AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE NATIONAL ASSOCIATION OF SHOOTING RANGES
AND
THE SPORTING ARMS AND AMMUNITION MANUFACTURERS' INSTITUTE, INC.

The Occupational Safety and Health Administration (OSHA), the National Association of Shooting Ranges (NASR) and the Sporting Arms and Ammunition Manufacturers' Institute, Inc. (SAAMI) agree to establish an Alliance to promote safe and healthful working conditions for workers in target shooting facilities by:

• Providing member and non-member shooting ranges with information and guidance that will help them enhance their employee safety programs, including educating and informing their employees on methods and procedures to minimize airborne pollutants in the work environment.
   
• Providing information and guidance to shooting range operators and developers in the control of hazards and prevention of exposure in their facilities.

OSHA, NASR, and SAAMI will work together to achieve the following outreach and communication goals:

• Seek opportunities to jointly develop and disseminate information and guidance at conferences and through print and electronic media.
   
• Promote and encourage NASR members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and mentoring among NASR members.

OSHA, NASR, and SAAMI will also work together to achieve the following training and education goals:

• Jointly develop and deliver a seminar on airborne lead (and other potential topics) for shooting range operators and developers, to be delivered in conjunction with state associations' annual meetings.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorates of Federal-State Operations, Compliance Programs, Health Standards, and Technical Support. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for one year from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of all signatories. Any signatory may withdraw for any reason with 30 days written notice.
