    Overview

    Through the Alliance, OSHA and PMA are working together to provide the organization’s members and others with information, guidance, and access to training resources that will help them protect workers’ health and safety in the metalforming industry. In addition, OSHA and PMA are focused on sharing information to reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace.

    In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Program’s progress and results.

    1. Events and Products

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs for the metalforming industry regarding press safety issues such as machine guarding and lockout/tagout and to provide expertise in communicating such information to employers and employees in the industry.

      PMA Safety First Video

      Through the OSHA and PMA Alliance, PMA revised “PMA Safety First Training Program.” The DVD provides a first-day-on-the-job safety awareness introduction for new employees, temporary workers, and contractors in the metalforming industry.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools for effective press guarding and OSHA’s and PMA’s Web sites) to employers and employees in the industry.

      Products

      OSHA Powered Industrial Truck eTool

      OSHA completed the development of the Powered Industrial Truck eTool. PMA member Richard Sbroglia served on the development team that consisted of a number of Alliance Program participants. He is currently serving on the editorial board for the eTool.

      PMA Safety Posters

      Through the OSHA and PMA Alliance, PMA developed the following four safety posters:

      • Prevent Back Injuries
      • Avoid Slips, Trips, and Falls
      • Dress for Safety
      • Protect Yourself from Injury

       

      The safety posters are posted on the PMA and OSHA Alliance Web page on the PMA Web site and are linked to from the OSHA and PMA Alliance Web page on the Agency Web site. PMA distributed the posters to PMA members and also distributes them at conferences and tradeshows in the Metalforming industry. In addition, the posters are available on the “Safety First” video.

      OSHA and PMA Alliance Web Page

      OSHA continues to update the OSHA and PMA Alliance Web page on the Agency Web site. The page includes links to the Alliance renewal agreement and related documents, activities and events, and products developed by PMA through the OSHA and PMA Alliance, including safety posters and the Safety First Video Training System. In addition, the Web page links to Alliance related articles PMA published in its newsletters and magazine that are posted on PMA’s Web site.       PMA and OSHA Alliance Web page

      PMA continues to improve and update the PMA and OSHA Alliance Web page it created on the PMA Web site. The Web page is updated regularly and includes links to the OSHA and PMA Alliance Web page on the Agency Web site, news releases, related documents, activities and events and other OSHA safety and health resources such as:

      • “$afety Pays” Program
      • Metalworking Fluids in Small Business: A Health and Safety “QUICKSTART” Guide
      • OSHA Tool for Building Drug-Free Workplace Polices and Programs

       

      In addition, products developed through the OSHA and PMA Alliance by PMA are posted on the page including:

      OSHA Machine Guarding eTool

      The following members of the OSHA and PMA implementation team are continuing to serve on the editorial board of the OSHA Machine Guarding eTool:

      Print and Electronic Media

      Articles on the OSHA and PMA Alliance appeared in online and print publications such as: Reliable Plant Magazine, Industry News, Metal Finishing, MetalForming (PMA’s magazine) and MetalForming Xtra (PMA’s e-newsletter).       • Speak, exhibit, or appear at OSHA’s or PMA’s conferences, local meetings or other events such as PMA’s Annual Meeting and METALFORM conferences.

      PMA METALFORM Exposition and Conference, April 1-3, 2008, Birmingham, Alabama

      During the PMA METALFORM Exposition and Conference, April 1-3, 2008, in Birmingham, Alabama, Virginia Ames, Compliance Assistance Specialist, Region IV, Birmingham, Alabama Area Office, USDOL-OSHA, made the presentations “Enhancing Workplace Safety through OSHA Voluntary Protection Programs,” and “Ergonomics in the Pressroom.”

      In addition, OSHA representatives spoke with attendees about the OSHA and PMA Alliance and the agency’s compliance assistance resources while distributing OSHA’s Alliance Program brochure, the OSHA and PMA Alliance Activities Summary, and OSHA Alliance Program and Consultation Program Fact Sheets at the PMA exhibit booth.

      • Share information among OSHA personnel and industry safety and health professionals regarding issues such as ergonomic hazards and press safety issues and publicize results through outreach by PMA and through OSHA- or PMA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      OSHA Presentation “Ergonomics in the Pressroom,” April 3, 2008, Birmingham, Alabama

      During the PMA METALFORM Exposition and Conference, April 3, 2008, in Birmingham, Alabama, Virginia Ames, Compliance Assistance Specialist, Region IV, Birmingham, Alabama Area Office, USDOL-OSHA, made the presentation “Ergonomics in the Pressroom” to ten conference attendees.

      • Promote and encourage PMA members’ or worksites’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program (SHARP).

      OSHA Presentation “Enhancing Workplace Safety through OSHA Voluntary Protections Programs,” April 3, 2008, Birmingham, Alabama

      During the PMA METALFORM Exposition and Conference, April 3, 2008, in Birmingham, Alabama, Virginia Ames, Compliance Assistance Specialist, Region IV, Birmingham, Alabama Area Office, USDOL-OSHA, made the presentation “Enhancing Workplace Safety through OSHA Voluntary Protection Programs” to six conference attendees.

      • Work with other Alliance participants on specific issues and projects related to metalforming industry safety and health, such as ergonomic hazards and press safety issues that are addressed and developed through the Alliance Program.

       

      2008 North American Occupational Safety and Health (NAOSH) Week May 4-9, 2008

      On May 5, 2008, Deputy Assistant Secretary Donald Shalhoub, USDOL-OSHA spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 North American Occupational Safety and Health (NAOSH) Week kick-off event at the U.S. Department of Labor in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for the 2008 NAOSH Week was "Safety is Good Business." The OSHA and PMA Alliance, along with a number of other Alliance Program participants, supported the Week.

      PMA distributed 550 NAOSH Week posters to its members with a letter from Bill Gaskin, PMA president, along with the four safety and health posters developed by PMA through the OSHA and PMA Alliance. In addition, PMA promoted 2008 NAOSH Week in the April 2008 edition of PMA’s MetalForming magazine, and in the March and May editions of the association’s Update newsletter.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on metalforming industry issues, such as ergonomic hazards and press safety issues, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

       

      The OSHA and PMA Alliance Implementation Team has not started work on programs or projects to address this goal.

    2. Executive Summary

      OSHA and the PMA have continued working together through the Alliance Program during the past year to further enhance and share information to reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace. Based on the successes of the Alliance, OSHA and PMA signed a renewal agreement on November 29, 2007, to continue the efforts for an additional two years.

      OSHA completed the development of the Powered Industrial Truck eTool. PMA member Richard Sbroglia served on the development team that consisted of a number of Alliance Program participants. He is currently serving on the editorial board for the eTool. Further, through the Alliance, PMA completed the following Safety Posters: Avoid Slips, Trips, and Falls; Dress for Safety; Protect Yourself from Injury; and Reduce the Risk of Back Injuries. PMA also revised its Safety First Training Video System and will distribute copies of the video at trade shows and make it available online.

      Through the OSHA and PMA Alliance Web page on the OSHA Web site, business owners in the metalforming industry and individuals have access to links to many new safety and health resources, including PMA’s Safety Posters, Safety First Video Training System and PMA published articles.

      OSHA and PMA also participated together at the PMA METALFORM Exposition and Conference April 1-3 in Birmingham, Alabama. During the conference, OSHA staff made two presentations and answered questions about OSHA safety and health resources in the PMA exhibit area. In addition, PMA helped support the 2008 NAOSH Week through distributing posters to its members and printing articles in the association’s publications.

      Finally, the PMA implementation team members continued to share their expertise with OSHA by serving on the editorial board for the OSHA Machine Guarding eTool and Powered Industrial Truck eTool.

  4. Upcoming Milestones

    The OSHA and PMA Alliance implementation team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance. Through the Alliance, OSHA will continue to review and provide feedback on PMA-developed safety and health resources including:

    • Safety Guidelines Checklist
    • PMA Lockout Checklist

    In addition, OSHA will consider participating with PMA during the FABTECH International & American Welding Society Welding Show and METALFORM in 2009. Further, PMA will again join with other Alliance Program participants to support 2009 NAOSH Week, which will be held May 3-9, 2009.

    Finally, PMA representatives will also continue to serve as members of the editorial board for the Machine Guarding eTool and the Powered Industrial Truck eTool.
