Overview

The OSHA-SWRI Alliance addresses improving working conditions for workers who work with sealant, waterproofing, and restoration products by providing information and guidance to help employers protect employees' health-particularly in the areas of reducing and preventing exposure to lead and silica-and safety hazards-particularly in the areas of confined spaces, fall protection, and staging requirements.

    Outreach and Communication

    • Develop and disseminate information and guidance on relevant safety and health topics at SWRI conferences and through print and electronic media.

    Products

    OSHA and SWRI Alliance Web site

    OSHA continued to maintain an OSHA and SWRI Alliance Web site that is posted on the Agency's Web page that includes the OSHA and SWRI Alliance agreement, news releases, and milestones and successes. This Web site is updated on a regular basis.

    SWRI Web site (www.swrionline.org)

    The SWRI Web site continues to include information on the OSHA and SWRI Alliance on its Web site.

    Publications and Newsletters

    Information and news releases on the OSHA and SWRI Alliance activities appeared in SWRI's Member Briefs. For more information on the articles, see the "Alliance Program Reach" table on pages 4-5.

    OSHA's Sealant Waterproofing and Restoration Safety and Health Topics Page

    The following SWRI members continue to participate on the editorial board of OSHA's Sealant Waterproofing and Restoration Industry Safety and Health Topics page.

    SWRI Safety and Health Manual

    Through the Alliance, OSHA and SWRI are developing an SWRI Safety and Health Manual for the association's members. The manual covers topics such as hazard communication, confined space, fall protection, recordkeeping, personal protective equipment, respiratory protection and scaffolding. During the reporting period, SWRI finalized a draft version of the document and forwarded it to OSHA for review and comments. A final copy to of the manual is expected to be completed and distributed to SWRI members by Summer 2005.

    OSHA Alliance Program Construction Roundtable, Department of Labor, Washington, DC, July 8, 2004

    SWRI participated in the Alliance Program's Construction Roundtable for construction-related national Alliances on July 8, 2004. The roundtable participants discussed how the construction-related national Alliances could work together to address issues such as ergonomics, silica and motor vehicle safety.

    • Fall Protection Workgroup

      November 8, 2004 - SWRI member, Carl Seagar attended the workgroup meeting.

      January 31, 2005 - SWRI member, Ron Pilla attended the workgroup meeting and volunteered to draft an article on fall protection best practices for the workgroup to review.

      February 1, 2005 - SWRI member, Ron Pilla attended the workgroup meeting.

    SWRI 2004 Fall Technical Meeting, Boston, MA, September 19-21, 2004

    Domenick Salvatore, Compliance Assistance Specialist, OSHA Region III Philadelphia Area Office, USDOL-OSHA, staffed an Alliance Program exhibit booth and gave a presentation titled, "Respiratory Protection, Life Expectancy for Lungs" during a workshop to 130 attendees.

    SWRI 2004 Annual Meeting, Tucson, AZ, February 29-March 3, 2004

    Domenick Salvatore, Compliance Assistance Specialist, OSHA Region III Philadelphia Area Office, USDOL-OSHA, staffed an Alliance Program exhibit booth and gave a presentation entitled "The New Generation of Work Platforms: Mast Scaffolding" during a workshop to 120 attendees.

    • Promote and encourage SWRI members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, Strategic Partnerships, and endorse mentoring among SWRI members.

      The OSHA and SWRI Alliance Implementation Team has not started work on programs or projects to address this goal.

    Promoting the National Dialogue on Workplace Safety and Health Goals

    • In speeches and other public appearances, executives of SWRI and some of its members will attempt to raise others' awareness of and demonstrate their own commitment to workplace safety and health.

      The OSHA and SWRI Alliance Implementation Team has not started work on programs or projects to address this goal.

  2. Executive Summary

    Through the Alliance Program, OSHA and SWRI are working together to address important safety and health issues in the sealant, waterproofing and restoration industry. The OSHA and SWRI Alliance is very successful and the organizations have developed a very productive working relationship. This positive relationship has led to the development of many programs and projects that the implementation team is working on or has produced. Some examples include:

    • OSHA and SWRI are developing a Safety and Health Manual that covers topics such as hazard communication, confined space, fall protection, recordkeeping, personal protective equipment, respiratory protection and scaffolding. A final copy to of the manual is expected to be completed and distributed to SWRI members by Summer 2005.
    • SWRI representatives are serving on the Sealant Waterproofing and Restoration Industry Safety and Health Topics pages Editorial Boards.
    • Domenick Salvatore, Compliance Assistance Specialist in OSHA's Region III Philadelphia Area Office, staffed an Alliance Program exhibit booth and gave a presentation at both the SWRI Annual and Fall Technical meetings to more than 200 attendees.
    • SWRI has representatives on the Design for Safety and Fall Protection Workgroups that were created at the July 8, 2004 OSHA Alliance Program Construction Roundtable meeting. Ron Pilla, SWRI, is drafting an article on fall protection best practices for the Fall Protection Workgroup to review.

    Overall, the Alliance Program exhibits, the articles in the SWRI Member Briefs publication and SWRI's Web page helped SWRI show their members that OSHA has numerous compliance assistance materials and resources available for use and distribution throughout the sealant, waterproofing and restoration industry.

IV. Upcoming Milestones

In the upcoming year, OSHA's and SWRI's positive relationship, that was built through the Alliance Program, will continue to grow and the Implementation Team will undertake a number of activities and develop a number of products. SWRI will continue to work with OSHA and plans to renew the OSHA-SWRI Alliance agreement. In the renewal agreement, SWRI will address the same safety topics that were in the initial Alliance agreement e.g. lead and silica, confined spaces, fall protection and staging requirements.

OSHA and SWRI will complete development of the SWRI Safety and Health Manual and SWRI will distribute it to members by Summer 2005. Through the Alliance Program, the manual will be updated as needed. SWRI will continue to be a member of OSHA's Sealant Waterproofing and Restoration Industry Safety and Health Topics page editorial board and will review and provide comments on the page.

In addition, SWRI is participating in the Fall Protection and Design for Safety Workgroups that were created at the OSHA Alliance Program Construction Roundtable for on July 8, 2004. Ron Pilla, SWRI, is drafting an article on fall protection best practices for the workgroup to review.

SWRI would like to invite an OSHA representative to staff an exhibit and to make a presentation on Emergency Preparedness at the SWRI 2005 Annual Meeting in Las Croabas, Puerto Rico.

Finally, SWRI plans to promote OSHA compliance assistance materials through articles in their monthly publication, Member Briefs and the SWRI Web page.
