    Overview

    The OSHA and NASR/SAAMI Alliance is developing information and guidance for member and non-member shooting ranges to help them enhance their employee safety programs, including methods and procedures to minimize airborne pollutants and noise exposure in the work environment. The organizations are providing information and guidance to shooting range operators and developers in the control of hazards and prevention of exposure to lead and noise in their facilities.

    1. Events and Products

      Training and Education Goal

      • Jointly develop and deliver a seminar on airborne lead (and other potential topics) for shooting range operators and developers, to be delivered in conjunction with state associations' annual meetings.

        The OSHA and NASR-SAAMI Alliance Implementation Team did not work on programs or projects to address this goal during the reporting period.

      Outreach and Communication Goals

      • Seek opportunities to jointly develop and disseminate information and guidance at conferences and through print and electronic media.

      OSHA and NASR/SAAMI Alliance Web page

      OSHA continues to update the OSHA and NASR/SAAMI Alliance Web page on the Agency's Web site. The Web page includes links to the Alliance agreement, renewal agreement, activities and events, and milestones and successes. The OSHA and NASR/SAAMI Alliance Web page had over 7,000 visitors to the page during the reporting period.

      Alliance Quarterly Review, June 2007

      An article, "Alliance Program Participants, Safety Professionals Provide Presentations at the 2007 On-site Consultation Training," appeared in the June 2007 edition of the Alliance Program's newsletter, the Alliance Quarterly Review. The article highlighted the presentation, "Lead Management and OSHA Compliance for Indoor Shooting Ranges" given by Rick Patterson during the conference on April 10, 2007.

      Hearing Conservation and Protection: A Practical Guide for Indoor Shooting Ranges

      During the reporting period, the Alliance implementation team members completed work on the Hearing Conservation and Protection: A Practical Guide for Indoor Shooting Ranges brochure. The document provides shooters and range operators with information to help them understand the potential hazards from sound generated by firearms and the actions they can take to protect their hearing. NASR/SAAMI printed and distributed 5,000 copies of the brochure to the associations' members, range operators and others.

      • Promote and encourage NASR members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and mentoring among NASR members.

      Events

      Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC

      Representatives from NSSF and SAAMI participated in the October 25, 2006 Alliance Program Hazard Communication Roundtable's Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

      2007 Annual Consultation Conference, April 10-13, 2007, Newport, Rhode Island

      On April 10, 2007, Rick Patterson, Managing Director, Sporting Arms and Ammunition Manufacturers' Institute, Inc., presented a workshop, "Sporting Arms and Ammunition Manufacturers' Institute," during the 2007 Annual Consultation Conference in Newport, Rhode Island. During his presentation, Mr. Patterson provided OSHA On-site Consultation program staff with an overview of the Institute and discussed a number of safety and health topics that impact on the shooting industry.

    2. Executive Summary

      During the reporting period, the OSHA and NASR/SAAMI implementation team finalized the brochure, Hearing Conservation and Protection: A Practical Guide for Indoor Shooting Ranges in support of the outreach and communication goals of the OSHA and NASR/SAAMI Alliance. The brochure provides shooters and range operators with safety and health information to help them understand the potential hazards from sound generated by firearms and the actions they can take to protect their hearing. NASR/SAAMI distributed 5,000 copies of the brochure to the organizations' members, shooting range operators and others.

      In addition, OSHA continued to update the OSHA and NASR/SAAMI Alliance Web page on the Agency's Web site. During his presentation, Mr. Patterson provided an overview of the Institute and discussed a number of topics that impact on the shooting industry to OSHA On-site Consultation Program staff. In addition, an article was published in the June 2007 edition of the Alliance Quarterly Review highlighting the workshop.

      Finally, the OSHA and NASR/SAAMI Alliance implementation team worked together to develop an Alliance renewal agreement which will be signed on August 21, 2007.

  4. Upcoming Milestones

    On August 21, 2007, OSHA and NASR/SAAMI will renew the Alliance agreement and continue to focus on providing information and guidance for member and non-member shooting ranges to help them enhance their employee safety programs, including methods and procedures to minimize airborne pollutants and noise exposure in the work environment. The National Sports Shooting Foundation (NSSF), parent organization of NASR, will sign the Alliance renewal agreement on behalf of NASR and as a result, the Alliance title will change to the OSHA and NSSF/SAAMI Alliance.

    The Alliance implementation team will also develop and present training seminars on lead management at local NASR Chapter shooting ranges for OSHA staff, including On-site Consultation Program and State Plan State representatives. The training seminars will include joint presentations by NSSF/SAAMI and OSHA representatives. The implementation team plans to hold the pilot training seminar in OSHA's Region I.

    The OSHA and NSSF/SAAMI Alliance implementation team will continue to identify opportunities to share safety and health information. For example, NSSF has invited OSHA to speak and exhibit during the upcoming 2008 SHOT Show, February 2-5, 2008 in Las Vegas, NV.

    Finally, through the OSHA and NSSF/SAAMI Alliance, NSSF/SAAMI will work with another Alliance, the OSHA and the National Hearing Conservation Association (NHCA) and the National Institute of Occupational Safety and Health (NIOSH) to distribute Alliance-developed products including the Hearing Conservation and Protection: A Practical Guide for Indoor Shooting Ranges brochure at NHCA and NIOSH events.
