    Overview

    The OSHA and CCAR Alliance provides CCAR's affiliates and others in the automotive industry, including but not limited to youth and Spanish-speaking workers, with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly by focusing on electrical safety and on reducing and preventing exposure to hexavalent chromium, asbestos and automotive lifts hazards.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and Robert Stewart, spoke regularly to discuss and plan the activities and programs listed under events and products, including CCAR's support for North American Occupational Safety and Health (NAOSH) Week.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and CCAR's Web sites) to employers and employees in the industry.

      Information, news releases and the activities of the OSHA and CCAR Alliance and products developed through the Alliance Program have appeared in a number of printed and online publications, including CCAR's SP/2 newsletter. For more information on the articles and activities, see the "Alliance Program Reach" table in this report.

      OSHA continues to update the OSHA and CCAR Alliance Web page on the Agency's Web site with information on the OSHA and CCAR Alliance and its activities, including news releases, Alliance agreements, annual reports, milestones and successes and links to information on NAOSH Week.

      CCAR continues to update the CCAR and OSHA Alliance Web page on the CCAR-Greenlink Web site with information on the Alliance. The page includes links to Alliance agreements, the OSHA and CCAR Alliance Web page, the Alliance-developed Operating Motor Vehicles: A Guide for Employees in the Automotive Repair Industry training program, OSHA's automotive repair and refinishing-related Safety and Health Topics pages, and OSHA's news releases.

      Hexavalent Chromium Quick Card

      Through the OSHA and CCAR Alliance, CCAR developed "Quick Card: Hexavalent Chromium - Automotive Collision Repair Industry" Quick Card which was posted on the CCAR-Greenlink Web site in January 2009 and linked to from the OSHA and CCAR Alliance Web page on the OSHA Web site.

      • Speak, exhibit, or appear at OSHA's or CCAR's conferences, local meetings, or other events such as the International Autobody Congress and Exposition (NACE), the International Midas Dealers Association (IMDA), the National Automobile Dealers Association (NADA), the Motorist Assurance Program (MAP), the Inter-Industry Conference on Auto Collision Repair (I-CAR), and the Western Regional Pollution Prevention Network.

      National Automobile Dealers Association (NADA) Conference, January 24-27, 2009, New Orleans, Louisiana

      On January 24-27, 2009, Robert Stewart staffed an exhibit booth at the NADA Conference in New Orleans, Louisiana. CCAR distributed information on the Agency's Alliance Program and compliance assistance resources to more than 100 people, including the OSHA and CCAR Alliance Activities Summary and OSHA's "Servicing Single-Piece and Multi-Piece Rim Wheels" booklet.

      American Trucking Association's Technology and Maintenance Council's (TMC) TMCSuperTech2008 Truck Competition, October 2, 2008, Nashville, Tennessee

      On October 2, 2008, Natalie Schoonover staffed the "Safety and Environmental" work station at the TMCSuperTech2008 truck competition and distributed more than 50 copies of the OSHA publication focusing on personal protective equipment (PPE) and the Agency's "Servicing Single-Piece and Multi-Piece Rim Wheels" booklet.

      • Share information among OSHA personnel and industry safety and health professionals regarding CCAR's best practices or effective approaches and publicize results through outreach by CCAR and through OSHA- or CCAR-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        During this evaluation period, no products or resources have been developed to meet this Alliance goal.

      • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

      Events

      2008 NAOSH Week, May 4-10, 2008, "Safety is Good Business"

      On May 5, 2008, Deputy Assistant Secretary Donald Shalhoub, USDOL-OSHA spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 NAOSH Week kick-off event at the Department of Labor (DOL) in Washington, D.C. Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for the 2008 NAOSH Week was "Safety is Good Business." The OSHA and CCAR Alliance, along with a number of other Alliance Program participants, supported the Week. Robert Stewart attended the event and represented CCAR.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, round table discussions, or stakeholder meetings to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        During this evaluation period, no products or resources have been developed to meet this Alliance goal.

    2. Executive Summary

      During the fifth year of the Alliance, OSHA and CCAR continued to focus on health and safely issues in the automotive industry. OSHA and CCAR continued a number projects, including exhibiting at conferences and meetings to share information about the autobody refinishing and repair industry. For example, on January 24-27, 2009, Robert Stewart staffed an exhibit booth at the NADA Conference in New Orleans, Louisiana. CCAR distributed information on the Agency's Alliance Program and compliance assistance resources, including the OSHA and CCAR Alliance Activities Summary and OSHA's document focusing on multi-wheel rim pieces.

      In addition, information and news releases on the OSHA and CCAR Alliance and the activities of the Alliance have appeared in a number of printed and online publications, including CCAR's SP/2 newsletter.

      CCAR representatives are also sharing their technical expertise with OSHA and are serving on the editorial boards of OSHA's Motor Vehicle Safety and Autobody Repair and Refinishing Safety and Health Topics pages and are reviewing and providing feedback on the pages. The association continues to promote the Operating Motor Vehicles: A Guide for Employees in the Automotive Repair Industry training program, which is a product of the Alliance and posted to the CCAR-Greenlink Web site. The guide provides safety tips to reduce motor vehicle crashes for autobody repair and servicing employers and employees.

      Lastly, CCAR supported and promoted 2008 NAOSH Week, May 4-10, 2008. Representatives from CCAR participated in two NAOSH Week supporter conference calls, posted information about the event to the CCAR and OSHA Alliance Web page on the association's Web site and Robert Stewart attended the 2008 NAOSH Week Kick-off event on May 5, 2008.

  4. Upcoming Milestones

    In 2009, OSHA and CCAR will continue to focus on health and safely issues in the automotive industry. For example, OSHA and CCAR will work together to develop safety and health fact sheets, articles and quicktips focusing on various topics, including electrical safety for hybrid vehicles. CCAR will also continue to insert the DOL-developed articles and other OSHA information in the association's S/P2 Newsletter.

    Representatives of the Alliance Implementation Team will continue to maintain and update the OSHA and CCAR Alliance Web page on the OSHA Web site and the CCAR and OSHA Web page on the CCAR-Greenlink Web site. CCAR will promote the Operating Motor Vehicles: A Guide for Employees in the Automotive Repair Industry training program at automotive industry-related conferences and meetings. CCAR is also supporting and promoting 2009 NAOSH Week, May 3-9, and plans to add information about the Week in CCAR's S/P2 Newsletter. In addition, CCAR will continue to serve on the editorial boards of the Agency's Motor Vehicle Safety and Autobody Repair and Refinishing Safety and Health Topics pages and will review and provide feedback on the pages. CCAR will also work to post the DOL-developed articles on the CCAR and OSHA Web page on the CCAR-Greenlink Web site and future editions of their S/P2 Newsletter.

    CCAR will work to deliver a one-day best practices seminar focusing on automotive repair-related issues, including PPE, disposal of liquids, and spray painting and plant tour for OSHA staff at the BASF Automotive Refinishing facility in April 2009 in Detroit, Michigan. CCAR will also enhance the Operating Motor Vehicles: A Guide for Employees in the Automotive Repair Industry Training Program.

    Finally, CCAR will distribute information on the OSHA and CCAR Alliance, including the OSHA and CCAR Alliance Activities Summary, at a number of conferences, including the National Automobile Technology Competition at the New York International Automobile Show in March 2009 in New York, New York.
