    Overview

    The OSHA and ASSE Alliance focuses on using the organizations' collective expertise to help advance a culture of prevention while sharing best practices and technical knowledge, especially in the areas of ergonomics and reducing musculoskeletal disorders (MSDs) and motor vehicle safety. In addition, the OSHA and ASSE Alliance is addressing issues that impact non-English speakers and youth employees in the workplace and promoting the annual North American Occupational Safety and Health (NAOSH) Week.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and David Heidorn, spoke regularly to discuss and plan the activities and programs listed under events and products. Todd Briggs and Diane Hurns also spoke regularly to discuss and plan NAOSH Week-related activities such as the 2007 and 2008 NAOSH Week Kick-off events at the Department of Labor.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the ASSE's Web sites) to employers and employees.

      Products

      OSHA and ASSE Alliance Program Web Page

      OSHA continues to update the OSHA and ASSE Alliance Program Web page on the Agency's Web site. The page contains information on the Alliance's products and resources, activities and events, and milestones and successes.

      ASSE/OSHA Alliance Program Web Page

      ASSE continues to update its ASSE/OSHA Alliance Program Web page on the association's Web site. The page includes information on the Alliance and its activities and other OSHA compliance assistance resources such as QuickCards, fact sheets and public service announcements (PSAs) in English and Spanish.

      Safety and Health Topics Pages

      The following representatives from ASSE serve on the editorial boards of the following two OSHA Safety and Health Topics pages:

      Safety Alert: Electrocution and Shock Hazards in Shipyard Employment

      ASSE representatives, along with other Alliance Program participants, the Shipbuilders Council of America (SCA), the American Shipbuilding Association (ASA), the National Shipbuilding Research Program (NSRP), and the American Industrial Hygiene Association (AIHA) are working together to develop a safety alert focusing on electrocution and shock hazards in shipyard employment. The alert will be finalized by March 2008 and be a product of the OSHA and ASSE Alliance.

      Publications and Newsletters

      Information and news releases on the activities of the OSHA and ASSE Alliance have appeared in publications produced by OSHA, including the Agency's news releases and Alliance Quarterly Review (AQR). Information on the OSHA and ASSE Alliance has also been published in a number of safety and health print and electronic publications such as Compliance Home, Occupational Hazards Magazine, Yahoo News, The Synergist, Professional Safety, and AOL News. In addition, ASSE's e-newsletter, Government Affairs Update, is regularly distributed to ASSE's Chapter Chairs, OSHA and others interested in government affairs and regulatory and legislative activities. The newsletter includes information on the Alliance Program and OSHA's activities. Please see the chart in this report under "Alliance Program Reach" for additional information.

      • Speak, exhibit, or appear at OSHA's or ASSE's conferences, local meetings, or other events such as ASSE's annual Professional Development Conference (PDC).

      Events

      ASSE Professional Development Conference (PDC), Safety 2007, Orange County Convention Center, Orlando, Florida, June 24-27, 2007

      During the ASSE's 2007 PDC in Orlando, Florida, a number of OSHA's senior level staff spoke to the attendees during plenary and workshop sessions, including:

      • Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA, presented during a Plenary Session and participated in a roundtable discussion with ASSE members about how to reach out to small businesses and other hard-to-reach employers.
      • Stewart Burkhammer, Director, Office of Construction Services, Directorate of Construction (DOC), USDOL-OSHA, presented, "OSHA Construction Health Cases."
      • Paula O. White, Director, Directorate of Cooperative and State Programs (DCSP), USDOL-OSHA, presented "Introduction to OSHA's New Voluntary Protection Program (VPP) for Construction."
      • Steven F. Witt, Director, Directorate of Construction, USDOL-OSHA, presented "OSHA Construction Update."
      • Richard Fairfax, Director, Directorate of Enforcement Programs (DEP), USDOL-OSHA; Dorothy Dougherty, Director, Directorate of Standards and Guidance (DSG), USDOL-OSHA, presented "OSHA Enforcement Update."

      In addition, OSHA maintained an exhibit booth during the conference and distributed copies of the Agency's compliance assistance and cooperative program publications, including the OSHA and ASSE Alliance Activities Summary, and answered the attendees' questions.

      • Share information among OSHA personnel and industry safety and health professionals regarding ASSE's best practices or effective approaches and publicize results through outreach by ASSE and through OSHA- or ASSE- developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum)

      Safety Professionals and the Latino Workforce (SPALW) Meeting, June 25, 2007, Orlando, Florida

      Lee Anne Jillings, Director, OOSA, DCSP, USDOL-OSHA and Diana Cortez, Director, Region II, Tarrytown, New York Area Office, USDOL-OSHA, attended the SPALW meeting on June 25, 2007 in Orlando, Florida. During the meeting, OSHA staff provided information on the Agency's Hispanic outreach activities and answered questions. In addition, Diana Cortez was invited to become a member of SPALW and participates in the group's quarterly meetings.

      U.S. Congressional Testimony, U.S. Senate Committee on Health, Education, Labor and Pension's Subcommittee on Employment and Workplace Safety April 26, 2007, U.S. Capitol, Washington, DC

      Thomas F. Cecich, ASSE Government Affairs Committee, delivered congressional testimony to the U.S. Senate Committee on Health, Education, Labor and Pension's Subcommittee on Employment and Workplace Safety focusing on the positive benefits of the OSHA and ASSE Alliance on April 26, 2007 at the U.S. Capitol in Washington, D.C.

      • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

      2007 North American Occupational Safety and Health (NAOSH) Week Kick-off, May 7, 2007, Department of Labor, Washington, DC

      A Kick-off event for the 2007 NAOSH Week was held on May 7, 2007, at the U.S. Department of Labor (DOL) in Washington, DC. Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA, Donald S. Jones, Sr., then-President, ASSE, and Andrew Cooper, Secretary, Canadian Society of Safety Engineering, made keynote presentations to help commemorate the Week. Twenty-nine Alliance Program participants, including the Independent Electrical Contractors, Inc., the National Federation of Independent Business and the National Safety Council, supported 2007 NAOSH Week through numerous efforts including distribution of 2007 NAOSH Week-related promotional posters and linking to the 2007 NAOSH Week Web page on ASSE's Web site. The Week focused on motor vehicle safety. The goal of the annual Week is to focus the attention of employers, employees, the general public and all partners in occupational safety, health and the environment on the importance of preventing injury and illness in the workplace.

      2008 North American Occupational Safety and Health (NAOSH) Week Kick-off, May 5, 2007, Department of Labor, Washington, DC

      Building on the success of the 2007 NAOSH Week Kick-off event, OSHA and ASSE are working together to plan events to kick-off and promote 2008 NAOSH Week, May 4 - 12, 2008, in Washington, DC and around the country. More than 25 Alliance Program participants, such as the National Safety Council, the Independent Electrical Contractors, and the American Heart Association are supporting 2008 NAOSH Week through numerous efforts including distribution of 2008 NAOSH Week promotional posters and linking to the 2008 NAOSH Week Web page on ASSE's Web site. The Week's theme is "Safety is Good Business."

      Designing for Construction Safety Slide Presentation

      John Mroszczyk, ASSE, with other OSHA Alliance Program participants including the Construction Institute-American Society of Civil Engineer (CI-ASCE) presented "Designing for Construction Safety" at the following conferences and meetings:

      • November 27, 2007: ASSE New England Chapter Professional Development Conference, Worcester, Massachusetts
      • April 11, 2007: Annual Consultation Conference, Newport, Rhode Island. Lee Anne Jillings, Director, OOSA, DCSP, USDOL-OSHA and T. Michael Toole, Construction Institute-American Society of Civil Engineers, also spoke during the workshop presentation which was offered twice.
      • February 12, 2007: 18th Annual Construction Safety Conference, Chicago, Illinois
      • January 24, 2007: World of Concrete, Las Vegas, Nevada
      • December 6, 2006: American Society of Construction Executives (ASCE) and the National Council for Geo-Engineering and Construction Workshop, Reston, Virginia

      The "Designing for Construction Safety" presentation was developed by the Alliance Program's Construction Roundtable's Design for Safety Workgroup.

      • Encourage ASSE's chapters to build relationships with OSHA's Regional and Area Offices to address health and safety issues.

      OSHA Regional/Area Office and ASSE Alliances

      The following OSHA Regional and Area Offices and ASSE Chapter Alliances have been signed and are ongoing:

      • Region, IV, Birmingham and Mobile, Alabama Area Offices, Alabama and Mississippi Chapters of ASSE and University of Alabama- Safe State Consultation Program, signed October 25, 2006

        Through the Alliance, the organizations are providing career/technical education teachers, students, and others with information, guidance, and access to training resources that will help them protect the health and safety of career/technical education students and educators, particularly in reducing and preventing youth workers exposure to the prevalent work hazards in the workplace and school laboratory environment.

      • Region IV, Birmingham and Mobile, Alabama Area Offices and the Alabama and Mississippi Chapters of ASSE, signed October 10, 2006

        Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers, students, and others with information, guidance, and access to training resources that will help them protect the health and safety of career/technical education students and educators, particularly in reducing and preventing youth workers exposure to the prevalent work hazards in the workplace and school laboratory environment.

      • Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Georgia Chapter of ASSE, signed June 6, 2006

        Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers, students and others with information, guidance and access to training resources that will help protect career/technical education students' health and safety, particularly in reducing and preventing youth workers exposure to hazards in the construction industry, and general industry hazards. Through the Alliance, OSHA wrote a success "OSHA Region IV Alliance Educates Students About Construction Hazards" story focusing on the Alliance educating students about construction hazards. The success story was posted to the Regional and State Plan State Success Stories Web page on OSHA's Web site in December 2007.

      • Region II, Avenel, Hasbrouck Heights, Marlton and Parsippany Area Offices and the Penn-Jersey Chapter of ASSE, signed April 26, 2006

        Through the Alliance, OSHA and ASSE are working to provide all young workers and non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers' safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, amputations and exposure to lead and silica.

      • Region II, Buffalo, New York Area Office and the Niagara Frontier Chapter of ASSE, signed April 17, 2006

        Through the Alliance, OSHA and ASSE are working to provide non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers' safety and safety, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, amputations and exposure to lead and silica.

      • Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Savannah Chapter of ASSE, signed May 27, 2005 (This Alliance is an addendum to the Trench Safety Task Force Alliance signed September 21, 2004)

        OSHA and the ASSE chapter are using their collective expertise to help protect employees' health and safety, particularly in reducing and preventing exposure to trenching and excavation hazards.

      • Region I Concord Area Office and the Granite State Chapter of ASSE, signed March 28, 2005

        Through the Alliance, the organizations are helping to advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of ergonomics and reducing musculoskeletal disorders (MSDs), construction safety, and bloodborne pathogens.

      • Region II Avenel, Bayside, Manhattan, and Tarrytown Area Offices and the New York Metropolitan Chapter of ASSE (Metro ASSE), signed March 10, 2004

        Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers' safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.

      • OSHA Region I and the New England Chapters of the American Society of Safety Engineers (NEA ASSE), signed December 2, 2003

        Through the Alliance the organizations are providing NEA ASSE members and others with information, guidance, and access to training resources to help them protect employees' health and safety, particularly in reducing and preventing exposure to occupational safety hazards such as those associated with machinery operations, electrical equipment, lockout/tagout systems, confined spaces, powered industrial trucks and fall protection.

      • OSHA Houston North and South Area Offices, ASSE - Gulf Coast Chapter, Texas Engineering Extension Service and the Houston Independent School District (HISD), signed May 7, 2003

        Through the Alliance, the organizations are using their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge and promoting occupational safety and health for students of HISD who may be employed or soon to be employed to increase hazard recognition and elimination of potential hazards and/or injuries.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      Events

      OSHA Construction Roundtable Design for Safety Workgroup

      Representatives from ASSE continue to participate in the Alliance Program Construction Roundtable Design for Safety Workgroup. The Workgroup is developing compliance assistance and training materials for employers and workers in the construction industry including training courses, slide presentations, Web site and case studies. The workgroup's activities include the following:

      • Developed a slide presentation on "Designing for Construction Safety" and presented it at conferences and meetings
      • Updated a "Design for Safety" Web site
      • Finalized "Washington Group International Designs and Builds a Mixed-Waste Treatment Facility" case study
    2. Results

      During the fifth year of the OSHA and ASSE Alliance, OSHA and ASSE continued to help advance a culture of prevention while sharing best practices and technical knowledge.

      To meet the Alliance's goals, OSHA and ASSE continued a number projects that were started in the Alliance's fourth year and made presentations and exhibited at conferences to share information about the agreement, its goals and products.

      For example, on June 25, 2007, at ASSE's 2007 PDC in Orlando, Florida, OSHA's Assistant Secretary Edwin G. Foulke, Jr. delivered a Plenary Session presentation focusing on OSHA's compliance assistance and cooperative programs and the activities of the OSHA and ASSE Alliance. On June 25, Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, presented "Introduction to OSHA's New VPP for Construction Program." During her presentation, Ms. White provided an overview of OSHA's new VPP for Construction Program. In addition, Stewart Burkhammer, Director, Office of Construction Services, USDOL-OSHA, presented "OSHA Construction Health Cases" on June 26, 2007. Further, OSHA had an exhibit booth in the exhibition hall and distributed copies of the Agency's compliance assistance and cooperative program materials and answered the attendees' questions.

      Thomas F. Cecich, ASSE Government Affairs Committee, delivered congressional testimony to the U.S. Senate Committee on Health, Education, Labor and Pensions's Subcommittee on Employment and Workplace Safety focusing on the positive benefits of the OSHA and ASSE Alliance on April 26, 2007 at the U.S. Capitol in Washington, D.C.

      OSHA and ASSE also worked together to sponsor a 2007 NAOSH Week Kick-off event on May 7, 2007, at the Department of Labor in Washington, D.C. and have begun planning for the 2008 NAOSH Week Kick-off event.

      In addition, ASSE representatives serve on the editorial boards of the Agency's Making the Business Case for Safety and Health and the Motor Vehicle Safety, Safety and Health Topics pages. ASSE representatives also continued to participate in the Alliance Program Construction Roundtable Design for Safety Workgroup to help develop compliance assistance and training materials for employers and workers in the construction industry. John Mroszczyk, a member of the Design for Safety Workgroup, presented the "Designing for Construction Safety" slide presentation at several conferences including the 2007 ASSE New England Chapter PDC in Worcester, Massachusetts.

      Further, OSHA and ASSE are working with other Alliance Program participants, SCA, ASA, NSRP and AIHA to develop a safety alert focusing on electrocution and shock hazards in shipyard employment.

      Lastly, Alliances between OSHA's Area Offices and ASSE Chapters throughout the U.S. continue to provide the association's members and others with information, guidance, and access to training resources that will help them protect employees' health and safety through outreach, education and training.

  4. Upcoming Milestones

    During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE's PDC, Safety 2008, June 9-12, in Las Vegas, Nevada, a number of senior level OSHA staff from OSHA's National and Regional Offices are planning to speak during workshop sessions including:

    • Edwin G. Foulke, Jr., Assistant Secretary, will be presenting during a plenary session.
    • Steven Witt, Director, Directorate of Construction, will be presenting "OSHA Construction Update."
    • Richard Fairfax, Director, Directorate of Enforcement Programs; Dorothy Dougherty, Director, Directorate of Standards and Guidance; and Ruth McCully, Director, Directorate of Science, Technology and Medicine; will be presenting "OSHA Current Activities Update."
    • Lee Anne Jillings, Director, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs, will be presenting "Incorporating Safety into Your Company's Design Build Process."
    • Ruth McCully, Director, Directorate of Science, Technology and Medicine, will be presenting "OSHA Emergency Preparedness Update."
    • Diana Cortez, Director, Region II, Tarrytown, New York Area Office, will be presenting "Are You Prepared to Effectively Train Your Hispanic Workers?"
    • Cathy Oliver, Director, Office of Partnerships and Recognition, Directorate of Cooperative and State Programs, will be presenting "OSHA Strategic Partnerships Score with Stadium Projects."

    During the conference, OSHA representatives will also deliver an update on the Agency's Hispanic outreach activities at ASSE's Safety Professionals and the Latino Workforce Workgroup meeting. OSHA will also maintain an exhibit booth during the conference and distribute copies of the Agency's compliance assistance and cooperative program materials, including the OSHA and ASSE Alliance Activities Summary and answer the attendees' questions.

    Further, ASSE representatives will continue to participate in the OSHA Alliance Program Construction Roundtable Design for Safety Workgroup to develop compliance assistance and training materials for employers and workers in the construction industry. ASSE representatives will also continue to serve on the editorial boards of the Agency's Making the Business Case for Safety and Health and the Motor vehicle Safety, Safety and Health Topics pages.

    The OSHA and ASSE Alliance is working with other Alliance Program participants such as the National Safety Council, the Independent Electrical Contractors and the American Heart Association to promote and support 2008 NAOSH Week, May 4-10. The theme for the Week is "Safety is Good Business." In support and promotion of the Week, ASSE will insert an article by Mr. Foulke focusing on making the business case for safety and health into ASSE's publications. In addition, OSHA's maritime industry-related Alliances, SCA, ASA, and NSRP, along with AIHA, will continue to work with ASSE to develop safety alerts focusing on falls, electrical and confined space hazards in the shipyard industry.

    Finally, through the Alliance, OSHA will host the ASSE/AIHA National Capitol Chapter meeting at DOL on March 27, 2008 in Washington, DC. Senior level staff from DOC, DCSP, DSTM, DSG, DEP, the Office of Communications and Mr. Foulke will be invited to deliver presentations focusing on the Agency's compliance assistance, cooperative program and enforcement-related activities.
