Overview

The OSHA and SWR Institute Alliance focuses on providing SWR Institute members and others in the sealant, waterproofing, and restoration industry, including small businesses, with information and guidance that will help them protect employees' health and safety. Through the Alliance, the organizations are addressing workplace issues such as confined spaces, falls, lead and silica hazards and staging requirements.

   Outreach and Communication Goals
    
   • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SWR Institute's Web sites) to employers and employees in the industry.

     OSHA is continuing to update the OSHA and SWR Institute Alliance Web page that is posted on the Agency's Web site. It includes the OSHA and SWR Institute Alliance agreements, news releases, activities and events and milestones and successes.
     
     SWR Institute Web site
     
     SWR Institute continues to update its Web site to include information on the OSHA and SWR Institute Alliance and the products developed through the Alliance and the Alliance Program Construction Roundtable. During the reporting period, SWR Institute posted:
      
     • Fall Protection Slide Presentation. Through the OSHA Alliance Program Construction Roundtable's Fall Protection Workgroup, SWR Institute developed a slide presentation addressing fall protection issues in construction industry, such as fall protection systems. The presentation is available in English and Spanish.
        
     • SWR Institute Safety and Health Manual. The SWR Institute Safety and Health Manual is a product of the OSHA/SWR Institute Alliance. The manual covers topics such as hazard communication, confined space, fall protection, recordkeeping, personal protective equipment, respiratory protection and scaffolding.
     Publications and Newsletters
     
     Information on the OSHA and SWR Institute Alliance's activities and OSHA's compliance assistance resources appeared in OSHA's Alliance Quarterly Review and BNA Occupational Safety and Health Reporter. For more information on the articles, see the "Alliance Program Reach" table.

     The following SWR Institute members are continuing to participate on the OSHA Sealant Waterproofing and Restoration Industry Safety and Health Topics page's editorial board:

     SWR Institute Fall 2007 Technical Meeting, October 14-16, 2007, San Diego, California
     
     On October 14-16, 2007, Ray Acree, Area Manager, San Bernardino Consultation Office, California Division of Occupational Safety and Health (CAL/OSHA); and Grace Delizo, Area Manager, San Diego Office, CAL/OSHA; staffed an Alliance Program exhibit booth, answered questions, and distributed safety and health information - including OSHA and SWR Institute Alliance Activities Summary - during the SRI Institute Fall 2007 Technical Meeting in San Diego, California. In addition, on October 16, 2007, Ray Acree and Grace Delizo co-presented to 180 people on the Cal/OSHA On-site Consultation Program and its recognition programs.
     
     2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008
     
     SWR Institute representatives are working with more than 40 other Alliance Program participants to support 2008 NAOSH Week that will be held May 4-10. 2008 NAOSH Week is sponsored by the American Society of Safety Engineers (ASSE), another Alliance Program participant, and focuses on illustrating how safety is good business. The theme of this year's event is "Safety is Good Business."
      
   • Share information among OSHA personnel and industry safety and health professionals regarding SWR Institute's best practices or effective approaches and publicize results through outreach by SWR Institute and through OSHA- or SWR Institute-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

     Fall Protection Slide Presentation
     
     Through the OSHA Alliance Program Construction Roundtable's Fall Protection Workgroup, SWR Institute developed a slide presentation addressing fall protection issues in construction industry, such as fall protection systems. The presentation is available in English and Spanish and is posted on SWR Institute's Web site.
     
     SWR Institute Safety and Health Manual - Site-Specific Safety Plan
     
     Through the Alliance, the SWR Institute developed a site-specific safety plan that was incorporated in the SWR Institute's Safety and Health Manual that is posted on SWR Institute's Web site. The plan discusses how a thorough job site safety preparation requires planning and procedural implementation before on-site work commences. It also provides forms and checklists to help companies plan and prepare for the various hazards that are part of all construction and repair work. The plan aims to help companies build step-by-step action plans to train their employees how to foresee potential dangers and take necessary precautions, as well as the procedures to follow when accidents occur.
      
   • Promote and encourage SWR Institute members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

     "Small Contractor Develops a Safety and Health Training Manual" Success Story
     
     Through the OSHA and SWR Institute Alliance, OSHA collaborated with the George D. Alan Company to develop the success story, "Small Contractor Develops a Safety and Health Training Manual." The success story highlights an SWR Institute member company's work with the Texas On-Site Consultation Program and the SWR Institute that led to a number of positive results, including the company's experiencing two years with no-lost time injuries. The success story is posted on OSHA's Web site.
   Promoting the National Dialogue on Workplace Safety and Health Goal
    
   • Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace.

     OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups
     
     SWR Institute is continuing to participate in the Design for Safety and Fall Protection Workgroups that were created at the Alliance Program's Construction Roundtable on July 8, 2004. During the reporting period, SWR Institute participated in the following meetings:
      
     • March 15, 2007, Fall Protection Workgroup, Washington, D.C.: Jim Grady, Ron Pilla and Al Rose joined other construction-related Alliance Program participants to discuss fall protection issues.
        
     • September 12, 2007, Fall Protection Workgroup, Washington, D.C.: Jim Grady joined other construction-related Alliance Program participants to discuss fall protection issues. In addition, the workgroup finalized the following series of toolbox talks focusing on ladder safety:

       • Inspect Ladders Carefully!
       • Do's and Don'ts of Using a Ladder
       • Set Up and Use of a Ladder
       • Extension Ladder Safety
       • Using a Stepladder Safely
     • January 30, 2008, Construction Roundtable Meeting, Washington, D.C.: Jim Grady and Ron Pilla joined more than 15 other construction-related Alliance Program participants to receive an update on OSHA's construction-related activities; to share information on Alliance-related activities from the construction industry-related Alliance Program participants; and to identify potential Design for Safety and Fall Protection Workgroup projects to help address safety and health in the construction industry and to help construction industry-related Alliance Program participants achieve their Alliance goals.
2. Executive Summary
   
   Through the Alliance Program, OSHA and SWR Institute continue to work together to address safety and health issues in the sealant, waterproofing and restoration industry. To meet the goals of the Alliance agreement, OSHA and SWR Institute worked together on the following projects:
    
   • SWR Institute representatives serve on OSHA's Sealant, Waterproofing and Restoration Industry; and Respiratory Protection Safety and Health Topics pages' editorial boards.
      
   • On October 14-16, 2007, Ray Acree, Area Manager, San Bernardino Consultation Office, California Division of Occupational Safety and Health (CAL/OSHA); and Grace Delizo, Area Manager, San Diego Office, CAL/OSHA; staffed an Alliance Program exhibit booth, answered questions, and distributed safety and health information - including OSHA and SWR Institute Alliance Activities Summary - during the SRI Institute Fall 2007 Technical Meeting in San Diego, California. As a result of SWR Institute's participation, the workgroup produced a series of toolbox talks focusing on ladder safety.

IV. Upcoming Milestones

The OSHA and SWR Institute Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. Through the Alliance, SWR Institute will develop a Safety and Health Pocket Handbook. The handbook will address over twenty topics including aerial & scissor lifts, fall protection, ladders, and respiratory protection.

In addition, SWR Institute's members will continue to serve on OSHA's Sealant Waterproofing and Restoration Industry; and Respiratory Protection Safety and Health Topics pages' editorial boards and will review and provide comments on the pages. SWR Institute's members will also attend meetings of the Alliance Program's Construction Roundtable Design for Safety and Fall Protection Workgroups.

Finally, SWR Institute will support 2008 NAOSH Week and invite OSHA representatives to speak at the SWR Institute Fall 2008 Technical Meeting in October 2008 in Baltimore, Maryland.
