    Overview:

    The OSHA and ASSE Alliance focuses on providing ASSE members and others, including small businesses, with information, guidance, and access to training resources that will help them protect employees' health and safety, including non-English or limited-English speaking and youth workers. In particular, the Alliance focuses on addressing ergonomic and motor vehicle safety issues and promoting the annual North American Occupational Safety and Health (NAOSH) Week.

    In addition to these formal meetings, the Alliance coordinators from each organization spoke regularly to discuss and plan the activities and programs listed under events and products. Morgan Seuberling and Diane Hurns also spoke regularly to discuss and plan NAOSH Week-related activities such as the 2010 NAOSH Week Kick-off event at the Department of Labor (DOL).

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and the OSHA and ASSE Web sites) to employers and employees.

        Products

        Safety Alert: Ventilation Procedures in Shipyard Employment

        Through the OSHA and American Society of Safety Engineers, American Industrial Hygiene Association, American Shipbuilding Association, National Shipbuilding Research Program, and Shipbuilders Council of America Alliances, the participants developed a safety alert addressing ventilation procedures in shipyard employment, including possible solutions to shipyard ventilation hazards. The alert was finalized and posted to the SCA Web site and linked to from the OSHA and ASSE Alliance Program Web page in July 2010.

        Spanish-Translated Safety Alerts for the Shipyard Employment

        Through the OSHA and American Society of Safety Engineers Alliance, safety alerts for the following documents were translated into Spanish through the SPALW and posted to the ASSE and OSHA Websites:

        • Safety Alert: Control of Hazardous Energy - Lockout/Tagout (LO/TO) Procedures in Shipyard Employment

        Publications and Newsletters

        Information on the activities of the OSHA and ASSE Alliance have appeared in publications produced by OSHA, including the Agency’s Alliance Quarterly Review (AQR). Information on the OSHA and ASSE Alliance has also been published in a number of safety and health print and electronic publications such as Fleet Daily, EHS Today, and Business News. In addition, the ASSE newsletter, Government Affairs Update, is regularly distributed to the ASSE Chapter Chairs, OSHA, and others interested in government affairs and regulatory and legislative activities. The newsletter includes information on the Alliance Program and OSHA's activities.

        OSHA and ASSE Alliance Program Web Page

        OSHA is continuing to update the OSHA and ASSE Alliance Web page that is posted on the Agency’s Web site. The page includes the OSHA and ASSE Alliance agreement, renewal agreements, annual reports, news releases, information on activities and events, milestones and successes of the Alliance, and links to resources developed through the Alliance.  The page also links to ASSE’s Chapter Alliances, and OSHA’s Safety and Health Topics pages for Making the Business Case for Safety and Health and Motor Vehicle Safety.

        ASSE and OSHA Alliance Program Web Page

        ASSE is continuing to update the ASSE and OSHA Alliance Web page that is posted on the Association’s Web site. The page includes updates on the Alliance and OSHA compliance assistance resources such as QuickCards, fact sheets, safety alerts, and public service announcements (PSAs) in English and Spanish.

        During the ASSE 2010 PDC in Baltimore, Maryland, a number of OSHA senior level staff spoke to the attendees during plenary and workshop sessions, including:

        Department of Labor (DOL) Safety Day, June 9, 2010, Washington, D.C.

        On June 9, 2010, ASSE representatives staffed an exhibit booth and distributed safety and health information during the DOL Safety Day at the Francis Perkins Building.

        The National Capital Chapter of ASSE and Potomac Section of AIHA Joint Chapter Meeting, March 25, 2010, DOL, Washington, D.C.

        Through the OSHA and ASSE Alliance, OSHA hosted the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter Meeting.  Dave Heidorn, Manager, Government Affairs, ASSE, delivered an update on the activities of the OSHA and ASSE Alliance. Elizabeth (Bea) Way, Director, OOSA, DCSP, USDOL-OSHA, also delivered an overview of the Agency's Alliance and Cooperative program activities to more than 200 safety and health professionals from the Washington, D.C. area.

      • Share information among OSHA personnel and industry safety and health professionals regarding ASSE’s best practices or effective approaches and publicize results through outreach by ASSE and through OSHA- or ASSE- developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum)

        OSHA and ASSE Alliance Sponsored Webinars

        Through the OSHA and ASSE Alliance, ASSE has provided OSHA staff with access to the following informational webinars:

        • On May 12, 2010, ASSE presented a Webinar entitled "A Conversation with Assistant Secretary for OSHA, Dr. David Michaels-What to Do About Safety Incentives?"
        • May 19, 2010, ASSE provided a Webcast entitled "Distracted Driving: A View Inside the Cab."

      • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

        Products

        Through the Construction Roundtable Design for Safety and Fall Protection Workgroups, John Mroszczyk, ASSE, chaired a workgroup to develop "Prevention of Fall Fatalities and Injuries in Construction" slide presentation. The presentation was posted to the Design for Safety Web site and linked to from the OSHA Alliance Program Construction Roundtable Web page on the Agency’s Web site. OSHA is working with SPALW to translate the presentation into Spanish. Mr. Mroszczyk delivered the presentation at the following conference:

        • Prevention of Strains, Sprains, and Material Handling Injuries in Construction

          Through the Alliance Program Construction Roundtable, John Mroszczyk, ASSE, and other Alliance Program participants developed a slide presentation on the prevention of strains, sprains, and material handling injuries in construction. The presentation was posted on the Alliance Program Construction Roundtable Web page in July 2010.

        • Sprains and Strains Prevention Toolbox Safety Talk

          Through the Alliance Program Construction Roundtable, John Mroszczyk, ASSE, and other Alliance Program participants developed a toolbox talk on the prevention of sprains and strains in construction. The resource was posted on the Alliance Program Construction Roundtable Web page in July 2010.  OSHA is working with SPALW to translate the toolbox talks into Spanish.

        • Construction Workplace Design Solutions

          Through the Alliance Program Construction Roundtable, John Mroszczyk, ASSE, and other Alliance Program participants developed a series of Construction Workplace Design Solution documents on fall hazards in construction. The following documents were posted on the Alliance Program Construction Roundtable Web page in May 2010:

          • Falls From Non-Moving Vehicles
          • Roof Hatch Access and Hole Protection
          • Specify Non-Fragile Skylights and/or Skylight Guards

        Events

        OSHA Alliance Program Construction Roundtable, July 29, 2010, Washington, D.C.

        Through the Alliance Program Construction Roundtable, ASSE representatives are continuing to participate in the development and distribution of construction-related compliance assistance tools and other resources for workers and employers.  At the July 29, 2010 meeting, the group discussed the Roundtable-developed Construction Workplace Design Solutions which focus on the prevention of falls in the construction industry and a slide presentation addressing material handling. John Mroszczyk, ASSE, gave a presentation on "Prevention of Strains, Sprains, and Material Handling Injuries in Construction."

      • Encourage ASSE's chapters to build relationships with OSHA's Regional and Area Offices to address health and safety issues.

        OSHA Regional/Area Office and ASSE Alliances

        The following OSHA Regional and Area Offices and ASSE Chapter Alliances have been signed and are ongoing:

        • Region I, New England Chapters of the American Society of Safety Engineers, signed December 2, 2003. Through the Alliance, the organizations are providing the New England Chapter members and others with information, guidance, and access to training resources to help them protect employee’s health and safety, particularly in reducing and preventing exposure to occupational safety hazards associated with machinery operations, electrical equipment, lockout/Tagout systems, confined spaces, powered industrial trucks, and fall protection.
        • Region I, Concord Area Office with Granite State Chapter-American Society of Safety Engineers signed April 21, 2005. Through the Alliance, the organizations are helping to advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of ergonomics and reducing musculoskeletal disorders (MSDs), construction safety, and bloodborne pathogens.
        • Region II, Avenel, Bayside, Manhattan, and Tarrytown Area Offices and New York Metropolitan Chapter of ASSE (Metro ASSE) signed March 10, 2004. Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers’ safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.
        • Region II, Avenel, Hasbrouck Heights, Marlton, and Parsippany Area Offices with New Jersey Chapter of the American Society of Safety Engineers signed May 6, 2004. Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers’ safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.
        • Region, IV, Birmingham and Mobile, Alabama Area Offices, Alabama and Mississippi Chapters of ASSE and University of Alabama- Safe State Consultation Program, signed October 25, 2006. Through the Alliance, the organizations are providing career/technical education teachers, students, and others with information, guidance, and access to training resources that will help them protect the health and safety of career/technical education students and educators, particularly in reducing and preventing youth workers exposure to the prevalent work hazards in the workplace and school laboratory environment.
        • Region IV, Jacksonville, Florida Area Office with American Society of Safety Engineers Pensacola Chapter, Inc.; Sacred   Heart Health Systems, Inc.; Employee Assistance Professional Association Big Bend Chapter; Northwest Florida Association of Occupational Health Nurses, Inc.; Association of Applied and Therapeutic Humor; University of South Florida Consultation Program; EAP Lifestyle Management, LLC; Northwest Florida Association of Occupational Health Nurses, Inc. (A Chapter of the American Association of Occupational Health Nurses); and The Florida State Association of Occupational Health Nurses signed October 4, 2009. Through the Alliance the organizations are providing members and others with information, guidance, and access to training programs for employees on workplace violence issues, and to provide expertise in communicating such information to help them protect healthcare employees’ health and safety.
        • Region IV, Tampa, Florida Area Office with American Society of Safety Engineers Central Florida Chapter, signed October 4, 2009. Through the Alliance, OSHA and ASSE are working to provide access to information, guidance, and training resources that will help protect the health and safety of youth workers with possible exposure to hazards in construction and general industry.
        • Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Georgia Chapter of ASSE, signed September 24, 2004. Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers, students and others with information, guidance and access to training resources that will help protect career/technical education students' health and safety, particularly in reducing and preventing youth workers exposure to hazards in the construction industry, and general industry hazards. Through the Alliance, OSHA wrote a success "OSHA Region IV Alliance Educates Students About Construction Hazards" story focusing on the Alliance educating students about construction hazards. The success story was posted to the Regional and State Plan State Success Stories Web page on OSHA's Web site in December 2007.
        • Region V, Milwaukee, Wisconsin Area Office with Waukesha County Technical College and American Society of Safety Engineers-Wisconsin Chapter, signed June 11, 2009. Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of workers in the workplace.
        • Region VI, Baton Rouge, Louisiana Area Offices with the American Society of Safety Engineers-Greater Baton Rouge Chapter, signed December 19, 2008. Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of their workers in the workplace, particularly in reducing and preventing exposure to oil and gas wells, trenching, combustible dust and general construction hazards.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        2010 North American Occupational Safety and Health Week, May 2-8, 2010, Washington, D.C.

        ASSE and a number of other Alliance Program participants supported 2010 NAOSH Week, "Mission NAOSH 2010: Safe Workplaces."  Sponsored annually by ASSE and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace.   On May 3, 2010, Deputy Assistant Secretary Jordan Barab, USDOL-OSHA; Christopher Patton, then-President, ASSE; and Andrew Cooper, Secretary, CSSE; provided brief remarks during the NAOSH Week Kick-off event at DOL in Washington, D.C.  Dave Heidorn, Manager, Government Affairs, ASSE, and James H. Morris, III, Region VI Vice President, ASSE, attended the NAOSH Week Kick-off event.

    2. Executive Summary

      Through the Alliance Program, OSHA and ASSE are working together to continue to advance a culture of prevention while sharing best practices and technical knowledge.  The positive relationship that ASSE has developed over the past eight years has led to the development of many projects and programs that the team is currently working on or has produced.

      Through the Alliance Program, ASSE representatives, along with other Alliance Program participants, developed a safety alert that addresses ventilation procedures in shipyard employment, including possible solutions to shipyard ventilation hazards. The "Safety Alert: Ventilation Procedures in Shipyard Employment" was posted to the SCA Web site,  and OSHA linked to the alert from the OSHA and ASSE Web page and the Alliance Program Participant Developed Products page on the OSHA Web.  The following safety alerts were translated into Spanish by the SPALW and posted to the ASSE and OSHA Websites:

      ASSE also invited OSHA staff to speak at their Safety 2010 PDC, June 13-16, 2010, in Baltimore Maryland.  During the conference, Dr. Michaels addressed the key issues and concerns of safety, health, and environmental professionals regarding the impact of the federal government on standards development and compliance assistance efforts, and Steven F. Witt presented an update on current activities at OSHA.  In addition, OSHA staff from Region III and safety and health professionals in industry presented an interactive session entitled "Meet the Inspectors."  Further, OSHA had an exhibit booth in the exhibition hall and distributed copies of the Agency’s compliance assistance and cooperative program materials.

      ASSE representatives are also sharing their expertise with OSHA through participation on the editorial boards for the following OSHA Safety and Health Topics pages:

      OSHA and ASSE worked together to sponsor a 2010 NAOSH Week Kick-off event on May 3, 2010, at DOL in Washington, D.C. and have begun planning for the 2011 NAOSH Week Kick-off event on May 2.

      Lastly, ASSE is continuing to participate in the development of compliance assistance and training materials for workers and employers through the Alliance Program Construction Roundtable and through the Alliances between OSHA’s Area Offices and ASSE Chapters throughout the U.S. ASSE is continuing to provide the Association’s members and others with information, guidance, and access to training resources that will help them protect workers’ health and safety through outreach, education, and training.

  4. Upcoming Milestones

    During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE PDC, Safety 2011, June 12-15, in Chicago, Illinois, a number of senior level OSHA staff from OSHA's National and Regional Offices and Alliance Program participants are planning to speak during workshop sessions:

    • A representative from the Office of the OSHA Assistant Secretary will be invited to present during an occupational safety and health panel plenary discussion.
    • Representatives from DEP, DSG, and DCSP will present "OSHA Current Activities Update."
    • A representative from DOC will present "OSHA Construction Update."
    • Representatives from the Regional Area Office and ASSE Safety and Health Professionals will present "Meet the Inspectors."

    OSHA representatives will staff an exhibit booth during the conference and distribute copies of the Agency's compliance assistance and cooperative program materials, including QuickCards. During the conference, representatives from OSHA will also deliver an update on the Agency's Hispanic outreach activities at the ASSE SPALW Annual Workgroup meeting. SPALW is continuing to work with OSHA to translate Alliance Program developed products (developed in cooperation with ASSE) into Spanish, including safety alerts focusing on safety and health issues in shipyard employment and to vet other Alliance Program participant Spanish-translated products.

    Further, ASSE representatives will continue to participate in the OSHA Alliance Program Construction Roundtable meetings to develop compliance assistance and training materials for workers and employers in the construction industry. John Mroszczyk, ASSE, is developing three Design Workplace Solutions focusing on ladders, floor openings, and beam columns.

    ASSE representatives will also continue to serve on the editorial boards of the Agency's Making the Business Case for Safety and Health and the Motor Vehicle Safety, Safety and Health Topics pages.

    The OSHA and ASSE Alliance is working with other Alliance Program participants to promote and support 2011 NAOSH Week, May 1-7. The theme for the Week is "Celebrating a Century of Safety." ASSE will host a number of events to commemorate the Week, including recognizing the winners of the ASSE Kids' "Safety on the Job" poster contest. ASSE will also continue to support OSHA's Distracted Driving Initiative with special emphasis during NAOSH Week.

    ASSE will continue to work with the Shipbuilding and AIHA Alliances to develop safety alerts focusing on maritime-related safety and health issues.

    Finally, through the Alliance, OSHA will host the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter meeting at DOL on March 25, 2011 in Washington, D.C. Senior level staff from DCSP, DSTM, DSG, DEP, and the Office of the Assistant Secretary will be invited to deliver presentations focusing on the Agency's compliance assistance, cooperative program, and enforcement-related activities. Dave Heidorn and David Hicks, AIHA, will deliver updates on the ASSE and AIHA national Alliances.
