    The OSHA-ILMA Alliance is providing ILMA members and others with information, guidance, and access to training resources to protect workers from exposure to metalworking fluids and industrial hazards in the manufacturing environment.

      Training and Education

      • Develop training and education programs on the safe and proper use of lubricant products.

        The OSHA and ILMA Alliance Implementation Team has not started work on programs or projects to address this goal.

      Outreach and Communication

      • Develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA's and ILMA's Web sites.

      OSHA and ILMA Alliance Web site

      OSHA developed an OSHA and ILMA Alliance Web site that is posted on the Agency's Web page that includes the OSHA and ILMA Alliance agreement, news releases, and milestones and successes. This Web site is updated on a regular basis.

      ILMA Web site (www.ilma.org)

      The ILMA Web site has information on the OSHA and ILMA Alliance. ILMA developed a specific section for the OSHA-ILMA Alliance that includes links to the Alliance agreement, OSHA and ILMA's press releases and OSHA's Technical Links to Safety and Health Topics pages.

      Publications and Newsletters

      Information and news releases on the OSHA and ILMA Alliance signing and the activities of the Alliance have appeared in a number of printed and online publications, including: BNA Occupational Health and Safety Reporter, Compoundings and Lube Report. For more information on the articles, see the "Alliance Program Reach" table on page 5.

      • Speak, exhibit, or appear at OSHA or ILMA events such as ILMA's Spring Management Forum, Fall Annual Meeting, Safety, Health, Environmental and Regulatory Affairs (SHERA) Committee meetings, and LubeCare® Workshops.

      OSHA provided publications on OSHA and the Alliance Program, including an OSHA-ILMA Alliance Fact Sheet, that were distributed at the event.

      • Cross-train OSHA personnel and industry safety and health professionals in best practices or other effective approaches, as jointly determined by OSHA and ILMA.

      Products

      In order to educate the public more about the safe use of lubricants, ILMA is currently developing a Dermatitis Fact Sheet on how to prevent dermatitis while using lubricants. In addition, the group is developing a Lubricant Fact Sheet that includes safe handling practices for lubricants. Finally, ILMA is developing a Metalworking Fluids Quick Start Guide for Small Businesses, based on OSHA's Compliance Assistance Quick Start guide, which will identify common best practices for using lubricants.

      • Promote and encourage ILMA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and Consultation and its Safety and Health Achievement Recognition Program.

      • Share information on best practices in lubricant manufacturing and distribution, as jointly determined by OSHA and ILMA, with others in the industry and promote awareness of occupational hazards through ILMA's product stewardship program--LubeCare®.

      • Work with other Alliance Program participants on projects on industrial hazards related to metal working and other health and safety issues that are addressed and developed through the Alliance Program.

      • Encourage ILMA member companies to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including industrial hazards related to metal working.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Raise industry awareness and demonstrate their own commitment to workplace safety and health whenever ILMA leaders address groups.

      • Convene or participate in forums, round table discussions, or stakeholder meetings on lubricant issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    2. Executive Summary

      During the OSHA and ILMA Alliance's first year a productive working relationship was established between the organizations. OSHA learned more about the lubricants industry and ILMA learned more about the compliance assistance resources that the Agency has developed.

      As a result of staff changes at ILMA and OSHA, the Implementation Team had limited activity in early 2004. During the second half of the reporting period, the Implementation Team met more frequently and identified products on which to develop.

      Currently, ILMA members are in the process of developing several products for OSHA to review and provide recommendations on in 2005. This includes a Dermatitis Fact Sheet, a Lubricant Fact Sheet and a Metalworking Fluids Quick Start Guide that is based on OSHA's Compliance Assistance Quick Start guide. In addition, ILMA included several articles promoting the OSHA-ILMA Alliance in their monthly publication, Compoundings and their weekly e-Newsletter, FLASHPoint.

      Finally, ILMA's Alliance Program Web site is promoted as a model for other Alliances to use when they create an Alliance Program Web site to post on their Web page.

  4. Upcoming Milestones

    The OSHA and ILMA Alliance Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. ILMA will complete the Dermatitis Fact Sheet, Lubricant Fact Sheet and the Metalworking Fluids Quick Start Guide, based on OSHA's Compliance Assistance Quick Start guide, which ILMA will share with OSHA for feedback.

    In addition, ILMA will continue to be a member of OSHA's Metalworking Fluids editorial board and will review and provide comments on the page.

    ILMA will be participating in the February 15, 2005 Alliance Program Hazard Communication Roundtable for hazard communication-related National Alliances. The Roundtable is designed for the hazard communication-related National Alliances to discuss how they can work together to identify outreach and compliance assistance projects they would be interested in working on together.

    ILMA will invite an OSHA representative to make a presentation on OSHA's cooperative programs and compliance assistance at its Annual Meeting, October 18 in Orlando, FL.

    Finally, ILMA plans to continue to promote OSHA compliance assistance materials and the OSHA-ILMA Alliance through articles in their monthly publication, Compoundings and their weekly e-Newsletter FLASHPoint.
