Overview
Through the Alliance Program, OSHA and NMSA will provide NMSA members and others in the marine cargo handling industry with information, guidance, and access to training resources to protect employees' health and safety, particularly in addressing intermodal container lashing issues and marine terminal traffic safety.

Outreach and Communication
- Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NMSA's Web sites) to employers and employees in the industry.
Products
Container Lashing Safety Tip Sheet
Through the OSHA and NMSA Alliance, NMSA developed the "Container Lashing Safety Tip Sheet," which provides a quick refresher for Lashers and Lashing Supervisors prior to start of any lashing job. The document was posted on the NMSA Web site in October 2009 and linked to from the OSHA and NMSA Web page on the OSHA Web site.
OSHA Marine Cargo Handling Terminal QuickCards
Through the OSHA and NMSA Alliance, NMSA reviewed and provided feedback on the OSHA marine cargo handling QuickCards focusing on first aid, gangway safety, and lifesaving facilities. The documents were posted to the OSHA Web site in January 2010 and linked to from the OSHA and NMSA Alliance Web page on the Agency's Web site.

OSHA is continuing to update the OSHA and NMSA Alliance Web page that is posted on the Agency's Web site. The page includes OSHA and NMSA Alliance-related information, including links to the Alliance agreement, news releases, products and resources, activities and events and milestones and successes.

NMSA is continuing to update the sections on its Web site, which contains information on the NMSA and OSHA Alliance. The page include links to the OSHA and NMSA Alliance Web page, Alliance-developed products, and available compliance assistance and outreach resources on the OSHA Web site.

Articles on the OSHA and NMSA Alliance activities have appeared in print and online publications, including the OSHA Alliance Program�s Alliance Quarterly Review (AQR). For more information, see the "Alliance Program Reach" table.

- Share information among OSHA personnel and industry safety and health professionals regarding NMSA best practices or effective approaches and publicize results through outreach by NMSA and through OSHA- or NMSA developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
The OSHA and NMSA Alliance Implementation Team has not started work on programs or projects to address this goal.
- Promote and encourage NMSA's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

Events
2010 North American Occupational Safety and Health (NAOSH) Week, May 2-8, 2010, Washington, DC
On May 2-8, 2010, NMSA and a number of other Alliance Program participants supported the 2010 North American Occupational Safety and Health Week (NAOSH) Week. Sponsored annually by the American Association of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2010 was "Mission NAOSH 2010: Safe Workplaces."
2009 Drug-Free Work Week, October 19-25, 2009
On October 19-25, 2009, the NMSA Alliance and a number of other Alliance Program participants supported the 2009 Drug-Free Work Week. Sponsored by the U.S. Department of Labor's Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees, and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.

Executive Summary
To build on the success of the Alliance's first four years, the OSHA and NMSA Alliance will continue to work together to provide the marine cargo handling industry with information, guidance, and access to training resources that will help them protect employees' health and safety. For example, through the Alliance Program, NMSA developed the "Container Lashing Safety Tip Sheet,"" which provides a quick refresher for Lashers and Lashing Supervisors prior to start of any lashing job.
NMSA representatives reviewed and provided feedback on the OSHA-developed marine cargo-handling QuickCards focusing on first aid, gangway safety, and lifesaving facilities.
Representatives from OSHA's Area Offices participated in NMSA's Technical Committee meetings throughout the country and delivered maritime safety and health-related presentations and provided an update on the Agency's maritime-related activities to more 100 people.
Lastly, as part of the Alliance's outreach efforts, NMSA joined with 35 other Alliance Program participants to support 2010 NAOSH Week, May 2-8, 2010. NMSA also joined with other Alliance Program participants to support 2009 Drug-Free Work Week, October 19-25, 2009.

Upcoming Milestones
Based on discussions regarding the future of the Alliance, OSHA and NMSA agreed to conclude the Alliance as of June 23, 2010. OSHA will continue to work together with NMSA to address workplace safety and health issues through other collaborative efforts, including OSHA presentations at the NMSA Technical Committee Meetings.
