    Overview

    Through the Alliance, OSHA and Altec are working together to provide information, guidance, and access to training resources to help protect employees' health and safety, including non-English or limited English speaking workers; the Alliance continues to address the safe operation of cranes, digger derricks, and insulated and non-insulated aerial devices, including tree care devices, and industry hazards such as falls and electrocutions.

    1. Events and Products

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs in English and Spanish, on the safe operation and proper use of cranes, digger derricks, and insulated, non-insulated and aerial devices, including tree care devices.

        The OSHA and Altec Alliance Implementation Team has not started work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, including electronic assistance tools and OSHA's and Altec's Web sites) to employers and employees in the industry.

      OSHA and Altec Alliance Web Page

      OSHA continues to update the OSHA and Altec Alliance Web page on the Agency's Web site. The page includes links to the Alliance agreement and related documents, activities and events, and safety and health resources. For more information on the number of visits to the OSHA and Altec Alliance Web page, please see the Alliance Program Reach Table.

      Altec Safer and Smarter Web Site

      Altec continues to update its Safer and Smarter Web page on its Web site with links to safety and health resources on the OSHA Web site and the OSHA and Altec Alliance Web page on the Agency's Web site.

      OSHA Safety and Health Topics Pages

      Joshua Chard, Director, Product and Corporate Safety, Altec Industries, Inc., continues to serve on the editorial boards for the following OSHA Safety and Health Topics pages:

      • Cranes, Derrick and Hoist Safety
      • Electrical Power Generation, Transmission and Distribution Industry
      • Tree Care Industry

      OSHA's Draft Powered Industrial Truck eTool

      OSHA is developing a new electronic assistance tool, the Powered Industrial Truck eTool. OSHA has assembled a development team consisting of a number of Alliance Program participants. Altec member, Don McAuliffe is serving on the eTool's development team.

      Altec Fact Sheets

      Through the Alliance, in order to raise awareness of operator training requirements; general safety topics for aerial devices and safety facts to prevent electrocutions, Altec is developing the following fact sheets:

      • Fact Sheet: Protect Yourself: Aerial Devices – Vehicle-mounted Elevating and Rotating Platforms. The Fact Sheet discusses safety issues related to vehicle-mounted elevating and rotating work platforms prior to their use and during their operation.
      • Fact Sheet: Protect Yourself: Aerial Equipment Electrical Hazards. The Fact Sheet discusses electrical hazards associated with operating aerial equipment.
      • Fact Sheet: Training of Operators of Elevating Equipment. The Fact Sheet provides general training information for operators of elevating equipment.

      OSHA reviewed and provided feedback to Altec on the draft products. When finalized, the fact sheets will be posted on the Altec Smarter and Safer Web site and linked to from the OSHA and Altec Alliance Web page and Alliance Program Participant Developed Product Web page on the Agency's Web site.

      • Speak, exhibit, or appear at OSHA's or industry-related conferences, local meetings or other events.

      Altec Outreach Opportunities

      Through the OSHA and Altec Alliance, OSHA continued to provided Altec with numerous copies of four of the Agency's QuickCards: Tree Trimming and Removal Safety Tips; Protect Yourself Crane Safety; Aerial Lifts Safety Tips and Chain Saw Safety Tips as well as copies of the OSHA and Altec Alliance Activities Summary. The publications were distributed by Altec company representatives from its exhibit booth during the following events:

      Incident Prevention "Hands-on Safety Conference"

      • Share information among OSHA personnel and industry safety and health professionals regarding Altec's best practices or effective approaches and publicize results through outreach by Altec and through OSHA or Altec developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

      Products

      Safe Operation of Insulated and Non-Insulated Aerial Device Training Seminar

      Through the Alliance, Altec created and conducted the training seminar, Safe Operation of Insulated and Non-Insulated Aerial Devices, for OSHA staff and others based on the training materials that the company developed through it safety program, Altec Sentry Program. Topics discussed during the one day training seminar include: best practices and safe operation of insulated and non-insulated aerial devices; issues related to minimum approach distances to energized sources and the prevention of electrocutions. In addition, Altec provided equipment that the training seminar's attendees used during the hands-on demonstrations. Ron Beach, Sentry Safety Program Manager, Altec conducted the safety training seminar for OSHA Regional and Area Office staff and other safety and health professionals throughout the United States. The following seminars have been conducted:

      • May 3, 2007, Northwest Ohio Carpenters Training Facility, Toledo Ohio

      Mobile Crane Training Seminar

      Through the Alliance, Altec created and conducted the training seminar, Mobile Crane Training, for OSHA staff and others based on the training materials that the company developed through it safety program, Altec Sentry Program. Topics discussed during the two day training seminar include: safety statements; hand signals and OSHA regulations; and unit setup and pre-operational inspection. In addition, Altec provided equipment that the training seminars' attendees used during the hands-on demonstrations. Joseph Birkbeck, Sentry Safety Program Instructor, Altec conducted safety training seminars for OSHA Regional and Area Office staff and other safety and health professionals throughout the United States. The following seminars have been conducted:

      • October 24-25, 2007, Perimeter Park Hilton Hotel, Birmingham, Alabama
      • October 30-31, Portland Radisson Airport Hotel, Portland, Oregon

      Work with other Alliance participants on specific issues and projects such as the safe operation and use of cranes, digger derricks, insulated, non-insulated and aerial devices, including tree care devices and industry hazards such as falls and electrocutions, that are addressed and developed through the Alliance Program.

      Potential Projects with Tree Care Industry Association of America

      Through the Alliance, Altec is exploring opportunities to collaborate with the Tree Care Industry Association (TCIA), another Alliance Program participant, to identify projects of common interest on which to work together. Potential projects include the development of Fact Sheets, Tool Box Talks, and/or Checklists.

      Promoting the National Dialogue Goal

      • Convene or participate in forums, round table discussions, or stakeholder meetings to address safety and health issues such as the safe use of cranes, digger derricks and aerial devices and hazards such as falls and electrocutions to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        The OSHA and Altec Alliance Implementation Team has not started work on programs or projects to address this goal.

    2. Executive Summary

      OSHA and Altec have worked together through the Alliance during the past year on a number of projects to share and distribute safety and health information regarding cranes, insulated and non-insulated aerial devices and digger derricks.

      OSHA and Altec are continuing to provide online safety and health information through the organizations' Web sites. In addition, the Web sites are regularly updated with new safety and health information.

      Through the Alliance, Altec continues to distribute OSHA safety and health information including OSHA QuickCards on: Tree Trimming and Removal Safety Tips; Protect Yourself Crane Safety; Aerial Lifts Safety Tips and Chain Saw Safety Tips from its exhibit booth at a numerous events.

      In addition, Altec continued to offer the training seminar, Safe Operation of Cranes, Insulated and Non-Insulated Aerial Devices and Digger Derricks, for OSHA staff and others based on the training materials that the company developed through it safety program, Altec Sentry Program. Topics discussed during the one day training seminar include: best practices and safe operation of cranes, insulated and non-insulated aerial devices and digger derricks; issues related to minimum approach distances to energized sources and the prevention of electrocutions. In addition, Altec is providing equipment that the training seminar's attendees are using during the hands-on demonstrations. Through the Alliance, Altec conducted training seminars for 30 OSHA Regional and Area Office staff and other safety and health professionals in Oshkosh, WI and Toledo, OH.

      In addition, Altec created and conducted a training seminar, Mobile Crane Training, for OSHA staff and others based on the training materials that the company developed through it safety program, Altec Sentry Program. Topics discussed during the two day training seminar include: safety statements; hand signals and OSHA regulations; and unit setup and pre-operational inspection. Altec is also providing equipment that the training seminar's attendees are using during the hands-on demonstrations. Through the Alliance, Altec conducted training seminars for 34 OSHA Regional and Area Office staff and other safety and health professionals in Birmingham, AL and Portland, OR.

      Josh Chard continued to share his expertise with OSHA by serving on the editorial boards for OSHA's Safety and Health Topics pages:

      • Cranes, Derrick and Hoist Safety
      • Electrical Power Generation, Transmission and Distribution Industry
      • Tree Care Industry

      In addition, Altec also continued to provide OSHA with information during the Agency's development of the Powered Industrial Truck eTool.

      Further, Altec continued to work on the development of three draft Fact Sheets: Protect Yourself: Aerial Devices - Vehicle-mounted Elevating and Rotating Platforms; Protect Yourself: Aerial Equipment Electrical Hazards and Training Operator of Elevating Equipment.

      Finally, based on the successes of the Alliance in its first two years, OSHA and Altec have agreed to renew the Alliance agreement in December 2007.

  4. Upcoming Milestones

    In December 2007 OSHA and Altec will sign an Alliance renewal agreement. Through the Alliance's renewal agreement, the OSHA and Altec Alliance implementation team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance. For example, OSHA and Altec will update the Agency's OSHA and Altec Alliance Web page and the association's Safer and Smarter Alliance Web page with safety and health resources including the fact sheets developed through the agreement. Altec plans to launch its updated Safer & Smarter Web page in February 2008. In addition, Altec will continue to offer the following training seminars to OSHA staff:

    • Safe Operation of Insulated Aerial Devices
    • Mobile Crane Training
    • Digger Derrick Training

    OSHA and Altec will continue to work together to promote safety and health in the workplace and the OSHA and Altec Alliance through exhibiting and speaking opportunities at trade shows and conferences.

    Altec also will work with other Alliance Program participants including TCIA to identify projects of common interest on which to work together. Potential project include the development of Fact Sheets, Tool Box Talks, and/or Checklists.

    Altec will complete the Fact Sheets: Protect Yourself: Aerial Devices - Vehicle-mounted Elevating and Rotating Platforms; Protect Yourself: Aerial Equipment Electrical Hazards and Training Operator of Elevating Equipment. The documents will be posted on the Altec Safer and Smarter Web page, linked to from the agency's Web site and made available free-of-charge to Altec members and the general public. Altec plans to use the Fact Sheets to develop a tri-fold hand out with the information contained on the Fact Sheet in both English and Spanish for distribution.

    Josh Chard will continue to serve as a member of the editorial board for the Cranes, Derrick and Hoist Safety; Electrical Power Generation, Transmission and Distribution Industry; and Tree Care Industry Safety and Health Topics pages and will provide feedback as appropriate. Finally, Altec representative, Don McAuliffe will continue working with OSHA and other Alliance Program participants to provide information and expertise during the Agency's development of its Powered Industrial Truck eTool.
