Overview

Through the OSHA and NMSA Alliance, the organizations are working together to provide NMSA members and others in the marine cargo handling industry with information, guidance, and access to training resources to protect employees' health and safety, particularly in addressing intermodal container lashing issues and marine terminal traffic safety.

In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

   Training and Education Goals
    
   • Work with OSHA to provide expertise to develop workplace safety and health curricula on hazards in the marine cargo handling industry.

   OTI 2060 Longshoring and Marine Terminals Course, October 29- November 2, 2007
   
   OTI 2060 Longshoring and Marine Terminals Course was presented by OSHA staff from DEP's Office of Maritime Services October 29-November 2, 2007 in Norfolk, VA to OSHA staff and marine cargo industry safety and health professionals. In addition, Dan Harrison arranged for a tour of the APMT Virginia facility, a NMSA member, for the students through the OSHA and NMSA Alliance.
   
   Outreach and Communication Goals
    
   • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NMSA's Web sites) to employers and employees in the industry.

   OSHA continues to update the OSHA and NMSA Alliance Program Web page on the Agency's Web site. The page contains information on the Alliance's products and resources, news releases, and activities and events.
   
   Marine Terminal Traffic Safety Tip Sheet
   
   Through the OSHA and NMSA Alliance, NMSA continues to work with the OSHA DEP's Office of Maritime Enforcement and DSG's Office of Maritime Standards to develop NMSA's Marine Terminal Traffic Safety Tip Sheet.
    
   • Speak, exhibit, or appear at OSHA's and NMSA's conferences and events such as NMSA Annual Meeting, safety summits and training sessions.

   NMSA Annual Meeting, March 26-28, 2008, San Diego, California
   
   On March 28, 2008, Alan Traenkner, Director, Analysis and Evaluation, Region IX, San Francisco, California Area Office, USDOL-OSHA, presented "OSHA Update and Alliances" to 175 marine cargo handling industry executives at the NMSA Annual Meeting in San Diego, California. The presentation covered numerous topics including combustible dust and OSHA's regulatory activities.
   
   NMSA Annual Meeting, June 27-28, 2007, Seattle, Washington
   
   On June 28, 2007, Richard Terrill, Regional Administrator, Region X, Seattle, Washington Regional Office, USDOL-OSHA, made a presentation and provided the meeting attendees with an OSHA update during the NMSA Annual Meeting in Seattle, Washington. In addition, Amanda Edens, Deputy Director, Directorate of Standards and Guidance, USDOL-OSHA; Charles Lemon, Safety and Health Professional, Washington State Department of Labor and Industries; James Thornton, Chairperson, Maritime Advisory Committee on Occupational Safety and Health (MACOSH) and John Cushing, Commander, United States Coast Guard; participated in a "Safety Leadership from the Government Perspective" panel discussion.
    
   • Share information among OSHA personnel and industry safety and health professionals regarding NMSA best practices or effective approaches and publicize results through outreach by NMSA and through OSHA-or NMSA developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
   Longshoring and Marine Terminals Hazard and Abatement Summaries
   
   NMSA representatives continue to work with the OSHA DEP's Office of Maritime Enforcement and DSG's Office of Maritime Standards to provide input to the agency during its development of OSHA's Longshoring and Marine Terminals Hazard and Abatement Summaries.
   
   NMSA's Fatal Facts Videos
   
   Through the OSHA and NMSA Alliance, NMSA is using the OSHA Hazard and Abatement Summaries to develop Fatal Facts Videos.
    
   • Promote and encourage NMSA's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.
     
     The OSHA and NMSA Alliance Implementation Team has not started work on programs or projects to address this goal.
   Promote the National Dialogue on Workplace Safety and Health
    
   • Develop and disseminate case studies illustrating the business value of safety and health, and publicize the results.
     
     The OSHA and NMSA Alliance Implementation Team has not started work on programs or projects to address this goal.
      
   • Convene or participate in forums, round table discussions, or stakeholder meetings to address safety and health issues in the marine cargo handling industry, including intermodal container lashing and marine terminal traffic.
   Events
   
   Drug-Free Work Week 2008, October 20-26, 2008
   
   The National Maritime Safety Association and a number of other Alliance Program participants are supporting the Department of Labor's (DOL) Drug-Free Work Week 2008. The Week, held annually in October, is a public awareness campaign that highlights the fact that being drug free is key to protecting workplace safety and health and encourages workers with alcohol and drug problems to seek help.
    
2. Executive Summary
   
   The second year of the OSHA and NMSA Alliance has led to a greater awareness by both organizations of the safety and health issues and hazards that impact the marine cargo terminal industry. To meet the Alliance's goals, OSHA and NMSA have made progress on developing the following products that were started in the Alliance's first year:
    
   • NMSA's Marine Terminal Traffic Safety Tip Sheet
      
   • OSHA's Longshoring and Marine Terminals Hazard and Abatement Summaries
   In addition, OSHA and NMSA representatives have shared information and training about safety and health issues in the industry during the following events:

3. Alliance Program Reach

IV. Upcoming Milestones

In the upcoming year, OSHA and NMSA are planning to undertake several activities and projects to promote safety and health awareness in the marine cargo terminal industry. For example, the OSHA and NMSA Alliance will further develop the Longshoring and Marine Terminals Hazard and Abatement Summaries and videos. The OSHA and NMSA Alliance will also schedule a tour of the AMPT Virginia Marine Cargo Handling Facility in Portsmouth, Virginia for OSHA National Office staff from DEP, DSG and DCSP. Through the Alliance, NMSA will support the DOL's Drug-Free Work Week, October 20-26, 2008.

In addition, the Alliance will finalize the Marine Terminal Traffic Safety Tip Sheet and NMSA will post the document on its Web site. OSHA will link to the tip sheet from the OSHA and NMSA Alliance Web page on the Agency's Web site. The OSHA and NMSA Alliance have formed a working group to review available materials addressing the container lashing safety issues and plan to develop a series of tip sheets on this topic.

Based on the successes realized through the OSHA and NMSA Alliance since it was signed in June 2006, OSHA and NMSA will renew the Alliance in the second half of 2008.
