Health, Environmental and Safety Technologists (CCHEST) on September 13, 2004 adding this organization to the OSHA and BCSP Alliance.
   
   BCSP and CCHEST have clearly demonstrated that the organizations are willing to share its information and studies on safety and health certification with OSHA to help advance safety and health professionalism in course curriculum and in the workplace. After the initial Implementation Team meetings, where focus and direction of the Alliance were determined, OSHA's and BCSP's Alliance coordinators communicated more regularly and informally than the Implementation Team meetings to keep both organizations up-to-date regarding the Alliance's activities.
   
   The OSHA and BCSP/CCHEST Alliance has been very successful is building on existing positive relationships between the organizations. Through the Alliance, BCSP and CCHEST has shared information with OSHA's Directorate of Construction and the Office of Training and Education. In addition, BSCP and CCHEST has provided both groups with its "Career Paths in Safety" and "Career Guide to the Safety Profession" as well as specific job analyses information.
   
   BCSP also prepared and developed a group score report for OSHA employees taking the Certified Safety Professional Examinations and shared the information OSHA's Assistant Secretary John Henshaw. The Agency used this information to further encourage OSHA staff to pursue professional certifications.

IV. Upcoming Milestones

During the Alliance's next year, a number of activities are planned to continue promoting safety and health certification and professionalism, including:

• BCSP will take part in session aimed at OSHA staff on professional mentoring that will be held at the ASSE's 2005 Professional Development Conference, June 12 - 15, 2005, in New Orleans, Louisiana.
   
• Updating the BCSP and OSHA Voluntary Agreement that recognizes the safety and health professional certification so that it recognizes the Safety Trained Supervisor certification. The agreement states that OSHA Compliance Safety and Health Officers (CSHO) can take into account if an organization's employees are certified safety professionals when doing a general inspection and if, the employees have the CSP designation, a CSHO may choose to do a focused inspection.
   
• OSHA and BCSP/CCHEST Alliance web page will link to the BCSP Academic Database Search when it's posted on the BCSP web site in November 2004. The database contains the name of colleges and universities that have safety and health programs and certifications. It will help students identify legitimate programs, understand what certification is, and provide resources on where to go for additional information.
   
• BCSP will share job function analyses, including standards and skills needed to perform safety and health related jobs with interested groups as requested. In addition, BCSP will add the information to its web site.

BCSP/CCHEST also will continue to share information regarding the number of Agency employees that have received the CSP designation. The Implementation Team has discussed developing a fact sheets on the value of certification for OSHA's safety and health professionals and safety and health careers and certifications for OSHA's Ed Centers. To help continue promoting certification and the Alliance Program, the Implementation Team has agreed to develop a generic certification presentation with a reference to the Program. The development of a Business Case for Safety and Health Topics page is also under consideration for development in 2005.

On October 12, 2004, OSHA and the Mine Safety and Health Administration (MSHA) and the Office of the Assistant Secretary for Policy's Working Partners for an Alcohol- and Drug-free Workplace Program (Working Partners) and the International Association of Bridge, Structural Ornamental and Reinforcing Ironworkers (IABSORIW), the International Brotherhood of Boilermakers (IBB), the International Union of Operating Engineers (IUOE) and the United Brotherhood of Carpenters and Joiners of America (UBCJA) formed an Alliance to provide members of the construction industry with information, guidance and access to training resources regarding the benefits of drug-free workplace programs and protect employees' health and safety. The organizations particularly focus on educating workers on safety and productivity hazards created by the abuse of alcohol and other drugs in the workplace. An addendum was signed on July 10, 2006 that added the American Road & Transportation Builders Association (ARTBA); Associated General Contractors of America (AGC); International Association of Heat and Frost Insulators and Asbestos Workers (IAHFIAW); International Union of Painters and Allied Trades (IUPAT); Laborers' International Union of North America (LIUNA); National Asphalt Pavement Association (NAPA); the Association of Union Constructors (NEA), Specialized Carriers & Rigging Association (SC & RA); and United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada (UAJAPPFI) and the Alliance was renewed on October 19, 2006 for an additional two years.

Based on discussions regarding the future of the Alliance, OSHA and the Drug-Free Workplace Alliance agreed to conclude the Alliance as of October 12, 2008. A number of successes resulted from the organizations working together to meet the Alliance's goals, including:

• OSHA and the Drug-Free Workplace Alliance promoted the Justice Department's National Methamphetamine Awareness Day on November 27, 2006. Through the Alliance a slide presentation entitled, "Methamphetamine in the Workplace," was developed and distributed the Alliance members and was posted on the Working Partners Web page on the DOL Web site.


• The Drug Free Workplace Alliance signatories, in collaboration with the Department of Labor (DOL) and the White House Office of National Drug Control Policy, helped to establish the DOL's Drug-Free Work Week. The Drug-Free Work Week is held annually in October and is a public awareness campaign intended to highlight the fact that being drug free is key to protecting workplace safety and health and to encourage workers with alcohol and drug problems to seek help.


• During the American Road & Transportation Builders Association (ARTBA) Safety Boot Camp in Las Vegas, Nevada, ARTBA delivered an educational presentation on drug-free workplace issues.


• On December 4, 2008, the Association of Union Constructors (TAUC) presented information on the Drug-Free Workplace Alliance at the TAUC Local Employer meeting.


• Elena Carr, Drug Policy Coordinator and Director, Working Partners for an Alcohol- and Drug-Free Workplace Program, DOL presented, "Drug-Free Work Week: DOL Tools and Tips for a Successful Campaign," during the 2006 and 2007 Substance Abuse Program Administrators Association (SAPAA) Annual Conference.


• The International Association of Bridge, Structural Ornamental and Reinforcing Ironworkers (IABSORI) delivered nine presentations at nationwide Regional Advisory Board meetings in order to educate local unions on the benefits of drug-free workplace programs and to recruit participation in its IMPACT drug-testing program.


• OSHA and Drug-Free Workplace Alliance, the Laborers' International Union of North America LIUNA sponsored the following presentations and workshops that incorporated Alliance-related drug-free workplace messages:

      American Red Cross Web Site

      The American Red Cross posted information and a link on its Web site to the 2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front, October 19-20, 2006 in Washington, D. C. The conference was co-sponsored by OSHA, the American Red Cross and The Joint Commission /Joint Commission Resources (JCR); another Alliance Program participant.

      American Red Cross Corporate Safety Education Conference, October 13, 2006, Orlando, Florida

      On October 13, 2006, Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA, gave a presentation at the American Red Cross Corporate Safety Education Conference in Orlando, Florida on the OSHA and American Red Cross Alliance and major OSHA initiatives to 120 attendees.

      • Share information among OSHA personnel and industry safety and health professionals regarding American Red Cross best practices or effective approaches and publicize results through outreach by American Red Cross and through OSHA or American Red Cross developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      "Is Your Worksite an OSHA Best Practice for First Aid Programs?" Web Cast, August 24, 2006

      OSHA and the American Red Cross worked together to develop the content for the Web cast, "Is Your Worksite an OSHA Best Practice for First Aid Programs," conducted on August 24, 2006. Don Wright, M.D., Director, Office of Occupational Medicine, Directorate of Science, Technology and Medicine, USDOL-OSHA; and Dionne Williams, Team Leader, Office of Health Enforcement, Directorate of Enforcement Programs; and Jean Erdtmann, Director, Program Management and Field Support, Preparedness and Health and Safety Services, American Red Cross gave a presentation, "Best Practices Guide: Fundamentals of a Workplace First Aid Program," during the Web cast. The Web cast is archived on the Occupational Hazards magazine's Web site for one year.

      "Are you Prepared for Pandemic Flu?" Web Cast, February 6, 2007

      OSHA and the American Red Cross worked together to develop the content for the Web cast, "Are you Prepared for Pandemic Flu?" conducted on February 6, 2007. Amanda Edens, then Director, Office of Chemical Hazards, Directorate of Standards and Guidance, USDOL-OSHA and Jean Erdtmann, Director, Program Management and Field Support, Preparedness and Health and Safety Services, American Red Cross gave presentations on pandemic flu preparedness during the Web cast. The Web cast is archived on the Occupational Hazards magazine's Web site for one year.

      • Work with other Alliance participants on specific issues to increase emergency preparedness and disease prevention education to the workplace and also increase first aid information to individuals with LEP and youth workers.

      2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front, October 19-20, 2006, Washington, DC

      On October 19-20, 2006, OSHA, the American Red Cross and The Joint Commission/Joint Commission Resources (JCR), another Alliance Program participant, co-sponsored the 2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front at the Renaissance Washington Hotel, Washington, D.C. Opening remarks at the conference were given by Assistant Secretary, Edwin G. Foulke, Jr., USDOL-OSHA, Joseph C. Becker, Senior Vice President for Preparedness and Response, American Red Cross and Joseph Cappiello, Vice President, Accreditation Field Operations, JCAHO. In addition, several OSHA and American Red Cross representatives gave presentations during the conference including, Don Wright, M.D., Director, Office of Occupational Medicine, Directorate of Science, Technology and Medicine, USDOL-OSHA and Susan Hamilton, Senior Associate for Disaster Mental Health, American Red Cross. OSHA representatives also staffed an Alliance Program exhibit booth and distributed the agency's compliance assistance resources and information products, including "Best Practices for Hospital-Based First Receivers" and "Principal Emergency Response and Preparedness Requirements and Guidance" to the conference attendees.

      • Encourage American Red Cross chapters to build relationships with OSHA's Regional and Area Offices to increase emergency preparedness and disease prevention education to workplaces and increase first aid information to LEP and youth workers.

      American Red Cross Chapter's Workplace Seminars

      OSHA representatives continue to provide presentations on a number of safety and health topics including, compressed gas cylinder storage, ergonomic issues, bloodborne pathogens and fire prevention in locations throughout the United States, including Florida, New Mexico, New York and Pennsylvania during American Red Cross Chapter's Workplace Seminars. The seminars were attended by large and small business representatives in the local communities. OSHA's presentations focused on providing information and guidance on the Agency's regulations and standards.

      2007 North American Occupational Safety and Health Week (NAOSH), May 6-12, 2007

      The American Red Cross joined with OSHA and a number of other Alliance Program participants to support 2007 NAOSH Week, May 6-12, 2007. The Week is sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering. NAOSH Week focuses on the importance of preventing injuries and illnesses in the workplace. The Kick-off Event was held on May 7, 2007 at the US Department of Labor, Frances Perkins Building in Washington, DC. The American Red Cross posted information and a link to the NAOSH Week Web page on the ASSE Web site on its public and internal Web sites.

      Teen Worker Job Safety Campaign: Build a Safe Work Foundation

      Through the Alliance Program, the American Red Cross helped promote the OSHA's 2007 Teen Summer Job Safety Campaign: Build a Safe Work Foundation, by posting information on the Campaign on its public Web site. The Teen Worker Job Safety campaign focuses on youth employed in the construction industry. The national kick-off event was held on April 17, 2007 at the Thomas Edison High School of Technology in Silver Spring, Maryland.

      Spanish Language Tip Sheets

      The American Red Cross shared its Spanish language tip sheets, including tornado, flood and flash flood, wildfire preparedness, and power outages with OSHA. OSHA added links to the tip sheets on OSHA's Compliance Assistance: Hispanic Employers and Workers page.

      Regional Alliances

      The Association's chapters are continuing to recognize the value of working together with OSHA through the Alliance Program. Alliances have been formed with OSHA Area Officers including, Region V, Peoria, Illinois Area Office and Region III, Allentown and Philadelphia Area Offices. The American Red Cross is continuing to encourage its Chapters to form Regional and Area Office Alliances. In addition, to American Red Cross Chapters forming Alliances, its representatives are developing strong relationships with OSHA's Regional and Area Office representatives through activities such as speaking at local conferences and seminars.

      Promoting the National Dialogue Goals

      • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever American Red Cross and OSHA leaders address workplace and business groups.

         

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss emergency preparedness, first aid, and disease prevention issues in the workplace.

      Don Wright, M.D., Director, Office of Occupational Medicine, Directorate of Science, Technology and medicine, USDOL-OSHA continues to serve on the American Red Cross and American Heart Association's First Aid Advisory Taskforce.

   2. Executive Summary

      During the reporting period OSHA and the American Red Cross continued to work together to prepare employers and employees, including American Red Cross employees, on how to respond to disasters, life threatening injuries and emergencies. This positive relationship has led to speaking and exhibiting opportunities and sharing expertise and information products with the public, including:

      • OSHA representatives are providing information on the Agency's regulations and standards at local American Red Cross Chapters' Workplace Education Seminars throughout the United States
      • OSHA and the American Red Cross promoted the Alliance and the agency's cooperative programs and compliance assistance resources through speaking and exhibiting opportunities including the 2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front.
      • OSHA and the American Red Cross worked together to develop two Web casts, "Are you Prepared for Pandemic Flu?" and "Is Your Worksite an OSHA Best Practice for First Aid Programs?" These Web casts had over 4,000 registered attendees.
      • On October 13, 2006, Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA, gave a presentation at the American Red Cross Corporate Safety Education Conference in Orlando, Florida on the OSHA and American Red Cross Alliance and major OSHA initiatives to 120 attendees.
      Through the Alliance Program, OSHA and the American Red Cross are continuing to work together to share information on safety and health topics including emergency preparedness, disease prevention and first aid in the workplace. These efforts include a focus on individuals with Limited English Proficiency (LEP) and youth workers. Some examples include:
      • The American Red Cross shared links to Spanish language tip sheets including, tornado, flood and flash flood, wildfire preparedness and power outages tip sheets. OSHA added a link to the tip sheets on the agency's Compliance Assistance: Hispanic Employers and Workers page.
      • The OSHA and American Red Cross Alliance Web page is updated regularly and includes links to the Alliance agreement, news releases, activities and events and milestones and successes.       • OSHA representative, Donald Wright, Director, Office of Occupational Medicine serves on the American Red Cross and American Heart Association's First Aid Advisory Taskforce that updates CPR/AED and emergency cardiovascular care guidelines every five years.
      Finally, the American Red Cross continues to encourage its Chapters to form Regional and Area Office Alliances. To date, the American Red Cross and OSHA have signed Alliance agreements with Area Offices in OSHA's Region III and V.

4. Upcoming Milestones

   In the upcoming year, OSHA's and the American Red Cross' positive relationship will continue to grow and the Implementation Team will undertake several activities. In addition, OSHA and the American Red Cross have agreed to sign an Alliance renewal agreement in May 2008.

   Through the Alliance, the American Red Cross and OSHA will continue to develop free-of-charge Web casts for 2008 on a number of emergency preparedness topics. In addition, OSHA and the American Red Cross plan to work with the American Association of Occupational Health Nurses (AAOHN), another Alliance Program participant, to develop a Web cast on emergency preparedness, specifically designed for healthcare employees.

   OSHA will also maintain and update the OSHA and American Red Cross Alliance Web page on OSHA's Web site. In addition, the American Red Cross is developing an Alliance page and expects the page to be posted in September 2007.

   The American Red Cross will also join with other Alliance Program participants in supporting the 2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008 and OSHA's Teen Worker Job Safety Campaign.

   The organizations also plan to develop compliance assistance resources for LEP and youth workers, including developing fact sheets in English and Spanish for life guarding, delivery services, fast food production and landscaping. American Red Cross representatives will also begin serving on the editorial pages of OSHA's Safety and Health Topics pages.

   Finally, OSHA representatives will continue to speak at the American Red Cross Chapter's Workplace Education Seminars and form Regional Alliances.

4. Upcoming Milestones

   In the upcoming year, the OSHA and LIA Alliance Implementation Team is planning a number of activities to provide information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to laser beam and non-beam hazards in industrial, medical, and research workplaces.

   For example, LIA will continue to conduct the Laser Safety Seminars developed specifically for OSHA staff in the Regional, Area Offices, and State Plan States as requested by the OSHA Offices. In addition, LIA will complete their guidance document on “10 Steps to Starting a Medical Laser Safety Program”, the 13 Questions Fact Sheet, and the Introduction to Lasers Fact Sheet. The resources will be added to the LIA and OSHA Alliance-related Web page on the LIA Web site. OSHA will link the resources to the OSHA and LIA Web page, the Alliance Program Participants Developed Products Web page, and other appropriate locations on the Agency Web site.

   LIA will also continue in the evaluation of the impact of their Alliance-developed products including the effects of the Laser Safety training program and provide the results to OSHA. Lastly, LIA will continue outreach efforts by inviting OSHA to participate at the annual Laser Manufacturing Equipment Conference and Exposition.

      PLANET Quick Card

      Through the OSHA and PLANET Alliance, PLANET developed a Quick Card describing general safety tips and best practices to help prevent injuries when using ladders to maintain plants that are above shoulder level in plantscaping. The "Interior Plantscaping Ladder Safety" Quick Card is posted on the OSHA and PLANET Alliance Web page and on the Alliance Program Participants Developed Products Web page on the OSHA Web site.

      OSHA created and maintains an OSHA and PLANET Web page that is posted on the OSHA Web site.       Steve Simmons and Jonathan Worrell, Compliance Assistance Specialists, Atlanta –East Area Office, Occupational Safety and Health Administration, observed the Competitive Events Portion of the PLANET 34th Annual Student Career Days on April 10, 2010, in Atlanta, Georgia.

      • Share information among OSHA personnel and industry safety and health professionals regarding PLANET's best practices or effective approaches and publicize results through outreach by PLANET and through OSHA-or PLANET-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        During the reporting period, no products or activities were completed in support of this goal.

      • Promote and encourage PLANET members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

      The OSHA and PLANET Alliance Implementation Team members encouraged PLANET members to participate in OSHA's cooperative programs at conferences and meetings, such as the such as the PLANET Green Industry Conference, in Louisville, Kentucky.

      • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program such as the North American Occupational Safety and Heath (NAOSH) Week.

      2009 North American Occupational Safety and Health (NAOSH) Week, May 2-8, 2010

      PLANET and a number of other Alliance Program participants supported the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor's Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.

      2009 North American Occupational Safety and Health (NAOSH) Week, May 3-9, 2009

      PLANET and a number of Alliance Program participants supported 2010 NAOSH Week. Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2010 NAOSH Week was "Mission NAOSH 2010: Safe Workplaces."

      PLANET representatives staffed an exhibit booth and distributed material related to ergonomics during the Department of Labor Safety Day.

   2. Executive Summary

      During the OSHA and PLANET Alliance's second year, the organizations worked together to provide large and small landscape services industry employers and their employees including youth, low-literacy level, and non-English speaking workers with information and guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to manual material handling and slip, trip and fall hazards and addressing motor vehicle safety issues. As a result of this positive relationship, the organizations pursued a number of projects and activities during he reporting period. For example:

      • Through the OSHA and PLANET Alliance, the organizations developed the "Interior Plantscaping Ladder Safety" Quick Card. The Quick Card is posted on the OSHA and PLANET Alliance Web page and on the Alliance Program Participants Developed Products Web page on the OSHA Web site.
      • Marilyn Velez, Compliance Assistance Specialist, Atlanta –West Area Office, Occupational Safety and Health Administration, staffed an Alliance Program exhibit booth at the PLANET 34th Annual Student Career Days on April 9, 2010, in Atlanta, Georgia.
      • Steve Simmons and Jonathan Worrell, Compliance Assistance Specialists, Atlanta –East Area Office, Occupational Safety and Health Administration, observed the Competitive Events Portion of the PLANET 34th Annual Student Career Days on April 10, 2010, in Atlanta, Georgia.
      • Representatives from Kentucky Occupational Safety and Health Program staffed an Alliance Program exhibit booth at the Green Industry Conference and Expo, October 28-31, 2009, in Louisville, Kentucky.
      • PLANET representatives are sharing their expertise by serving on the Landscape and Horticultural Services Safety and Health Topics page.
      • PLANET supported the 2010 NAOSH Week and exhibited at the 2010 Department of Labor Safety Day, June 9, 2010, in Washington, DC.

4. Upcoming Milestones

   Over the next year, OSHA and PLANET will continue to work together to provide to provide large and small landscape services industry employers and their employees including youth, low-literacy level, and non-English speaking workers with information and guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to manual material handling and slip, trip and fall hazards and addressing distracted driving issues. The OSHA and PLANET Alliance Implementation Team will develop materials addressing worker identified hazards, such as hearing protection in the landscaping industry. Additional planned activities include:

   • Kentucky Occupational Safety and Health representatives will deliver a presentation and staff an exhibit booth at the Green Industry Conference, October 28-30, 2010, in Louisville, Kentucky.
   • OSHA representatives from Region V, Calumet City, Illinois, Area Office will participate at the 2011 PLANET Student Career Days, March 18, 2011, in Joliet, Illinois.
   • PLANET representatives will continue to provide their expertise to OSHA and will continue serving on the Landscape and Horticultural Services Safety and Health Topics page.
   • PLANET will also support the 2009 Drug-Free Work Week and the 2010 NAOSH Week. PLANET will also exhibit at the 2010 Department of Labor Safety Day in June 2010.

      Through the alliance, OSHA and CCAR collaborate in sharing information and resources related to occupational hazards in the automotive industry. Current areas of emphasis include lift safety, absorbed glass mat (AGM) batteries, and contaminated refrigerants.
