SUBJECT: Federal Agency Programs Compliance Activities
A. Purpose. This instruction transmits a list of Federal Agencies either with Certified Safety and Health Committees or not subject to Executive Order 12196. It also transmits an Outline for the Development of Action Plans.
B. Scope. This instruction applies OSHA-wide.

OSHA Regional Administrators and Area Directors shall ensure that the list of Federal agencies either with Certified Committees or not subject to Executive Order 12196 (see Appendix A) and the Outline for the Development of Action Plans (see Appendix B) are used in accordance with the guidelines in the FOM, Chapter XIII.

OSHA will request the Designated Agency Safety and Health Official (DASHO) to provide the Office of Federal Agency Programs with an Action Plan for each establishment targeted to receive program assistance or an inspection. The Action Plan is intended to provide an opportunity for the agency's top management to involve their line managers in reducing each establishment's above-average number of workers' compensation claims. Each Action Plan is developed to answer two basic questions:
1. What are the primary conditions (locations, operations, work practices) that are bringing about the establishment's high rate of injury claims?
2. What specific steps will be taken to improve the conditions and reduce the potential for the claims?
Action Plans may be prepared by any personnel designated by the DASHO. However, it will be suggested that those responsible for the establishment's safety and health program be directly involved in the process. If assistance is desired in developing the Action Plan, the establishment may contact the nearest OSHA Area Office.
A cover sheet, format, and completed sample for an establishment's Action Plan are attached. A separate page should be used for each primary location where there are a high number of OWCP claims.
Each item is to be completed in as much detail as possible, as follows:
1. LOCATION. Describe the geographic location(s) where a high number of OWCP claims are occurring. Give sufficient detail to identify the location, such as building number, room number, shift, etc.
2. WORK OPERATION. Describe in as much detail as possible the type of operations that are causing the majority of claims.
3. CAUSE OF CLAIMS. Describe the major type(s) of injuries of illnesses that are occurring. Examples are strains, falls, cuts, and dermatoses.
