Overview

The OSHA and ISEA Alliance focuses on outreach and communication about the importance of the proper selection, use, and maintenance of personal protective equipment (PPE). In addition, the Alliance seeks to further the national dialogue on safety and health, in particular seeking, sharing, and publicizing best practices and developing and promoting the business case for safety especially as it relates to PPE.

   Outreach and Communication
    
   • Speak, exhibit, or appear at conferences, meetings or other events to promote the effectiveness of safety and health programs.
     
     Speakers
     
     The OSHA and ISEA Alliance was promoted at the following event:
      
     • 2004 ISEA Annual Meeting, April 25-27, 2004, San Diego, CA
       
       April 27, 2004 - Paula White, Director, Directorate of Cooperative and State Programs provided an update on OSHA's cooperative programs, including the OSHA and ISEA Alliance, to 80 attendees.

     The OSHA and ISEA Alliance was promoted at the following events:
      
     • OSHA Compliance Assistance Training Sessions: Janice Comer-Bradley and Joe Walker staffed an ISEA exhibit at OSHA Compliance Assistance Training Sessions, June 14-18, 2004, in Falls Church, Virginia.
        
     • World of Concrete 2004: OSHA and ISEA shared a Concrete Safety Station in the outdoor demonstration area at the World of Concrete 2004, February 16-20, 2004 in Orlando, FL. ISEA staff included Janice Comer-Bradley, Dan Glucksman, Dan Shipp and Joe Walker. OSHA staff included Roberto Sanchez, Region IV, Birmingham, Alabama Area Director. The ISEA and OSHA staff who distributed written materials to the attendees, including a Fact Sheet on the Alliance Program and the OSHA-ISEA Alliance.
        
     • 2003 Fall Meeting: Janice Comer-Bradley, Dan Glucksman, Dan Shipp and Joe Walker distributed written materials to the attendees, including a Fact Sheet on the Alliance Program and OSHA's cooperative programs at the ISEA Fall meeting, November 18, 2003 in Washington, DC.
   • Promote communication between ISEA and its members and OSHA personnel, including Compliance Assistance Specialists, in order to stay current with developments in the field.
     • No products or resources have been developed to meet this particular Alliance goal.
   • Work with other Alliance participants on construction industry projects that are addressed and developed through the Alliance Program.
     • Construction Roundtable: ISEA participated in the Alliance Construction Roundtable for construction-related national Alliances on July 8, 2004. The Roundtable participants discussed how the construction-related national Alliances could work together to address issues such as ergonomics, silica and motor vehicle safety. ISEA has representatives on the Fall Protection and Design for Safety workgroup that were created at the meeting.
   National Dialogue on Safety and Health
    
   • Collect and share with construction employers, labor, insurance providers, other state and federal government officials, and safety and health professionals information on the latest equipment technologies and best practices in the selection and use of personal protective equipment, as determined by OSHA and ISEA, and publicize the results through outreach by ISEA and through OSHA- or ISEA-developed training programs and materials.

     Safety & Health Informational Bulletin (SHIB)
     
     ISEA reviewed and provided feedback on a draft OSHA "Suspension Trauma," developed by OSHA's Directorate Science, Technology and Medicine. The final version of the SHIB was posted on the OSHA Webpage on March 24, 2004.

     Print and Electronic Media
     
     Articles on the OSHA and ISEA Alliance have appeared in a number of printed and online publications, including: ISEA Protection Update, Occupational Hazards Magazine Online and Industrial Safety and Hygiene News. Over 5,000 individuals were reached through the publications. For more information on the articles, please see the Alliance Program Reach table on pages 5-6.

2. Executive Summary
   
   Through the Alliance Program, OSHA and ISEA are working together to help increase the public's understanding of the importance of the proper selection, use, and maintenance of PPE. This relationship has led to ISEA's involvement in several projects. Some examples include ISEA's review and comment on OSHA's Safety & Health Informational Bulletin (SHIB) "Suspension Trauma and ISEA's participation at the Alliance Construction Roundtable.
   
   During 2004, ISEA promoted the activities of the OSHA and ISEA Alliance through articles in its monthly publication, Protection Update. The articles focused on a number of topics such as the joint ISEA and OSHA Concrete Safety Station in the outdoor demonstration area at the World of Concrete 2004, February 16-20, 2004 in Orlando, FL. In addition, ISEA published a cut-out version of the OSHA Cold Stress card in the Fall 2003/Winter 2004 edition of ISEA Production Update.
   During 2003 and 2004, the Alliance was promoted at the ISEA 2003 Fall Meeting, November 18, 2003 in Washington, DC; World of Concrete 2004, February 16-20, 2004 in Orlando, FL; 2004 ISEA Annual Meeting, April 25-27, 2004 in San Diego, CA; OSHA's Compliance Assistance Training Sessions and the Alliance Construction Roundtable.
   
   At the World of Concrete, ISEA staff and OSHA staff including, Roberto Sanchez, Region IV, Birmingham, Alabama Area Director, distributed written materials to the attendees, including a Fact Sheet on the Alliance Program and the OSHA-ISEA Alliance. On April 27, 2004, at the 2004 ISEA Annual Meeting, Paula White, Director, Directorate of Cooperative and State Programs, provided an update on OSHA's cooperative programs, including the OSHA and ISEA Alliance, to 80 attendees.
   
   Finally, ISEA participated in the Alliance Construction Roundtable for construction-related National Alliances on July 8, 2004. The roundtable was designed for the construction-related National Alliances to discuss how they can work together to address issues such as ergonomics, silica and motor vehicle safety, which many of them are addressing individually through their Alliances. A number of work groups were developed during the roundtable. ISEA is participating in the Fall Protection and Design-for-Safety workgroups.


3. Alliance Program Reach

IV. Upcoming Milestones

The OSHA and ISEA Alliance implementation team has discussed a number of activities that may be undertaken in the upcoming year.

ISEA is participating in the Fall Protection and Design-for-Safety workgroups that were created at the Alliance Construction Roundtable for National Alliances on July 8, 2004.

ISEA expressed an interest in working with OSHA and other Alliance participants in developing products to address a number of issues. This includes working with the American Safety and Health Institute Alliance on emergency preparedness; the Sealant Waterproofing and Restoration Institute Alliance on silica; the Roadway Workzone Safety and Health Coalition Alliance on noise protection and the Society of Chemical Hazard Communication Alliance on hazard communication. In addition, ISEA would like to work with the Risk and Insurance Management Society Alliance to review and update OSHA's electronic assistance tool, $afety Pays Expert Advisor.

Finally, ISEA is in the process of determining the possibility of having OSHA exhibit at the March 15-19, 2005 CONEXPO in Las Vegas, Nevada. CONEXPO is the world's largest international gathering for the construction and construction materials industries. The event is held every three years and the exposition showcases the latest equipment, products, services and technologies. Over 110, 000 people are expected to attend. ISEA is discussing with its membership in creating a "Safety Midway" at the event. If approved by ISEA, ISEA members would set-up exhibits around the "Safety Midway" area, and OSHA and ISEA would have a joint exhibit.
