The Office of Management and Budget (OMB) has reviewed the
collection of information requirements in the expanded Hazard
Communication Standard (HCS) in accordance with the Paperwork
Reduction Act. Except for the three collection of information
requirements in the HCS which were disapproved by OMB, the HCS will
become fully effective May 23, 1988, as scheduled in the rule. This
document reprints the text of the letter from OMB to the Department
of Labor explaining the OMB decision. This document also makes
technical amendments, effective April 27, 1988, to the HCS by adding
the OMB-assigned control numbers for the approved collection of
information requirements. OMB has approved among others, the
requirements for hazard determinations, written hazard communication
programs, information and training programs, and development and
transmittal of material safety data sheets.
