Overview

Through the OSHA and CI-ASCE Alliance, the organizations are encouraging employers to increase employee access to safety and health information and training resources, especially in the area of crane safety, to incorporate safety and health issues into the construction/constructability process.

In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

   Training and Education Goal
    
   • Work with OSHA to provide expertise to develop training and education programs for employees of civil engineering, construction, and construction engineering and management and consulting companies regarding crane safety and construction/constructability, and to provide expertise in communicating such information to employers and employees in the construction industry.

   OSHA 10-Hour Outreach Training Program for Design Engineers
   
   During the reporting period, the OSHA and CI-ASCE Alliance worked in conjunction with the OSHA Alliance Program Construction Roundtable Design for Safety Workgroup to develop an outline for an OSHA 10-Hour Outreach Training Program for Design Engineers. When completed, the training program will focus on a number of topics, including personal protective equipment, steel erection, stairs and ladders and electrical safety. The training program is expected to be completed in 2008.
   
   Outreach and Communication Goals
    
   • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and CI-ASCE's Web sites) to employers and employees in the industry.

   OSHA is continuing to update the OSHA and CI-ASCE Alliance Web page that is posted on the Agency's Web site. The page includes the OSHA and CI-ASCE Alliance agreement, renewal agreement, news releases, activities and events and milestones and successes.

   Mike Toole is continuing to update the "Design for Construction Safety" Web site that was developed through the OSHA Alliance Program Construction Roundtable Design for Safety Workgroup. The Web site provides information on the barriers to designing for safety and how to overcome the barriers. The slide presentation, "Design for Construction Safety," also created by the Design for Safety Workgroup, is posted on the page.

   "Design for Construction Safety" Slide Presentation
   
   T. Michael Toole took the lead in updating the "Design for Construction Safety" slide presentation that was developed through the OSHA Alliance Program Construction Roundtable's Design for Safety Workgroup. The presentation informs the public about the process of addressing site safety and health in the design of a construction project. It is located in the "DfCS Presentation" section on the Design for Construction Safety Web site.
   
   The slide presentation is continually updated based on feedback from the participants at the conferences and workshops where it is delivered. OSHA representatives and members of the Workgroup delivered the "Design for Construction Safety" presentation during the reporting period at the following events:
    
   • • January 24, 2007, 2007 World of Concrete, "Outreach Programs for Construction," Las Vegas, Nevada. Stew Burkhammer, OCS, Directorate of Construction, USDOL-OSHA, used material from the Design for Construction Safety slide presentation in a speech to 75 attendees.
        
     • February 14, 2007, Construction Safety Conference 2007, "Design for Construction Safety," Chicago, Illinois. T. Michael Toole, CI-ASCE and Walter Jones, Laborers Health and Safety Fund North America (LHSFNA), delivered the presentation to 65 attendees. LHSFNA is a signatory to the OSHA and Roadway Work Zone Safety and Health Partners Alliance.
        
     • March 6, 2007, The Southern Company, Birmingham, Alabama. John. A. Gambatese, CI-ASCE, and T. Michael Toole, CI-ASCE delivered the presentation to 60 attendees.
        
     • April 10-13, 2007, OSHA On-site Consultation Training Conference in Newport, Rhode Island. The presentation was delivered twice on April 11, 2007, by Lee Anne Jillings, OOSA, John Mroszczyk, President, Northeast Consulting Engineers, Inc., American Society of Safety Engineers (ASSE), and T. Michael Toole, CI-ASCE. ASSE is also an Alliance Program participant.
        
     • October 19-19 2007, National Construction Safety Executives (NCSE) Annual Meeting, Williamsburg, Virginia. T. Michael Toole, CI-ASCE delivered the presentation to 30 attendees. NCSE is also an Alliance Program participant.
   • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program, especially in the areas of crane safety and construction/constructability.

   • Share information among OSHA personnel and industry safety and health professionals regarding CI's best practices or effective approaches and publicize results through outreach by CI and through OSHA- or CI-ASCE-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
   Please refer to the Promoting the National Dialogue on Workplace Safety and Health goals.
    
   • Promote and encourage CI-ASCE's members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-Site Consultation Program and its Safety and Health Achievement Recognition Program.
   The OSHA and CI-ASCE Alliance Implementation Team has not started work on programs or projects to address this goal.
   
   Promoting the National Dialogue on Workplace Safety and Health Goals
    
   • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

   "Washington Group International Designs and Builds a Mixed-Waste Treatment Facility" Case Study
   
   Through the Alliance Program Construction Roundtable Design for Safety Workgroup, CI representatives provided feedback to the agency during the development of the case study, "Washington Group International Designs and Builds a Mixed-Waste Treatment Facility."
    
   • Convene or participate in forums and roundtable discussions on construction safety issues such as crane safety and the construction/constructability process to help forge innovative solutions in the workplace.

   OSHA Alliance Program Construction Roundtable, Design for Safety Workgroup
   
   On February 21, 2007 and September 18, 2007, representatives from CI-ASCE participated in the Alliance Program's Construction Roundtable Design for Safety Workgroup meetings. CI-ASCE representatives have taken the lead in developing safety and health resources for the Workgroup. In particular, CI-ASCE has assumed primary responsibility for the following Design for Safety Workgroup projects:
    
   • Design for Construction Safety Web Site: Mike Toole, CI-ASCE, continues to update the Design for Construction Safety Web site (http://www.designforconstructionsafety.org) which includes the latest version of the Design for Construction Safety slide presentation and other resources.
      
   • OSHA 10-Hour Outreach Training Program for Design Engineers: CI representatives prepared a draft outline for an OSHA 10-Hour Outreach Training Program for Design Engineers course and shared it with the Alliance Program Construction Roundtable Design for Safety Workgroup for feedback.
2. Executive Summary
   
   Through the Alliance Program, OSHA and CI-ASCE are continuing to work together to promote safe and healthful working conditions for construction employees and to incorporate safety and health issues into the construction/constructability process. The collaborative relationship between the two organizations has resulted in a sustained effort supporting Alliance Program initiatives and developing safety and health resources.
   
   For example, CI-ASCE continues to make significant contributions to the Alliance Program's Construction Roundtable Design for Safety Workgroup. T. Michael Toole has played an important role within the Design for Safety Workgroup by taking the lead in both developing and updating the Design for Construction Safety slide presentation. OSHA representatives, CI-ASCE members and other Alliance Program participants have shared the presentation with the public at the following events:

3. Alliance Program Reach

IV. Upcoming Milestones

As a result of the ongoing successes realized through the Alliance, the organizations will renew the OSHA and CI-ASCE Alliance agreement for two years in early 2008. Through the renewal agreement, the organizations will continue to work together to encourage employers to increase employee access to safety and health information and training resources and to incorporate safety and health issues into the construction/constructability process. Due to changes to the organizations' priorities, OSHA and CI-ASCE agreed crane safety will not be included as a focus of the Alliance renewal agreement.

In the upcoming year, the OSHA and CI Alliance will continue be a major contributor to the Alliance Program Construction Roundtable Design for Safety Workgroup. CI-ASCE representatives will continue to take the lead in developing and finalizing the 10-Hour Outreach Training Program for Design Engineers in 2008. Moreover, CI-ASCE will continue to sponsor and maintain the Design for Construction Safety Web site. Furthermore, OSHA and CI-ASCE Alliance implementation team members will continue to update and present the Design for Construction Safety slide presentation at conferences and events.

In addition, a CI-ASCE member will continue to serve on OSHA's Making the Business Case for Safety and Health, Safety and Health Topics page's editorial board. Finally, the OSHA and CI-ASCE Alliance will begin new projects such as preparing a white paper that addresses design for safety issues.
