Overview
The OSHA and SWRI Alliance addresses improving working conditions for workers who work with sealant, waterproofing, and restoration products by providing information and guidance to help employers protect employees' health-particularly in the areas of reducing and preventing exposure to lead and silica-and safety hazards-particularly in the areas of confined spaces, fall protection, and staging requirements.

OSHA is continuing to update the OSHA and SWRI Alliance Web page that is posted on the Agency's Web site. It includes the OSHA and SWRI Alliance agreement, news releases, events and milestones and successes.

SWRI continues to update its Web site to include information on the OSHA and SWRI Alliance and the products developed through the Alliance, including the SWRI Safety and Health Manual.
Publications and Newsletters

OSHA's Sealant Waterproofing and Restoration Safety and Health Topics Page
Through participation on the editorial board of OSHA's Sealant Waterproofing and Restoration Industry Safety and Health Topics page, the following Alliance implementation team members are continuing to participate, review and provide comments:

SWRI Safety and Health Manual
Through the Alliance, OSHA and SWRI developed an SWRI Safety and Health Manual for the association's members. The manual covers topics such as hazard communication, confined space, fall protection, recordkeeping, personal protective equipment, respiratory protection and scaffolding. A final copy of the manual was completed and distributed in CD format to SWRI members in July 2005.
OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups
On July 8, 2004, representatives from SWRI participated in the Alliance Program's Construction Roundtable for construction-related national Alliances. The Fall Protection and Design for Safety Workgroups were developed at the roundtable meeting.

Fall Protection Workgroup - SWRI is participating on the Fall Protection Workgroup and helped develop Fall Protection Safety Tips Sheets for employers and employees. The Workgroup is also providing comments on the "Fall Hazard Awareness for the Construction Industry" training course, developed by OSHA's Office of Training and Education.

Design for Safety Workgroup - SWRI is participating on the Design for Safety Workgroup and helped develop a general PowerPoint® presentation on "Designing for Safety" along with a "Design for Safety" Web page. The Workgroup is currently developing a 2-4 Hour Design for Safety Training Course along with an OSHA 10 Hour Outreach Training Program for engineers. Mr. Pilla attended the workgroup meeting on May 3, 2005; August 1, 2005; October 11, 2005 and January 31, 2006.

SWRI 2005 Fall Technical Meeting, San Francisco, CA, October 23-25, 2005
Domenick Salvatore, Compliance Assistance Specialist, OSHA Region III Philadelphia, Pennsylvania Area Office, gave a presentation, "Don't Be Left Hanging: OSHA's Guide to Self Rescue," on October 25, 2005 at the SWRI 2005 Fall Technical Meeting to 200 attendees. Alvan Phillip, Exhibit Manager, OSHA Region IX, staffed the OSHA and SWRI Alliance exhibit booth during the conference. OSHA also provided publications on OSHA and the Alliance Program, including an OSHA-SWRI Alliance Activities Summary document, that were distributed during the event.
SWRI 2005 Annual Meeting, Las Croabas, Puerto Rico, February 28- March 3, 2005
Jose Carpena, Area Director OSHA Region II Puerto Rico Area Office, gave a presentation, "Emergency Response," on March 2, 2005 to 120 attendees at the Annual Meeting. Mr. Carpena also staffed an OSHA and SWRI Alliance exhibit booth. OSHA also provided publications on OSHA and the Alliance Program, including an OSHA and SWRI Alliance Activities Summary document, that were distributed during the event.

Promote and encourage SWRI members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, Strategic Partnerships, and endorse mentoring among SWRI members.
The OSHA and SWRI Alliance Implementation Team has not started work on programs or projects to address this goal.
Promoting the National Dialogue on Workplace Safety and Health Goals

In speeches and other public appearances, executives of SWRI and some of its members will attempt to raise others' awareness of and demonstrate their own commitment to workplace safety and health.

Executive Summary
Through the Alliance Program, OSHA and SWRI have developed a productive working relationship and are continuing to work together to address safety and health issues in the sealant, waterproofing and restoration industry. In its third year, OSHA and SWRI committed to continuing the Alliance and signed an Alliance renewal agreement on July 21, 2005. This positive relationship has led to the development of several programs and projects that the implementation team is working on or has produced. To meet the outreach and communications goals, OSHA and SWRI worked together on projects including:

Alvan Phillip, Exhibit Manager, OSHA Region IX, staffed the OSHA-SWRI Alliance exhibit during the conference.

Jose Carpena, Director OSHA Region II Puerto Rico Area Office, staffed the OSHA-SWRI exhibit booth and gave a presentation to 120 attendees at the SWRI 2005 Annual Meeting in Las Croabas, Puerto Rico.

SWRI has representatives on the Design for Safety and Fall Protection Workgroups that were created at the July 8, 2004 OSHA Alliance Program Construction Roundtable meeting. Ron Pilla, SWRI, drafted an article on fall protection best practices for the Fall Protection Workgroup to review.

SWRI promoted the activities of the OSHA and SWRI Alliance and compliance assistance programs through articles in its monthly publication, Member Briefs. The articles focused on a number of topics such as the Compliance Assistance Web page update and the Alliance Quarterly Review.
The presentations by OSHA representatives and the SWRI Safety and Health Manual important safety and health topics in the sealant, waterproofing and restoration industry. In addition, the Alliance Program exhibits at SWRI events and the articles in the SWRI Member Briefs publication and SWRI's Web page helped SWRI inform their members that OSHA's numerous compliance assistance materials and resources are available for use and distribution throughout the sealant, waterproofing and restoration industry.

Upcoming Milestones
In the upcoming year, OSHA's and SWRI's positive relationship will continue to grow and the implementation team will undertake a number of activities. For example, the Alliance implementation team will review the SWRI Safety and Health Manual to determine which chapters need to be updated (e.g. pictures, summary or talking points). In addition, SWRI's members will continue to serve on OSHA's Sealant Waterproofing and Restoration Industry Safety and Health Topics page's editorial board and will review and provide comments on the page. SWRI will also participate in the Fall Protection and Design for Safety Workgroups that were created at the OSHA Alliance Program Construction Roundtable for on July 8, 2004.
OSHA representatives from the OSHA Region IV Ft. Lauderdale, Florida Area Office will staff an exhibit and make a presentation on "Site Specific Safety Plans" at the SWRI 2006 Winter Technical Meeting in Bal Harbour, Florida. Also, SWRI will invite an OSHA representative make a presentation on the Consultation Program at the 2006 SWRI Fall Technical meeting.
Finally, SWRI plans to promote OSHA compliance assistance materials through articles in their monthly publication, Member Briefs, and the SWRI Web page.
