    OSHA and MCAA are working together to provide MCAA's members and others with information, guidance, and access to training resources to protect employees' health and safety, particularly in reducing and preventing exposure to wall bracing, fall protection, scaffolding, and forklift safety hazards.

      Training and Education Goals

      • Develop training and education programs on wall bracing, scaffolding, fall protection, and forklift safety issues targeted to mason contractors and their employees.

        The OSHA and MCAA Alliance Implementation Team has not started work on programs or projects to address this goal.

      OSHA and MCAA Alliance Web site

      OSHA is continuing to update the OSHA and MCAA Alliance Web site that is posted on the Agency's Web page. It includes the OSHA and MCAA agreement, news releases, events and milestones and successes.

      MCAA Web site (www.masoncontractors.org)

      The MCAA Web site includes information on the OSHA and MCAA Alliance, OSHA’s cooperative programs, including the Onsite Consultation program along with links to the Alliance agreement and OSHA’s Technical Links and Safety and Health Topics pages. In addition, the Web site contains a section titled Masonry Headlines, which includes articles promoting the OSHA Alliance Program, the activities of the OSHA and MCAA Alliance and the Agency’s compliance assistance resources.

      Publications and Newsletters

      Information on the activities of the OSHA and MCAA Alliance signing and the activities of the Alliance have appeared in a number of printed and online publications, including: BNA Occupational Safety and Health Reporter, Masonry Headlines, and Masonry.       Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, and Camille Villanova, Occupational Safety and Health Specialist, Office of Construction Services, USDOL-OSHA, updated over 40 attendees on the Alliance Program and the activities of the OSHA and MCAA Alliance on April 19, 2005 at the MCAA Annual Meeting in Chicago, Illinois.

      MCAA's Masonry Showcase at Construct America™, April 20-22, 2005, Chicago, Illinois

      Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA; Bill Coulehan, Compliance Assistance Specialist, OSHA Region V, Calumet City Area Office; Camille Villanova, Occupational Safety and Health Specialist, Office of Construction Services, USDOL-OSHA and Illinois Consultation program representatives staffed the OSHA and MCAA Alliance exhibit booth during the conference. OSHA also provided publications on OSHA and the Alliance Program, including an OSHA and MCAA Alliance Activities Summary document, that were distributed during the event.

      • Cross-train OSHA personnel and industry safety and health professionals in MCAA’s best practices or effective approaches, as jointly determined by OSHA and MCAA.

      MCAA's Masonry Showcase at Construct America™, April 20-22, 2005, Chicago, Illinois

      Camille Villanova, Occupational Safety and Health Specialist, Office of Construction Services, USDOL-OSHA, and John Rhailly, Construction Safety Council instructed an OSHA10-Hour Construction Outreach Training Program on April 21-22, 2005 at the MCAA's Masonry Showcase at Construct America™ to over 20 attendees.

      • Promote and encourage MCAA members’ participation in OSHA’s cooperative programs such as compliance assistance, such as Partnerships, the Voluntary Protection Programs and Consultation and its Safety and Health Achievement Recognition Program.

      U.S. Senate Health, Education, Labor and Pensions (HELP) Committee – Employment and Workplace Safety Sub-Committee, May 10, 2005, Washington, DC

      Roy Swindal, MCAA Vice President for Region B, and MCAA State Chairman for Alabama, testified before the U.S. Senate HELP Committee’s Subcommittee on Employment and Workplace Safety on May 10, 2005. During his testimony, Mr. Swindal promoted the OSHA and MCAA Alliance and praised the value of the OSHA Alliance Program.

      • Share information on best practices, as jointly determined by OSHA and MCAA, of MCAA worksites with others in the industry and publicize the results through outreach by MCAA and through OSHA- or MCAA-developed training programs and materials.

      Masonry Best Practices Seminar, January 26, 2006, High Hill, MO

      OSHA and MCAA developed a one day Masonry Best Practices Seminar on January 26, 2006 at the Laborers’ Health and Safety Fund of North America’s (LHSFNA), a former Alliance Program participant, Training Facility in High Hill, MO. MCAA members and staff and representatives from the LHSFNA and Associated General Contractors Training Fund instructed more than 40 OSHA Region VII, State Plan State and Onsite Consultation Program representatives from Missouri, Kansas, Iowa and Illinois on masonry industry safety methods for overhead bricklaying, fall protection, material handling and scaffold access. Following the classroom instruction, the seminar participants were provided hands-on training on rough terrain forklift operation, scaffolding techniques, and masonry basics.

      • Work with other Alliance participants on specific issues and projects on fall protection, wall bracing, scaffolding, and forklift safety that are addressed and developed through the Alliance Program.

        The OSHA and MCAA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Encourage MCAA chapters and/or contractors to build relationships with OSHA’s Regional and Area Offices to address health and safety issues, including fall protection, scaffolding, wall bracing and forklift safety.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever MCAA leaders address groups.

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      • Convene or participate in forums, round table discussions, or stakeholder meetings on wall bracing, forklift safety, fall protection and scaffolding issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups

      On July 8, 2004, representatives from MCAA participated in the Alliance Program’s Construction Roundtable for construction-related national Alliances. The Fall Protection and Design for Safety Workgroups were developed at the Roundtable meeting.

      • Design for Safety Workgroup – MCAA is participating on the Design for Safety Workgroup and helped develop a general PowerPoint® presentation, "Designing for Safety," and a "Design for Construction Safety" Web page. The Workgroup is developing a 2-4 Hour Design for Safety Training Course and an OSHA 10 Hour Outreach Training Program for engineers. Mike Adelizzi attended the Workgroup meeting on July 19, 2005.

    2. Executive Summary

      Through the Alliance Program, OSHA and MCAA are continuing to work together to develop products for the masonry industry to use in order to protect workers from wall bracing, fall protection, scaffolding, and forklift safety hazards. This positive relationship has led to the development of products that the team is sharing with the public.

      • OSHA and MCAA developed a one day Masonry Best Practices Seminar at the Laborers’ Health and Safety Fund of North America’s, a former Alliance Program participant, Training Facility in High Hill, MO. Over 40 OSHA Region VII, State Plan State and Onsite Consultation Program representatives from Missouri, Kansas, Iowa and Illinois were instructed on masonry industry safety methods for overhead bricklaying, fall protection, material handling and scaffold access. Following the classroom instruction, the seminar participants were provided hands-on training on rough terrain forklift operation, scaffolding techniques, and masonry basics.

      In addition, OSHA and MCAA representatives are sharing their expertise through participation on OSHA’s electronic assistance tools’ editorial boards and speaking and exhibiting opportunities. For example:

      • MCAA is continuing to promote masonry safety through an OSHA information page on the MCAA Web site that contains links to the Alliance agreement and OSHA’s Technical Links and Safety and Health Topics pages.

      • MCAA has representatives on the Design for Safety Workgroup that was created at the July 8, 2004 OSHA Alliance Program Construction Roundtable meeting.

      Currently, MCAA is promoting the activities of the OSHA and MCAA Alliance and provides information on OSHA’s compliance assistance resources and cooperative programs through the Masonry Headlines section on its Web page and articles in its monthly publication, Masonry.

  4. Upcoming Milestones

    The OSHA and MCAA Alliance Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. In addition, MCAA will continue to promote OSHA compliance assistance materials and the OSHA and Alliance through its Web page and articles in their monthly publication, Masonry.

    Through the Alliance Program, MCAA is interested in working with OSHA to host the Masonry Best Practices Seminar throughout the country. The seminars will focus on masonry industry safety methods for overhead bricklaying, fall protection, material handling and scaffold access. The seminars will offer hands-on training on rough terrain forklift operation, scaffolding techniques, and masonry basics. In addition, OSHA will promote the products the Alliance produces in the AQR and through sending the information to OSHA’s Regional, Area Office, Onsite Consultation Program and State Plan State Representatives.

    MCAA remains committed to working with OSHA and other Alliance Program participants to develop compliance assistance information and products for Agency staff and employers and employees in the construction industry. The organization will continue to attend meetings of the Design for Safety Workgroup that was established at the OSHA Alliance Program Construction Roundtable.

    On March 29-31, 2006, representatives from the Nevada Consultation Program will staff the OSHA and MCAA Alliance exhibit at the MCAA Masonry Showcase in Las Vegas, Nevada.

    Finally, MCAA has expressed interest in renewing the Alliance agreement and will work with OSHA to identify the topics and goals of the renewal agreement that best address the interest of both organizations.
