Background:
On September 25, 2007, the SM Wilson and Company formed
an OSHA Strategic Partnership (OSP) with OSHA’s Region VII’s St. Louis Area
Office to promote safety and health during the construction of the new
Bio-Medical Research Building #1 at the Washington University of
Medicine/Barnes-Jewish Hospital Campus. During the first year, the partnership
included 20 project subcontractors and the St. Louis Building and Construction
Trades Council and the Carpenters District Council of Greater St. Louis. The
partnership goal is to maintain a lost time incidence rate below the Bureau of
Labor Statistics’ (BLS) national average for construction without fatalities and
the implementation of effective safety and health management systems. In
addition, the partnership calls for the implementation of a Fall Protective Plan
which includes fall protection in all cases where work is being performed six
feet or more above a lower surface. The 2008 evaluation revealed that the OSP
has 21 employers participating which impacted over 675 employees within the
construction industry. The OSP is scheduled to conclude December 2009.
Success Impact:
Training increased Safety Awareness and
decreased the Days Away, Restricted and Transfer (DART) Rates
During the first year of this partnership the participants continue to work on
reducing the Total Case Incident Rate (TCIR) Rates. The Days Away from work,
Restricted and Transferred activity case (DART) rate for the group was 48% below
the 2007 BLS National Average for Non-residential building construction (NAICIS
2362). Please reference the table below.
One of the OSP key goals is to promote safety and health by increasing training
opportunities for OSP participants. During the first year approximately 93
managers and 680 employees received over 1220 hours of training. The managers
received an additional 116.5 hours of safety training. Training covered a wide
range of topics including: fall protection, aerial and equipment lift training,
site crane training (crane erection, emergency crane retrieval system, and
specialized training for jacking crane to higher evaluations), and safety
awareness training involving the Metro Link of St. Louis. Although there is no
set numbers of self-inspections established under the partnership, during the
first year 168 self-inspections were conducted with 58 hazards identified and
abated.

the BLS national average without fatalities; Conduct frequent jobsite
inspections, utilizing a system developed by the Partnership Members; Ensure all
employees receive training; Implement a fall protection plan where work is being
performed six feet or more above a lower surface; Require all contractors and
subcontractors to develop and implement safety and health management systems.
