Overview
The OSHA and NSSF/SAAMI Alliance provides shooting range operators and developers and others, including small businesses, with information, guidance, and access to training resources that will help them protect employees" health and safety. In particular, the Alliance is addressing reducing and preventing exposure to airborne lead and noise.

Training and Education Goal

Deliver or arrange for the delivery of training courses on lead management or hearing conservation issues.
The OSHA and NSSF/SAAMI Alliance Implementation Team did not work on programs or projects to address this goal during the reporting period.
Outreach and Communication Goals

Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA"s, NSSF"s and SAAMI"s Web sites) to employers and employees in the shooting range industry.

OSHA and NSSF/SAAMI Alliance Web page
OSHA is continuing to update the OSHA and NSSF/SAAMI Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and NSSF/SAAMI Alliance agreement, renewal agreements, annual reports, news releases, activities and events and links to resources developed by NSSF/SAAMI through the Alliance Program.
NSSF/SAAMI Alliance-Related Web page
NSSF/SAAMI developed a NSSF/SAAMI Alliance-related Web page on the NSSF Web site. The page is updated regularly and includes information about the Alliance and links to resources developed by NSSF/SAAMI through the Alliance Program.
"Lead Management at Indoor Ranges: An Overview"
Through the OSHA and NSSF/SAAMI Alliance, NSSF/SAAMI developed a slide presentation, "Lead Management at Indoor Ranges: An Overview." The presentation based upon the, "Lead Management and OSHA Compliance for Indoor Shooting Ranges," that was developed during the first two years of the Alliance focuses on topics such as sources of lead at indoor shooting ranges, OSHA"s general industry lead standard, how ammunition works, non-lead ammunition, various backstops in use, mechanical ventilation, range housekeeping and hygiene practices and administrative controls. The presentation is given during the Best Practice Seminars that Mr. Patterson conducts for OSHA staff.

Articles on the OSHA and NSSF/SAAMI Alliance have appeared in a number of printed and on-line publications, including the Occupational Hazards Magazine, Shooting Industry News and Safety On-line. For more information on the articles, see the "Alliance Program Reach" table.
- Speak, exhibit, or appear at OSHA"s, NSSF’s or SAAMI’s conferences, local meetings, or other shooting range industry events, such as the Shooting, Hunting, and Outdoor Trade Show and Conference.

Mark Fontaine, Program Coordinator, NVOSHA; Ron Parker, Industrial Hygiene Supervisor, NVOSHA; Don Evans, Safety and Health Trainer, NVOSHA; Marilyn Stell, Safety and Health Trainer, NVOSHA; Michelle Vieira, Safety Specialist, NVOSHA; Todd Schultz, Safety Specialist, NVOSHA; Kirti Shah, Administrative Assistant, NVOSHA; Ruby Clement, Safety Specialist, NVOSHA; and Art Sipple Industrial Hygienist, NVOSHA, staffed an Alliance Program exhibit booth during the 2008 SHOT Show and distributed OSHA publications, including the OSHA and NSSF/SAAMI Alliance Activities Summary, All About OSHA and the Small Business Handbook to attendees.
- Share information among OSHA personnel and shooting range industry safety and health professionals regarding OSHA, NSSF and SAAMI best practices or effective approaches and publicize results through outreach by OSHA, NSSF and SAAMI and through OSHA-, NSSF- and/or SAAMI-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
Events
Best Practice Seminar – "Lead Management at Indoor Ranges: An Overview"
Rick Patterson, Executive Director, NSSF, used the slide presentation, "Lead Management at Indoor Ranges: An Overview" to conduct the Best Practice Seminar for OSHA staff in Region I on May 7, 2008 and June 13, 2008. The Seminar focuses on topics such as sources of lead at indoor shooting ranges, OSHA"s general industry lead standard, how ammunition works, non-lead ammunition, various backstops in use, mechanical ventilation, range housekeeping and hygiene practices and administrative controls.

Promote and encourage participation by the shooting range community in OSHA"s cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.
The OSHA and NSSF/SAAMI Alliance Implementation Team did not work on programs or projects to address this goal during the reporting period.

Work with other Alliance participants on specific issues and projects related to the shooting range industry that are addressed and developed through the Alliance Program.
"Hearing Protection and the Shooting Sports" Brochure
Through the OSHA and NSSF/SAAMI Alliance and the OSHA and National Hearing Conservation Association (NHCA) Alliance, the organizations worked together to develop the "Hearing Protection and the Shooting Sports" that was completed in October 2006. The organizations continue to distribute the brochure at conferences and meetings, including the 2008 Shooting, Hunting Outdoor Trade (SHOT) Show and Conference and the annual NHCA Conference. In addition, the brochure and is posted on the NSSF/SAAMI and OSHA Alliance-related Web page on the NSSF Web site, the NHCA and OSHA Alliance-related Web page on the NHCA Web site and is linked to from the OSHA and NSSF/SAAMI Alliance Web page on the Agency Web site. The brochure can be downloaded free-of-charge and is being distributed by the OSHA and the National Institute for Occupational Safety and Health (NIOSH) and NCHA.

Executive Summary
During the reporting period, OSHA and NSSF/SAAMI signed an Alliance renewal agreement on August 21, 2007. The organizations will continue to work together to provide shooting range operators and developers and others, including small businesses, with information, guidance, and access to training resources that will help them protect employees" health and safety. In particular, the Alliance will address reducing and preventing exposure to airborne lead and noise. This positive relationship has led to the development of the programs and projects that the team is currently working on or has produced. For example:

OSHA continues to update the OSHA and NSSF/SAAMI Alliance Web page on the Agency Web site. The Web page includes links to the OSHA and NSSF/SAAMI Alliance agreement, OSHA and NSSF/SAAMI news releases, activities and events and products and resources. In addition, the Web page links to the NSSF/SAAMI and OSHA Alliance-related Web page on the NSSF Web site

NSSF/SAAMI developed and OSHA reviewed a slide presentation, "Lead Management at Indoor Ranges: An Overview," that focuses on topics such as sources of lead at indoor shooting ranges, OSHA"s general industry lead standard, how ammunition works, non-lead ammunition, various backstops in use, mechanical ventilation, range housekeeping and hygiene practices and administrative controls. The slide presentation was used by Rick Patterson, Executive Director, NSSF, when he conducted the Best Practice Seminars in OSHA Region I on May 7, 2008 and June 13, 2008.

Nevada OSHA representatives staffed an Alliance Program exhibit booth and distributed OSHA compliance assistance information to attendees at the 2008 SHOT Show, February 2-5, 2008 in Las Vegas, Nevada.

Upcoming Milestones
Based upon the ongoing successes realized through their Alliance, OSHA and NSSF/SAAMI signed an Alliance renewal agreement for an addition two years on August 21, 2007. OSHA and NSSF/SAAMI will continue to collaborate on projects and activities to achieve the goals of the Alliance. For example, the organizations will continue to update the OSHA and NSSF/SAAMI Alliance Web page on the Agency Web site and the NSSF/SAAMI and OSHA Alliance-related Web page on the NSSF Web site with safety and health resources.
NSSF/SAAMI will support and link to information about the 2008 Drug-Free Work Week, October 20-26, 2008 and the 2009 North American Occupational Safety and Health (NAOSH) Week, "Safety Means Always Coming Home," May 4-10, 2009 from the NSSF/SAAMI and OSHA Alliance-related Web page on the NSSF Web site.
In addition, OSHA and NSSF/SAAMI Alliance Implementation Team members will develop the following compliance assistance resources:
- Hearing Conservation Fact Sheet and Poster
- Indoor Lead Management Fact Sheet and Poster
- Housekeeping for the Indoor Shooting Range and Poster
The Fact Sheets and Posters will be available in English and Spanish and posted on the NSSF/SAAMI and OSHA Alliance-related Web site and linked to from the OSHA and NSSF/SAAMI Alliance Web page on the Agency Web site.
Finally, Rick Patterson, Executive Director, NSSF will continue to use the slide presentation, "Lead Management at Indoor Ranges: An Overview" when he conducts the Best Practice Seminar for OSHA Regional and Area Offices and State Plan States, as requested by OSHA Offices.
