    Overview

    Through the Alliance, OSHA and PMA are working together to provide the organization’s members and others with information, guidance, and access to training resources that will help them protect workers’ health and safety in the metalforming industry. In addition, OSHA and PMA are focused on sharing information to reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace.

    In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Program’s progress and results.

    1. Events and Products

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs for the metalforming industry regarding press safety issues such as machine guarding and lockout/tagout and to provide expertise in communicating such information to employers and employees in the industry.

        The OSHA and PMA Alliance Implementation Team did not start any work on programs or projects to address this goal during the current reporting period.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools for effective press guarding and OSHA’s and PMA’s Web sites) to employers and employees in the industry.

      OSHA and PMA Alliance Web Page

      OSHA continues to update the OSHA and PMA Alliance Web page on the Agency Web site. The page includes links to the Alliance renewal agreement and related documents, activities and events, and products developed by PMA through the OSHA and PMA Alliance. In addition, the Web page links to Alliance related articles PMA published in its newsletters and magazine that are posted on PMA’s Web site.       PMA/OSHA Alliance Web page

      PMA continues to improve and update the PMA/OSHA Alliance Web page it created on the organization’s Web site. The Web page is updated regularly and includes links to the OSHA and PMA Alliance Web page on the Agency Web site, news releases, related documents, activities and events and other OSHA safety and health resources.

      In addition, products developed by PMA through the OSHA and PMA Alliance are posted on the page including:

      PMA Safety First Video

      PMA continues to distribute the Safety First Video through its PMA/OSHA Alliance Web page and at events and conferences.

      Print and Electronic Media

      Article on the OSHA and PMA Alliance appeared in online and print publications such as: PMA Update and METALFORMING magazine. Additionally, information about the Michigan Occupational Safety & Health Administration (MIOSHA) and Precision Metalforming Association East and West Michigan Districts Alliance appeared in the PMA update newsletter in July 2009.

      • Speak, exhibit, or appear at OSHA’s or PMA’s conferences, local meetings or other events such as PMA’s Annual Meeting and METALFORM conferences.

      Events

      FABTECH International & AWS Welding Show and METALFORM 2009, November 15-18, 2009, Chicago, Illinois

      During the FABTECH International & AWS Welding Show and METALFORM 2009, November 15-18, 2009, Chicago, Illinois, Bill Coulehan, Compliance Assistance Specialist, V, Calumet Regional Office, USDOL-OSHA, made a presentation entitled “Revised OSHA Standards.”

      In addition, Mr. Coulehan spoke with the attendees about the OSHA and PMA Alliance and the Agency’s compliance assistance resources while distributing OSHA’s Alliance Program brochure and the OSHA Alliance Program and Consultation Program Fact Sheets at the PMA exhibit booth.

      • Share information among OSHA personnel and industry safety and health professionals regarding issues such as ergonomic hazards and press safety issues and publicize results through outreach by PMA and through OSHA- or PMA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        The OSHA and PMA Alliance Implementation Team did not work on programs or projects to address this goal during the current reporting period.

      • Promote and encourage PMA members’ or worksites’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program (SHARP).

        The OSHA and PMA Alliance Implementation Team did not work on programs or projects to address this goal during the current reporting period.

      • Work with other Alliance participants on specific issues and projects related to metalforming industry safety and health, such as ergonomic hazards and press safety issues that are addressed and developed through the Alliance Program.

      2009 Drug-Free Work Week, October 19-25, 2009

      PMA joined with a number of other Alliance Program participants to support 2009 Drug-Free Work Week. Drug-Free Work Week is sponsored annually by the U.S. Department of Labor’s Working Partners for an Alcohol- and Drug-Free Workplace Program. The Week focuses on educating employers, employees, and the public about the importance of being drug-free as an essential component of a safe and healthful workplace. In support of the week, the ASA included information about the week in its newsletter and posted information on its Web site.

      2009 North American Occupational Safety and Health (NAOSH) Week, May 3-9, 2009, Washington, D.C.

      PMA, along with more than 55 other Alliance Program participants supported 2009 NAOSH Week. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2009 NAOSH Week was "Safety Means Always Coming Home."

      In support of NAOSH Week, PMA posted information about and a link to the NAOSH Week Web page on the ASSE Web site on its PMA/OSHA Alliance-related Web page on the PMA Web site. In addition, PMA promoted 2009 NAOSH Week in the April 2009 edition of PMA’s MetalForming magazine, and in the March and May editions of the association’s Update newsletter.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on metalforming industry issues, such as ergonomic hazards and press safety issues, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      State Plan State Alliance with Michigan Occupational Safety and Health Administration

      On June 16, 2009 PMA signed an Alliance with the Michigan Occupational Safety and Health Administration in Lansing, Michigan. The Alliance will address a number of safety and health related issues in Michigan including:

      • Working together to develop training resources and other materials to promote worker safety in the metalforming industry.
      • Reducing and preventing exposure to ergonomic hazards and addressing press safety issues such as machine guarding and lockout/tagout to prevent injuries.
      • Improving communication and cooperation between district members and MIOSHA, resulting in improved program delivery.
      • Promoting the MIOSHA Training Institute and MIOSHA cooperative programs to district members.
      • Producing safer, better-trained district members, and the employees of their respective companies.

    2. Executive Summary

      OSHA and the PMA have continued working together through the Alliance Program during the past year to further enhance and share information to reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace. OSHA and PMA are working together on crafting an Alliance renewal agreement allowing them to continue their cooperative efforts for another two years.

      OSHA and PMA also participated together at the FABTECH International & AWS Welding Show and METALFORM 2009, November 15-18, 2009 in Chicago, Illinois. During the conference OSHA staff manned an exhibit table in the PMA exhibit area made a presentation and answered questions about OSHA safety and health resources at the meeting. In addition, PMA helped support the 2009 NAOSH Week through on its Web site printing articles in the association’s publications.

      In addition, the PMA implementation team members continued to share their expertise with OSHA by serving on the editorial board for the OSHA Machine Guarding eTool and Powered Industrial Truck eTool.

  4. Upcoming Milestones

    The OSHA and PMA Alliance implementation team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance. Through the Alliance, PMA will continue to develop safety and health resources including:

    • Safety Guidelines Checklist
    • PMA Lockout Checklist

    In addition, OSHA will consider participating with PMA during the FABTECH International &AWS Welding Show and METALFORM in 2010.

    Further, PMA will again join with other Alliance Program participants to support 2010 NAOSH Week which will be held May 2-8, 2010.

    PMA representatives will also continue to serve as members of the editorial board for the Machine Guarding eTool and the Powered Industrial Truck eTool.

    Lastly, OSHA and PMA will work together to determine if the OSHA and PMA Alliance can be renewed and continue to address the focus areas of the Administration.
