    3. Overview:

      The Occupational Safety and Health Administration (OSHA), the Southeastern Line Constructors Chapter of the National Electrical Contractors Association (SLCC/NECA), the International Brotherhood of Electrical Workers (IBEW) 5th and tenth districts, and the Southeastern Line Constructors Apprenticeship and Training (SELCAT) work cooperatively to provide workers and others with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution equipment hazards.

  2. Implementation Team Members and Meetings:

    Representatives from OSHA, SLCC/NECA, IBEW, and SELCAT communicated regarding the Alliance during the following periods:

    • August 14, 2025
    • December 8, 2025 (Planning meeting conducted by phone)
    • February 10, 2026 (Planning meeting conducted by phone)
    • March 18, 2026

    Alliance meetings were conducted in-person and by telephone. The Alliance coordinators from each group maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

  3. Results of Alliance Activities in Support of Agreement Goals

    Dissemination: Alliance Program participants shared information on OSHA-developed or OSHA Alliance Program-developed tools and resources, OSHA standards/rulemakings, enforcement, or outreach campaigns.

Southeastern Line Constructors Chapter (SLCC), "What's Hot at OSHA" Eblast were distributed to promote a wide range of safety and health events including the following:

  • 1) Alliance Implementation Team Meetings;
  • 2) Georgia Tech OTIEC - Free Safety Seminars
  • 3) OSHA Atlanta Region's Score Goals at Work Webinar, which featured OSHA and the Wage & Hour Division (WHD);
  • 4) OSHA's National Fall Stand-Down Week of Events;
  • 5) OSHA Atlanta Region's and Georgia Tech Onsite Consultation Program's 2026 Heat National Emphasis Program (NEP) Update webinar; and
  • 5) NCSU OTIEC - Free "Timeout for Safety" webinar.
Construction, Small Business, and Safety and Health Program 100+

During this period (June 2025 through June 2026) OSHA's Electrical Roll Up Initiative, which was launched by the Directorate of Construction (DOC) was promoted to the Alliance group. This campaign featured posters, fact sheets, presentations and other items focused on electrical safety and health. During this period, the Alliance group conducted an Implementation Team Meeting/Training Session, which focused on the following:

  • 1) Emergency Management and Disaster Preparedness;
  • 2) OSHA's Safety Champion's Program;
  • 3) National Work Zone Awareness Week; and
  • 4) General Safety Discussion

During this period SLCC, IBEW, and SELCAT Alliance Meeting SELCAT Trainer

During this period, SELCAT continued its efforts to provide workers with effective training and education programs focusing on electrical utility industry issues, as well as safety and health. Course topics included the following:

  • 1) OSHA 10-hour training course
  • 2) First Aid and cardiopulmonary resuscitation(CPR)
  • 3) Pole Top and Bucket Truck Rescue
  • 4) Transformer Safety Courses 1 & 2
Newnan GA Construction, Fall Protection, Heat Illness prevention, Small Business, Temporary Workers, and Young Workers 240 -attendees
