      Outreach and Communication Goals

      • Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media, including informational links from OSHA's and SCA's web sites.

      Products

      OSHA's Safety and Health Injury Prevention Sheets (SHIPS)

      The draft SHIPS are designed to identify the prevalent types of injuries e.g. falls, strains and burns by processes such as shipfitting, shipboard machining, shipboard electrical and shipboard handling. The ASA, NSRP and SCA Implementation Teams completed reviewing the shipfitting prevention sheet and are reviewing and providing comments on the machining, electrical and handling sheets.

      OSHA's Second Fatality Video

      OSHA's Fatality Videos are computer animated hazard awareness videos based on shipyard fatalities. The ASA, NSRP and SCA Implementation Teams and OSHA Strategic Partnership program participants completed the second video's storyboard and script and the introductory menu for the DVD. The menu groups the both the first and second video's segments by types of fatalities.

      ASA, NSRP and SCA distributed the second Fatality Video in both video and DVD formats to their members in April 2005.

      OSHA and SCA Alliance Web site

      OSHA is continuing to update the OSHA and SCA Alliance Web site that is posted on the Agency's Web page. It includes the OSHA and SCA agreement, renewal agreement, news releases, events and milestones and successes.

      SCA Website (www.shipbuilders.org)

      The SCA Web site includes information on the OSHA and SCA Alliance, OSHA Region X and SCA Alliance and the OSHA Region VI Houston North and South Area Offices – SCA Strategic Partnership. During the reporting period, SCA updated its Web page to include links to compliance assistance resources on the OSHA Web page such as electronic compliance assistance tools and the second Fatality Facts Video.

      Publications and Newsletters

      Information and news releases on the OSHA and SCA Alliance activities have appeared in a number of print and online publications, including: BNA Occupational Safety and Health Reporter and the National Safety Council's OSHA Up to Date.       Shipyard Employment eTool

      OSHA and SCA, together with the ASA and NSRP Alliances, provided input to OSHA during the development of OSHA's Shipyard Employment eTool's Shipbuilding, Shipbreaking and Barge Cleaning modules. The eTool provides information and guidance to help protect shipyard employees' health and safety by minimizing or eliminating exposure to shipyard safety and health hazards./p>

      The Alliances provided input into the development of the tool's Shipbuilding, Shipbreaking and Barge Cleaning modules which were completed and posted on OSHA's Web site in September 2005.

      SCA provided OSHA with input during the development of the Barge Cleaning module. This module helps barge cleaning facility managers and employees improve their awareness of common safety issues that exist in the workplace. In addition, the module will help improve overall worker safety by integrating safety and health into the barge cleaning process from the pre-cleaning preparations to the actual cleaning and post-cleaning activities.

      Safety Notices on Shipyard Hazards

      OSHA and SCA, together with the ASA and NSRP Alliances are working with the American Industrial Hygiene Association (AIHA) Alliance to develop safety notices on shipyard hazards e.g. slips, trips and falls and confined space within shipyards. AIHA will draft the initial safety notice by Spring 2006 for the SCA, ASA and NSRP implementation teams to review.

      XVIIth World Congress on Safety and Health at Work and 2005 National Safety Congress & Expo – September 17-23, 2005, Orlando, FL

      Debra Gabry and Steve Butler promoted the fatality videos during the NSC's Film and Media presentations on September 23, 2005. Steve Butler, Director, Office of Maritime Enforcement promoted the video at the 2005 National Safety Congress & Expo during a presentation to the National Safety Council's Maritime Industries Safety & Health Committee on September 19, 2005.

      SCA Safety Seminar, September 13, 2005, North Kingstown, RI

      On September 13, 2005, Joe Daddura, Office of Maritime Standards, USDOL-OSHA, provided an update on maritime regulatory issues to 30 shipyard safety and health professionals during SCA's Safety Seminar in North Kingston, RI.

      SCA Safety Seminar, March 9, 2005, Mobile, AL

      On March 9, 2005, Jim Maddux, Director, Office of Maritime Standards, USDOL-OSHA, updated 25 attendees on the 29 CFR 1915 Subpart P final rule, regarding fire protection in shipyard employment during SCA's Safety Seminar in Mobile, AL. Jess McCluer Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, updated the attendees on the Alliance Program and the activities of the National Maritime Industry Alliances.

      • Cross-train OSHA personnel and industry safety and health practitioners in SCA's best practices or effective approaches; as jointly defined by OSHA and SCA.

      • Share up-to-date shipyard information, such as injury, hazard and workforce trends, with OSHA to help identify the top priorities for the development of employee safety and health training and outreach programs for SCA members.

      Products

      Root Cause of Accidents Safety and Health Information Bulletin (SHIB)

      Through the Alliance Program, SCA expressed interest in developing a SHIB on the root causes of accidents in shipyards. SCA is drafting an information sheet based on the organization's quarterly injury and illness surveys and will share the information with the Implementation Team. The information sheet will be completed in Spring 2006.

      • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. In addition, act as mentors to SCA members that aspire to excellence in safety and health.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Share information on the best practices of SCA members/worksites, as jointly determined by OSHA and SCA, with others in the industry through OSHA or SCA developed programs and materials.

      Events

      Maritime Best Practices Seminar

      In the Fall 2005, OSHA and ASA, NSRP and SCA agreed to pursue developing a two-day Maritime Industry Best Practices seminar focusing on lessons learned from Hurricanes Katrina and Rita and will include workgroup discussions on maritime industry best practices including shipfitting and welding, along with tours of a shipyard. The implementation teams agreed to schedule the workshop in conjunction with the SCA Safety Seminar in early March 2006 in Mobile, AL. However, OSHA's Regions IV and VI informed DCSP that they were focusing on hurricane recovery efforts, and as a result were unable to participate in the proposed seminar. As a result, the SCA, ASA and NSRP implementation teams agreed to follow up with OSHA Regions IV and VI in Fall 2006 to see when they would be able to participate in a Maritime Best Practices Seminar.

      • Raise awareness through speeches and appearances by SCA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by SCA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

   2. Executive Summary

      Through the Alliance Program, OSHA and SCA are working together to address safety and health issues in the maritime industry. The OSHA and SCA Alliance is very successful and the organizations have developed a productive working relationship. This positive relationship has led to the development of many programs and projects that the implementation team is working on or has produced. Some examples include the Maritime Best Practices Seminar and the Safety Notices on Shipyard Hazards. In addition, OSHA and SCA are sharing regulatory, compliance assistance and cooperative program information. Further, the OSHA and SCA Alliance implementation team is working jointly with the other maritime industry related Alliances that have been signed with ASA and NSRP on several projects. For example:

      • OSHA and SCA committed to continuing the Alliance and signed an Alliance renewal agreement on June 16, 2005.

      • SCA, ASA and NSRP participated in the development of OSHA's Fatality Videos, which are computer animated hazard awareness videos based on actual shipyard fatalities.

      • SCA representatives are serving on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages Editorial Boards and the Shipyard Employment eTool Editorial Board.

      • At the XVIIth World Congress on Safety and Health at Work 2005 and the National Safety Council Congress & Expo in September 2005, representatives from the SCA Alliance implementation team promoted OSHA's Fatality Videos, developed through the Alliance Program, during the NSC's Film and Media presentations and Maritime Industries Safety & Health Committee.

      Finally, SCA is continuing to hold joint Implementation Team meetings with ASA and NSRP and OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine; Standards and Guidance; Region III and Region IV.

4. Upcoming Milestones

   In the upcoming year, OSHA's and SCA's positive relationship will continue to grow and the implementation team will undertake a number of activities and develop a number of products. These activities will help address OSHA's 2003-2008 Strategic Management Plan goals related to the maritime industry.

   For example, the OSHA and SCA Alliance is developing an information sheet, addressing the root causes of accidents in shipyards, based on the organization's quarterly injury and illness surveys, that will be completed in Spring 2006. In addition, the SCA, ASA and NSRP Implementation Teams have discussed working together to develop an OSHA 10-Hour course specifically for shipyards.

   The Implementation Teams are also beginning development of the Fire Protection module for the Shipyard Employment eTool that is expected to be completed by Summer 2006. In addition, SCA, ASA and NSRP are working with the OSHA and AIHA Alliance to develop safety notices on shipyard hazards e.g. slips, trips and falls and confined space within shipyards. AIHA has drafted the first safety notice for the teams to review and complete by Spring 2006.

   Finally, OSHA and the SCA, ASA and NSRP Implementation Teams are working to develop a two-day Maritime Best Practices seminar focusing on lessons learned from Hurricanes Katrina and Rita and will include workgroup discussions on maritime industry best practices including shipfitting and welding, along with tours of a shipyard. The teams will follow up with OSHA Regions IV and VI in Fall 2006 to see if they are interested in participating in the seminar.
