    Overview

    Through the Alliance, OSHA and Altec are working together to provide information, guidance, and access to training resources to help protect employees' health and safety, including non-English or limited English speaking workers. The Alliance continues to address the safe operation of cranes, digger derricks, and insulated and non-insulated aerial devices, including tree care devices, and focuses on industry hazards such as falls and electrocutions.

    1. Events and Products

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs in English and Spanish, on the safe operation and proper use of cranes, digger derricks, and insulated, non-insulated and aerial devices, including tree care devices.

        The OSHA and Altec Alliance Implementation Team has not started work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, including electronic assistance tools and OSHA and Altec Web sites) to employers and employees in the industry.

      OSHA and Altec Alliance Web Page

      OSHA continues to update the OSHA and Altec Alliance Web page on the agency's Web site. The page includes links to the Alliance renewal agreement and related documents, activities and events, and safety and health resources. During the reporting period, information on Altec Mobile Crane Training and Safe Operation of Insulated Aerial Devices Training for OSHA staff was added to the page.

      Altec SENTRY Program Web Site

      Altec continues to update and revise the page, which includes links to products developed through the OSHA and Altec Alliance and other safety and health resources.

      Joshua Chard, Director, Product and Corporate Safety, Altec Industries, Inc., continues to serve on the editorial boards for the following OSHA Safety and Health Topics pages:

      2010 Annual OSHA On-site Consultation Training Conference , San Diego Marriott Gaslamp Quarter Hotel, San Diego, California, April 27, 2010

      Darin Hinnergardt, Master Training Instructor, Altec Industries, Inc; Daniel J. Moss, Technical Consultant, Standards and Safety Services, Association of Equipment Manufacturers; and Stephen Smith, President Elect, Scaffolding Industry Association; will present "Aerial Work Platforms: Safety Issues and Emerging Technologies."

      Mobile Crane Training Seminar

      Through the Alliance, Altec delivered the Mobile Crane Training seminar to for a total of 103 OSHA staff, including On-site Consultation and State Plan State staff. Topics discussed during the two day training seminar include: safety statements; hand signals and OSHA regulations; and unit setup and pre-operational inspection. In addition, Altec provided equipment that the training seminars' attendees used during the hands-on demonstrations. Kristy Hale, SENTRY Safety Program Manager, Altec, facilitated safety training seminars for OSHA Regional and Area Office staff and other safety and health professionals throughout the United States. The following 8 seminars were conducted during the reporting period:

      Safe Operation of Insulated and Non-Insulated Aerial Device Training Seminar

      Through the Alliance, Altec delivered the Safe Operation of Insulated and Non-Insulated Aerial Devices seminar to a total of 22 OSHA staff, including On-site Consultation and State Plan State staff. Topics discussed during the one day training seminar include: best practices and safe operation of insulated and non-insulated aerial devices; issues related to minimum approach distances to energized sources and the prevention of electrocutions. In addition, Altec provided equipment that the training seminar's attendees used during the hands-on demonstrations. Kristy Hale, SENTRY Safety Program Manager, Altec, conducted the safety training seminar for OSHA Regional and Area Office staff and other safety and health professionals throughout the United States. The following 2 seminars were conducted during the reporting period:

      Digger Derrick Training Seminar

      Through the Alliance, Altec delivered Digger Derrick Training seminar to for a total of 26 OSHA staff, including On-site Consultation and State Plan State staff. Topics discussed during the two day training seminar include: safety statements; hand signals and OSHA regulations; and unit setup and pre-operational inspection. In addition, Altec provided equipment that the training seminars' attendees used during the hands-on demonstration. The following 2 seminars were conducted during the reporting period:

      Article in Alliance Quarterly Review

      Gary Johnson, Jr., Safety and Occupational Health Specialist, OOSA, developed an article about Best Practices training seminars entitled "Best Practice Seminars Presented by Alliance Program Participants: FY 2010." The article highlighted the training offered to OSHA staff during the reporting period, including Atec's Mobile Crane, Insulated and non-Insulated Aerial Devices, and Digger Derricks Best Practices Seminars. The article was published in the December 2010 edition of the Alliance Program's Alliance Quarterly Review.

      • Work with other Alliance participants on specific issues and projects such as the safe operation and use of cranes, digger derricks, insulated, non-insulated and aerial devices, including tree care devices and industry hazards such as falls and electrocutions, that are addressed and developed through the Alliance Program.

      Potential Projects with Tree Care Industry Association of America

      Through the Alliance, Altec is exploring opportunities to collaborate with the Tree Care Industry Association (TCIA), another Alliance Program participant, to identify projects of common interest on which to work together. Potential projects include the development of Fact Sheets, Tool Box Talks, and/or Checklists.

      Promoting the National Dialogue Goal

      • Convene or participate in forums, round table discussions, or stakeholder meetings to address safety and health issues such as the safe use of cranes, digger derricks and aerial devices and hazards such as falls and electrocutions to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      2010 North American Occupational Safety and Health (NAOSH) Week, May 2-8, 2010, Washington, DC

      Altec and a number of other Alliance Program participants supported 2010 NAOSH Week, "Mission NAOSH 2010: Safe Workplaces." Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the week focuses on the importance of preventing injuries and illnesses in the workplace.

    2. Executive Summary

      Through the OSHA and Altec Alliance, the organizations have continued their excellent working relationship, which has developed over the past five years. During the reporting period, OSHA and Altec have continued working together on a number of projects to share and distribute safety and health information regarding cranes, insulated and non-insulated aerial devices, and Digger Derricks. Examples of these efforts include:

      • Through the Alliance, Altec conducted a total of 12 training seminars for 151 OSHA staff, including On-site Consultation and State Plan State staff, in Connecticut, Missouri, New Jersey and Pennsylvania. The Seminars included Digger Derrick, Mobile Crane, and Safe Operation of Insulated and non-Insulated Aerial Devices Trainings.
      • Josh Chard continued to share his expertise with OSHA by serving on the editorial boards for the following OSHA Safety and Health Topics pages:
        • Cranes, Derrick and Hoist Safety
        • Electrical Power Generation, Transmission and Distribution Industry
        • Tree Care Industry
      • In addition, Don McAuliffe is serving on the editorial board for OSHA eTool:
        • Powered Industrial Trucks (Forklift)
      • OSHA and Altec continue to provide online safety and health information through the organizations' Web sites. In addition, the Web sites are regularly updated with new safety and health information. Altec has revised and updated its Altec SENTRY Program Web page that contains Alliance Program information.

  4. Upcoming Milestones

    Through the OSHA and Altec Alliance, the Implementation Team will continue to collaborate on projects and activities to achieve the goals of the Alliance. For Example:

    1. Altec will continue to offer the following training seminars to OSHA staff:
      • Safe Operation of Insulated and non-Insulated Aerial Devices
      • Mobile Crane Training
      • Digger Derrick Training
    2. Altec additionally expects to make a fourth Best Practices Seminar on Wood Chippers available for OSHA staff.
    3. In addition, through the OSHA and Altec Alliance, Altec will finalize a pamphlet focusing on Chipper safety for the industry that will contain both English and Spanish language.
    4. Josh Chard will continue to serve as a member of the editorial board for the Cranes, Derrick and Hoist Safety; Electrical Power Generation, Transmission and Distribution Industry; and Tree Care Industry Safety and Health Topics pages and will provide feedback as appropriate, and Altec representative Don McAuliffe will serve with other Alliance Program participants on the editorial board for the agency’s Powered Industrial Truck eTool.
    5. OSHA and Altec will continue to work together to promote safety and health in the workplace and the OSHA and Altec Alliance through exhibiting and speaking opportunities at trade shows and conferences. Altec will continue to update its Altec SENTRY Program Web page with safety and health resources including links to OSHA safety and health resources.
