      Outreach and Communication Goals

      • Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media, including informational links from OSHA's and SCA's web sites.

      Products

      Safety and Health Injury Prevention Sheets (SHIPS)

      The SHIPS are designed to identify the prevalent types of injuries e.g. falls, strains and burns by processes such as shipfitting, shipboard machining, shipboard electrical and shipboard handling. The ASA, NSRP and SCA Implementation Teams completed the shipfitting prevention sheet and are currently reviewing and providing comments on the machining, electrical and handling sheets. The project is expected to be completed by Spring ‘05.

      Fatality Videos

      The Fatality Videos are computer animated hazard awareness videos based on actual shipyard fatalities. The ASA, NSRP and SCA Implementation Teams, along with OSHA Strategic Partnership program participants in the maritime industry, completed the storyboard and script for the video. The final copies of the video will be distributed to the maritime industry by Spring ‘05.

      OSHA and SCA Alliance Web site

      OSHA developed an OSHA and SCA Alliance Web site that is posted on the Agency's Web page that includes the OSHA and SCA Alliance agreement, news releases, and milestones and successes. This Web site is updated on a regular basis.

      The SCA Web site includes information on the OSHA and SCA Alliance.

      Publications and Newsletters

      Information and news releases on the OSHA and SCA Alliance activities have appeared in a number of printed and online publications, including: BNA Occupational Safety and Health Reporter and Marinelink.com.       Shipyard Employment eTool

      OSHA and SCA, together with the ASA and NSRP Alliances, are working to complete the development of OSHA's Shipyard Employment eTool that provides information and guidance to help protect shipyard employees' health and safety by minimizing or eliminating exposure to shipyard safety and health hazards.

      The eTool describes common hazards and possible solutions for tasks performed during the maritime industries' ship repair, ship building, ship breaking, and barge cleaning processes. The eTool's Ship Repair module was completed and posted to OSHA's Web site in 2003. The Ship Building, Ship Breaking, and Barge Cleaning modules are under development and are expected to be completed and posted by Summer 2005.

      SCA has taken the lead on providing the input into creating and developing the Barge Cleaning module. This module will help barge cleaning facility managers and employees improve their awareness of common safety issues that exist in the workplace and improve overall worker safety by integrating safety and health into all aspects of the barge cleaning process from the pre-cleaning preparations to the actual cleaning and post-cleaning activities. The eTool module is expected to be completed by Summer 2005.

      SCA Safety Seminar, September 22, 2004, Morgan City, LA

      Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, updated 20 safety and health managers on the Alliance Program and the activities of the National Maritime Industry Alliances.

      2004 National Safety Congress & Expo – "Shipyard Alliances with OSHA" Workshop, September 13, 2004, New Orleans, LA

      During the National Safety Congress and Expo, the OSHA and SCA, ASA and NSRP Alliances had a workshop, "Shipyard Alliances with OSHA." The workshop updated safety and health professionals on the products developed through the ASA, NSRP and SCA Alliances. This update included information on the Shipyard Employment eTool, SHIPS and Fatality Video.

      SCA Safety Seminar, March 10, 2004, Pascagoula, MS

      Clyde Jackson, OSHA Region IV – Jackson, MS Area Office Director updated shipyard safety and health professionals on the number of inspections within the Maritime Industry in FY 2003. Tom Pope, OSHA Region III – Norfolk, VA Area Office Director updated the attendees on the activities of the Norfolk Area Office's Strategic Partnership with the South Tidewater Association of Ship Repairers, Inc. Jess McCluer Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, updated the attendees on the Alliance Program and the activities of the National Maritime Industry Alliances.

      • Cross-train OSHA personnel and industry safety and health practitioners in SCA's best practices or effective approaches; as jointly defined by OSHA and SCA.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Share up-to-date shipyard information, such as injury, hazard and workforce trends, with OSHA to help identify the top priorities for the development of employee safety and health training and outreach programs for SCA members.

      Products

      Root Cause of Accidents Safety and Health Information Bulletin (SHIB)

      Through the Alliance Program, SCA expressed interest in developing a SHIB on the root causes of accidents in shipyards. SCA is drafting an information sheet based on the organization's quarterly injury and illness surveys and will share the information with the Implementation Team.

      • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. In addition, act as mentors to SCA members that aspire to excellence in safety and health.

      VPP Seminar, September 21, 2004, New Orleans, LA

      Representatives from the ASA, NSRP and SCA Alliances attended the Maritime VPP Seminar in New Orleans, Louisiana to hear presentations from maritime companies and OSHA's National Office, Region III and Region VI and to discuss the application process, requirements and benefits of VPP from both the industry and government perspectives. ASA/NSRP member, Northrop Grumman Ship Systems – Avondale Operations hosted the event. The seminar focused on the importance of applying for membership in OSHA's VPP program. Employees and management from ASA/NSRP member, Northrop Grumman Ship Systems- Newport News shared first-hand knowledge about the program with the attendees.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Share information on the best practices of SCA members/worksites, as jointly determined by OSHA and SCA, with others in the industry through OSHA or SCA developed programs and materials.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Raise awareness through speeches and appearances by SCA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by SCA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

4. Results

   Through the Alliance Program, OSHA and SCA are working together to address important safety and health issues in the maritime industry. The OSHA and SCA Alliance is very successful and the organizations have developed a very productive working relationship. This positive relationship has led to the development of many programs and projects that the implementation team is working on or has produced. Some examples include the development OSHA's SHIPS and the Fatality Videos. In addition, the OSHA and SCA Alliance implementation team is working jointly with the other maritime Alliances, that have been signed with ASA and NSRP on several projects. For example:

   • SCA, ASA and NSRP are participating in the development of OSHA's SHIPS that covers topics such as rigging and ship fitting. The associations also helped with the development of Fatality Videos, which are computer animated hazard awareness videos based on actual shipyard fatalities.

   • SCA representatives are serving on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages Editorial Boards and working with the Shipyard Employment eTool Editorial Board to complete development of the eTool's Ship Building, Ship Breaking, and Barge Cleaning modules.

   • At the National Safety Congress in September 2004, a representative from the SCA Alliance participated in a Shipyard Alliances workshop. The workshop focused on the products developed for the maritime industry through the Alliance Program and also featured speakers from ASA, NSRP and OSHA.

   • At SCA's March 9-11, 2004 Safety Seminar in Pascagoula, MS, two OSHA Area Directors who also work with the maritime industry, Tom Pope, OSHA Region III – Norfolk, VA Area Office Director and Clyde Payne, OSHA Region IV – Jackson, MS Area Office Director spoke about maritime compliance issues.

   • Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA provided updates on the Maritime Alliances at SCA's Safety Seminars on September 22, 2004 in Morgan City, LA and on March 9-11, 2004 in Pascagoula, MS.

   • SCA, ASA and NSRP promoted the September 21, 2004 Maritime VPP Seminar that was held in New Orleans, LA. At the seminar, representatives from the organizations heard presentations from maritime companies and OSHA's National Office, Region III and Region VI and discussed the application process, requirements and benefits of VPP from both the industry and government perspectives.

   Finally, SCA will continue to hold joint Implementation Team meetings with ASA and NSRP and representatives from the Directorates of Cooperative and State Programs; Enforcement Programs, Science, Technology and Medicine; Standards and Guidance; Region III and Region IV.

5. Upcoming Milestones

   In the upcoming year, OSHA's and SCA's positive relationship, that was built through the Alliance Program, will continue to grow and the Implementation Team will undertake a number of activities and develop a number of products. These activities will continue to have a positive impact on the Agency since they will help address goals within the 2003-2008 Strategic Management Plan; including lowering injury and illness rates for high-risk/high severity industries (e.g. shipyards and ship building and repair).

   SCA has expressed interest in developing a SHIB that addresses the root causes of accidents in shipyards. As a first step, SCA is developing an information sheet based on the organization's quarterly injury and illness surveys. The SCA, ASA and NSRP Implementation Teams have discussed working together to develop an OSHA 10-Hour course specifically for shipyards and a seminar on best practices for shipyards.

   The implementation teams are completing development of the Ship Building, Ship Breaking, and Barge Cleaning modules that are expected to be completed and posted by Summer 2005. SCA plans to provide photographs of barge cleaning facilities that can be added to the Barge Cleaning module. In addition, should funding be available in FY 05, additional modules of the Shipyard Employment eTool, that cover topics such as Fire Protection, will be developed with input from the SCA, ASA and NSRP Alliances.

   Finally, SCA has invited an OSHA representative to make a presentation on the new Fire Protection in Shipyard Employment final rule at its Safety Seminar on March 9, 2005 at Alabama Shipyard in Mobile, AL.
