    Reopening of Record, and Request for Public Comment on Proposed Rule on Electric Power Generation, Transmission, and Distribution, and Electrical Protective Equipment
Abstract:

On 1/31/89, OSHA proposed a new standard addressing the work practices to be used during the operation and maintenance of electric power generation, transmission, and distribution facilities (54 FR 4974) . The proposal included requirements relating to confined spaces, hazardous energy control, working near energized parts, grounding for employee protection, work on underground and overhead installations, work in substations and generating plants, and other special conditions and equipment unique to the generation, transmission, and distribution of electric energy. OSHA also proposed to revise the electrical protective equipment requirements contained in the General Industry Standards. This document reopens the rulemaking record on the proposed standard to allow for additional public comment and to include an economic impact study for non-utilities.
