    Overview

    The OSHA and ILMA Alliance is providing ILMA members, small businesses, and others with information, guidance, and access to training resources to protect workers from exposure to metalworking fluids and industrial hazards in the manufacturing environment.

    In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

      Outreach and Communication

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and ILMA's Web sites) to employers and employees in the industry.

        OSHA is continuing to update the OSHA and ILMA Alliance Web page that is posted on the Agency's Web site. It includes the OSHA and ILMA Alliance agreement, news releases, activities and events and milestones and successes.

        ILMA is continuing to update the section on its Web site, which contains information on the OSHA and ILMA Alliance. The section includes links to the Alliance agreement, OSHA and ILMA press releases and OSHA's Safety and Health Topics pages.

        Through the Alliance, ILMA representatives provided their expertise to review, maintain and update the following OSHA Safety and Health Topic pages:

        "Making the Business Case for Safety and Health" article by Edwin G. Foulke, Jr., Assistant Secretary of Labor for OSHA

        The article "Making the Business Case for Safety and Health" by OSHA Assistant Secretary Edwin G. Foulke, Jr. was published in the March 2007 issue of Compoundings. The piece describes OSHA's compliance assistance resources and cooperative programs activities including the OSHA and ILMA Alliance.

        Publications and Newsletters

        Information on the activities of the OSHA and ILMA Alliance have appeared in a number of print and online publications, including: ILMA's FLASHPoint, and Compoundings. For more information on the articles, see the "Alliance Program Reach" table.

      • Speak, exhibit, or appear at OSHA's or ILMA's conferences, meetings or workshops including ILMA's Spring Management Forum; Fall Annual Meeting; and Safety, Health, Environmental and Regulatory Affairs (SHERA) Committee meetings.

        23rd Annual National Voluntary Protection Programs Participants' Association Conference, August 27-30, 2007, Washington, DC

        On August, 28 2007, Barnett Lawrence, Compliance Assistance Coordinator, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs (DCSP), USDOL-OSHA; Cathy Cronin, Chief, Division of Training and Educational Development, Office of Training and Education, Directorate of Training and Education, USDOL-OSHA; and Carol L. Poole, Safety and Health Specialist, Quaker Chemical Corporation and ILMA member, presented "Getting the Most Out of OSHA's Web Site" to 100 attendees at the 23rd Annual National Voluntary Protection Programs Participants' Association Conference in Washington DC. Ms. Poole's presentation included information on ILMA's Metalworking Fluids in Small Business: A Health and Safety "QUICKSTART" Guide, which is a product of the OSHA and ILMA Alliance.

      • Share information among OSHA personnel and industry safety and health professionals regarding ILMA's best practices or effective approaches and publicize results through outreach by ILMA and through OSHA- or ILMA-developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

        Lubricant Fact Sheet

        Through the Alliance, ILMA is developing a Lubricant Fact Sheet. The association will share the draft with OSHA for review and feedback when completed.

        "Dermal Assessment Guide"

        During the reporting period, ILMA promoted the "Dermal Assessment Guide" to its members. The guide, which was produced as a product of the Alliance, has been recognized by the metalworking fluid industry as a valuable resource. Further, a link to the guide on the OSHA and ILMA Alliance Web page on ILMA's Web site was added to OSHA's Metalworking Fluids Safety and Health Topic Web page.

        62nd Annual Meeting and Exhibition of the Society of Lubricant Tribology Engineers, May 6-10, 2007, Philadelphia, Pennsylvania

        On May 7, 2007, Carol L. Poole, Safety and Health Specialist, Quaker Chemical Corporation presented, "Health, Safety, and Regulatory Affairs" during the 62nd Annual Meeting and Exhibition of the Society of Lubricant Tribology Engineers. The presentation included information on the OSHA and ILMA Alliance.

        2008 On-site Consultation Training (OSHCON) Conference, April 29 – May 1, Seattle, WA

        Representatives from the OSHA and ILMA Alliance are developing a presentation highlighting the Alliance's work to develop the Dermal Assessment and Metalworking Fluids in Small Business: A Health and Safety "QUICKSTART" Guides to be delivered during a workshop during the 2008 OSHCON Conference, April 29 – May 1, in Seattle, Washington.

      • Promote to the ILMA members the benefits of OSHA's cooperative programs; such as compliance assistance, the Voluntary Protection Programs, On-site Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and ILMA Alliance Implementation Team has not started work on programs or projects to address this goal in a structured manner, but informal efforts to educate ILMA members about these programs have been explored.

      • Work with other Alliance participants on specific issues and projects on manufacturing industrial hazards that are addressed and developed through the Alliance Program.

        "Safe Tank Entry: When Entering Above Ground Storage Tanks," Fact Sheet

        The OSHA and ILMA Alliance implementation team is working with the OSHA and Safe Tank Alliance through the Alliance Program to develop a compliance assistance resource: Safe Tank Entry: When Entering Above Ground Storage Tanks Fact Sheet. The document will provide assistance to small businesses for hazards such as falls and confined space entry in above ground storage tanks.

      • Encourage ILMA member companies to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including industrial hazards related to metal working.

        The OSHA and ILMA Alliance Implementation Team has not started work on programs or projects to address this goal.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions or stakeholder meetings on manufacturing industrial hazards and hazard communication to help forge innovative solutions in the workplace.

        3rd Symposium on the Assessment and Control of Metal Removal Fluids, October 5-8, 2008, Dearborn, Michigan

        ILMA, along with other trade associations and professional societies, will be hosting the 3rd Symposium on the Assessment and Control of Metal Removal Fluids, October 5-8, 2008 in Dearborn, Michigan. The event will examine safety, health and sustainability issues in metalworking fluids. Conference participants will include end-users and suppliers of metalworking fluids as well as government and academic representatives from around the world.

    2. Executive Summary

      Through the Alliance Program, OSHA and ILMA are continuing to work together to develop resources for small businesses to use to protect workers from metalworking fluids and industrial hazards in the manufacturing environment. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced. For example, through the OSHA and ILMA Alliance, ILMA is developing a draft Lubricant Fact Sheet. In addition, OSHA and ILMA are working with the OSHA and Safe Tank Alliance to develop a Safe Tank Entry: When Entering Above Ground Storage Tanks Fact Sheet, which will provide assistance to small businesses for hazards such as falls and confined space entry. Further, OSHA and ILMA representatives are sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking, and exhibiting opportunities. For example:

  4. Upcoming Milestones

    As a result of the Alliance's successes in its first four years, OSHA and ILMA will be renewing the agreement for another two years. The Alliance renewal agreement will encourage employers including small businesses, to increase employee access to safety and health information and training resources, particularly in reducing and preventing exposure to industrial hazards in the manufacturing environment. In addition, the Alliance will address safety and health issues to include, but not limited to the following:

    • Hazard Communication
    • Safety and health issues related to above ground storage tanks

    The OSHA and ILMA Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. For example, the Alliance implementation team will finalize a Lubricant Fact Sheet. In addition, ILMA has shown an interest in securing an OSHA speaker for the ILMA Annual Meeting to be held in October 2008. Further, ILMA representatives will continue to provide their expertise to review, maintain and update the following OSHA's Safety and Health Topic pages:

    • Making the Business Case for Safety and Health
    • Metal Working Fluids

    MA plans to continue to promote OSHA compliance assistance materials, cooperative programs and the OSHA and ILMA Alliance through articles in their monthly publication, Compoundings and their weekly e-Newsletter FLASHPoint. Further, ILMA remains interested in publishing another Mr. Foulke article in the magazine similar to the article that was published in the March 2007 issue of Compoudings.

    Finally, ILMA will continue to work with the Safe Tank Alliance and other Alliance participants through the Alliance Program to develop compliance assistance resources.
