Pfizer New Research Building Project/OSHA
PARTNERSHIP AGREEMENT

I. Background

The St. Louis Area Office of the Occupational Safety and Health Administration, Gilbane Tarlton Joint Venture, project subcontractors, and labor organizations recognize the need for a safe and healthy jobsite. The goal of this partnership agreement is to help ensure that the Pfizer New Research Building project will provide a safe work environment for all employees.

This Partnership is designed to not only address the hazards within the construction industry, but also to promote and recognize those jobsites that have a demonstrated and effective safety and health program.

This document will serve to establish a cooperative effort in ensuring a high degree of safety performance and maintaining an open line of communication between OSHA, the Gilbane Tarlton Joint Venture, and subcontractors on this project.

Specifications and assignments within this partnership document do not relieve the contractors from or lessen their safety & health responsibilities nor change any contractual obligations between the Gilbane Tarlton Joint Venture and the project Owner and/or Developer or any of Gilbane Tarlton Joint Venture(s). Nor does it lessen any/all affirmative defenses, legal rights or due process afforded contractors with respect to Agency enforcement action.

II. Situational Analysis

OSHA has identified the top four causes of fatalities in construction as: falls, being struck by equipment or machinery, electrocution, and caught-in-between equipment or materials. The goal for this Partnership Agreement is to realize, upon completion of the project, reduction of accidents, injuries and illnesses on the project.

This project will encompass the construction of a new research building for Pfizer Inc. on its’ Chesterfield, MO campus.

III. Identification of Partnership Organizations

All subcontractors that work on this project are considered Partners. For contracts already executed Gilbane Tarlton Joint Venture will incorporate this OSHA partnership into their respective agreements with a subcontractor change order.

IV. Program Goals
  1. As a goal, maintain a lost time incidence rate below the BLS national average of without fatalities. The incidence rate for this Partnership is established as 0.65 or lower.
  2. Frequent jobsite inspections utilizing a system developed by the Partnership Members. This system provides comprehensive coverage and documentation over a wide variety of site conditions.
  3. Ensure employees receive training as follows:
    1. All employees will receive a site-specific safety orientation from Gilbane Tarlton Joint Venture covering jobsite safety and health issues and procedures relative to the work being performed. All employees will attend a safety review meeting with their respective Subcontractor before performing work on the site.
    2. All supervisory personnel engaged in construction activities or other personnel serving in the capacity as a competent person shall have completed the OSHA 10 hour course for the construction industry (or its equivalent) prior to commencement of work on-site. Site personnel designated as safety representatives shall, as a minimum, have completed the OSHA 30 hour construction training course (or its equivalent).
    3. Records of training certification will be maintained by the individual trades and available for review by OSHA upon request. Other hazard-specific training will be conducted on an as-needed basis by the respective contractors.
  4. Implement an aggressive Fall Protection Plan to include fall protection in all cases where work is being performed six feet or more above a lower surface.
  5. Require all subcontractors who have written safety and health programs to submit them to Gilbane Tarlton Joint Venture before the start of any on-site work. Subcontractors that do not have their own written safety and health programs have the option of adopting the safety and health program of Gilbane Tarlton Joint Venture, develop one by utilizing services provided by other Partnership Members or secure the services of an outside consulting firm. This must be completed and submitted to Gilbane Tarlton Joint Venture before beginning any work on site. All subcontractors shall have an effective safety program in place.
  6. Create a working relationship between OSHA and the other Partnership members. The St. Louis Area OSHA Office may be contacted for clarification on safety and health-related issues.
V. Measurements
  1. Comparison of anticipated injury costs based on Missouri Division Workers’ Compensation estimates for this type of construction versus actual injury costs following completion of the project.
  2. The total lost workday injury and illness rate compared to the average for construction Nationally based on the BLS 2002 published Incidence Rate of 3.9.
  3. Documented job site inspections and total number of hazards identified and corrected will be maintained by the Gilbane/Tarlton safety department and will be made available to OSHA’s St. Louis Area Office upon request.
  4. Records of training certifications/training rosters will be maintained. Report the total number of people trained. These may include, but not be limited to, OSHA 10 and 30 hour courses as well as on-site training.
  5. Evaluate the effectiveness of the Fall Protection Plan thru safety audits and monitoring the daily work activities of the trades.
  6. Safety and Health Programs will be maintained on file by Gilbane Tarlton Joint Venture. Reports to be made quarterly by the Gilbane/Tarlton safety department concerning the general effectiveness of the safety and health programs and copied to the St. Louis OSHA office for review.
VI. Partnership Member Involvement

Each Subcontractor and their Subcontractors will designate at least one representative to attend an on-site safety review committee meeting. The Safety Manager for the Gilbane Tarlton Joint Venture will oversee the committee and convene a general meeting quarterly to evaluate the progress of the partnership. The committee will review the completed and summarized inspections of the site as part of the quarterly meeting. Identified hazards and abatement as well as trends, will be discussed. OSHA may provide a representative to share current issues in construction risk control and provide input for improvement. Committee members will meet the criteria to participate as outlined below:
  1. Gilbane Tarlton Joint Venture:

    1. Implement a comprehensive safety and health program including the GTJV-NRB "Above Safety" Safety Requirements attached, which includes:
      1. Management commitment and employee involvement
      2. Worksite analysis
      3. Hazard control
      4. Arrange for training assistance for Subcontractors and their Subcontractors on-site.
      5. Require Subcontractor(s) to implement an appropriate Disciplinary Program for safety and health violations.
    2. Refer Subcontractors who have not developed their own safety and health program to a qualified independent safety consultant.
    3. Have the authority to enforce safety rules and regulations. This authority will include provisions to hold contractors and employees accountable and, if necessary, take appropriate sanctions to enforce compliance with the established Project safety rules and regulations.
    4. Require the use of conventional fall protection (i.e. personal fall arrest/restraint systems, safety net systems or guardrail systems) when performing work that is in excess of 6’ above a lower level. This includes steel erection, roofing, ladder work and scaffold operations, even when it may exceed OSHA requirements.
    5. Where airborne silica exposure exists, Gilbane Tarlton Joint Venture will require the use of wet cutting techniques and/or dust collection. Where the potential for other health issues such as carbon monoxide, lead, or large-scale use of chemicals in the building interior (such as floor finishing) exists, the Subcontractor will conduct air monitoring to assess employee exposure levels as per OSHA requirements.
    6. Ground Fault Circuit Interrupters (GFCI) will be used throughout the project.
    7. Back up alarms shall be present on all motorized equipment.
    8. No loads shall be lifted overhead without clearing the path to delivery.
    9. OSHA-required trench and excavating protection shall be enforced.
    10. Proper guardrails will be present on all scaffolding over six feet.
    11. All workers, management and visitors shall wear hardhats at all times when on site. (Exception shall be inside the isolated on-site management offices.)
    12. Cranes: All operators of outside or rented cranes shall show proof of certified operator training in crane safety to work on site. All cranes used on this site shall have annual inspections performed by an independent third party. Crane operators will be required to have earned a certification through the nationally recognized Crane Operator Certification Organization.
    13. Conduct and document job site inspections at least 2 times per week. These are in addition to the general, non-documented inspections that should occur daily.
    14. Review quarterly accident reports with the Safety Committee including first aid and near miss reports.
    15. Conduct and retain summary documentation of weekly toolbox talks.
    16. Evaluate the effectiveness of the Fall Protection Plan, and take corrective action as needed.
    17. Compile injury and illness data and provide to OSHA.
    18. Provide signage identifying the site as an OSHA Partnership Project as well as signage indicating Lost Time.
    19. Maintain accident/injury data. Subcontractor EMR data will be made available to OSHA upon request.
  2. OSHA:

    1. OSHA may participate in the quarterly Safety Committee meetings but will not participate in the twice weekly walk-around inspections.
    2. Compliance Assistant Personnel from the St. Louis Area Office may aid with off-site safety and health training.
    3. Give priority to the Site when technical assistance is needed.
    4. Audit the quarterly reports and make recommendations for improvement in meeting the Partnership Goals.
    5. Review Partnership company safety and health programs, along with Subcontractors as necessary, and provide technical assistance and recommendations for improvement.
    6. Provide national statistics covering all areas of standards enforcement for distribution to the Partners.
  3. Subcontractors:

    1. Appoint an on-site person to act as a labor representative to resolve jobsite safety matters and be the liaison to the Gilbane Tarlton Joint Venture’s Safety Manager.
    2. Conduct and document job site safety inspections weekly for those employees under their control and make them available to GTJV. This is in addition to the general, non-documented inspections that should occur daily.
    3. Conduct and document jobsite safety meetings and make them available to  Gilbane Tarlton Joint Venture and OSHA upon request.
    4. Participate with Gilbane Tarlton Joint Venture at the twice weekly on-site safety Inspections and if non-compliant activity or hazards are discovered, the affected contractor shall promptly abate the conditions. The subcontractor shall provide written documentation to Gilbane Tarlton Joint Venture within 24 hours that the unsafe condition has been corrected.
    5. Will receive a copy of all the job site inspections of their respective areas.
VII. OSHA Incentives
  1. In the event that a company performing work at the site is cited by OSHA, a maximum of 25% penalty reductions for good faith will be provided, in accordance with OSHA Instruction CPL 02-00-103 - Field Inspection Reference Manual (FIRM).
  2. Priority will be given to "phone and fax" investigations of all complaints in lieu of on-site inspections.
  3. Upon successful completion of an OSHA "monitoring" inspection (meaning no high gravity serious, willful or repeat hazards are cited), as outlined in section VIII (3.), the site will be exempted from programmed OSHA inspections until the next annual inspection.
  4. Any apparent non-serious violation observed during an OSHA visit shall not be cited if it is immediately abated.
VIII. OSHA Inspections
  1. OSHA will continue to investigate fatalities and catastrophes that occur at the jobsite as well as alleged "imminent" danger situations.
  2. OSHA will continue to investigate all complaints received in accordance with OSHA Instruction CPL 02-00-140, Complaint Policies and Procedures. Referrals will be inspected according to procedures contained in the FIRM.
  3. OSHA will normally complete one focused "monitoring" inspection each year during the term of the partnership. These inspections will follow the "Focused Inspection" protocol addressing hazards related to falls, struck by, caught-in, and electrical hazards. Inspections conducted in response to complaints, Local and/or National Emphasis Programs, or referrals will qualify as the monitoring inspection if, in addition to addressing the complaint/referral item(s), the compliance officer completes the focused inspection protocol for the worksite.
IX. Employee Rights

This partnership supports employee’s rights as guaranteed under the Occupational Safety and Health (OSH) Act as delineated in OSHA Instruction CSP 03-02-002.

X. Program Evaluation/Executive Committee

The Partnership will be evaluated at three-month intervals and will include data used to monitor the success of the partnership efforts. On a three-month basis the Executive Committee comprised of Gilbane Tarlton Joint Venture’s project executive and Safety Manager, a Pfizer Inc. representative, a representative from labor and a representative from OSHA shall meet and discuss the program and make any modifications as required to continually improve the partnership. From time to time subcontractors will be invited to attend to offer further feedback. A written evaluation will be completed annually and submitted to the Regional OSHA Office.

XI. Advantages

This Partnership requires frequent inspections of the worksite by Gilbane Tarlton Joint Venture, Subcontractors and other members of the Partnership to identify and correct hazards.  It also serves as a model to Subcontractors and others by demonstrating how to implement a strong safety and health program on a large multi-employer job site. It also encourages a higher level of participation in the safety process by involving everyone on the job site. The knowledge gained from this Partnership will be applied to reduce injuries and illnesses at future work sites.

XII. Termination

This agreement shall be in effect until completion of the Site and Building construction activities, but not to extend past August 2008.

Should either of the principal participants (OSHA or Gilbane Tarlton Joint Venture) elect to withdraw from the Partnership, notification in writing shall be given to the other Party. A thirty (30) day notice is required prior to termination and gives the parties an opportunity to resolve any issues to avoid termination. Withdrawal by either Party shall constitute a cancellation of the Partnership. In the event of a termination, neither party shall contact the media and discuss the issues surrounding the termination. OSHA and the Gilbane Tarlton Joint Venture are the only entities that can terminate this Partnership.

GTJV-NRB "Above OSHA" Safety Requirements

  • Accident Notification time requirements for:
    • Results of the accident investigations and recommendations for preventive action shall be documented within five (5) work days of the incident.
    • Need Full Accident/Injury Reports within 24 Hours for:
      • Accidents Involving Serious Injury or Death
      • Property Damage
      • Near Hits
      • Environmental Spills
      • Bomb Threats
      • Public Demonstration
  • Cranes require:
    • A current, annual independent third party inspection by an agency accredited by USDOL OSHA under the regs of Title 29, Chapter XVIII, Part 1919 and not under the control or ownership of the crane owner, or approved by the Gilbane Tarlton Joint Venture Project Safety Manager.
    • Independent third party inspection recommendations are to be corrected before the next crane usage.
    • Daily/Pre-shift inspections.
    • Rigging - Chain slings are NOT permitted to be used for any lifting operation. Chain falls are approved for certain instances.
    • Anti-two block required.
  • Discipline Program:
    • A progressive discipline program will be used on site unless there is an Immediately Dangerous to Life or Health (IDLH) situation warranting immediate dismissal.
    • Fighting is prohibited, violators will be dismissed immediately.
    • Possession of weapons on the jobsite is prohibited.
  • Drug and Alcohol Policy:
    • Each employer must comply with the minimum drug testing Program.
  • Electrical:
    • All 120 volt, single phase, 15 & 20 amp temporary power circuits (with the exception of temporary lighting) shall have ground fault circuit interrupters installed.
    • All tools, cords and power sets shall have an assured equipment inspection program maintained on quarterly basis and shall be used in conjunction with GFCI.
    • When using permanent power Ground Fault Circuit Interrupters must be used in conjunction with the AEGC inspections.
    • Extension cords used with portable tools must be of a heavy duty 3-wire type and must be 12 gauge or greater.
    • All extension cords will be suspended seven feet (7’) above finish floor or work platform.
    • Lock Out/Tag Out procedures outlined in the GTJV NRB Project Safety Plan shall be followed by all trades.
    • Single conductor, open wiring is not permitted for temporary lighting.
    • No electric may be worked on while energized unless Life Safety concerns are present. Any energized work must meet NFPA 70E Code of Safe Work Practices.
    • Romex or crimp on style temporary lighting is not acceptable.
  • Elevators and Hoists:
    • No elevators or hoists are to be used for the movement of materials and personnel until the devices have been certified and licensed by a third party inspector qualified to approve the equipment.
  • Emergency Response:
    • Gilbane Tarlton Joint Venture Tarlton shall provide event management services and monitor the response of contractors as the contractors respond to incidents that may arise.
    • All calls for emergency services need to route through Gilbane Tarlton Joint Venture to Pfizer Security to assure the most expedient response to the emergency location.
  • Excavation requirements:
    • Trenches 4 feet or deeper shall be protected.
  • Fall Protection:
    • 100% Fall Protection is required above 6 feet.
    • Controlled decking/access zones, monitoring programs, or warning lines are not permitted as a primary means of fall protection.
  • Fire Protection:
    • Fire alarms within the area of new construction will consist of three short blasts on an air horn located at the means of egress, stairway, ladder, or building entry or other suitable audible alarm.
    • A fire watch and at least one fire extinguisher of appropriate size & type will be provided by the contractor for all Hot Work Operations.
    • All plastic tarps are to be fire resistant.
    • No salamander heaters or open flame heaters are allowed.
  • Gilbane Tarlton Joint Venture Safety Orientation:
    • All employees must attend the Gilbane Tarlton Joint Venture Safety Orientation before they can start work on site.
    • New employees must sign the Code of Safe Practices.
    • Employees must sign a declaration stating that they have read and understand the Site Safety Rules.
    • All employees must pass the quiz at the end of the orientation.
  • Hazard Analysis
    • Prior to beginning work, each contractor shall prepare a hazard analysis that defines the activities to be performed and identifies the sequence of the work, the specific hazards, and the methods to be used to eliminate or minimize each hazard.
    • Hazard Analysis shall be done when the scope of work or conditions (including location, other personnel in the work area, etc.) change.
    • A copy of the appropriate hazard analysis shall be posted at each work location, kept in a clear plastic envelope, and signed by each employee performing that task.
  • Housekeeping:
    • Combustible scrap material and debris must be removed from the work area on a daily basis.
    • All hazardous waste manifests must be submitted to Gilbane Tarlton Joint Venture.
    • Housekeeping shall be maintained to a standard comparable to that expected within a healthcare or food processing facility. A specific plan shall be developed by the contractor for each task being performed to achieve this standard on a daily basis.
    • No open burning of debris or rubbish will be permitted anywhere on the project site.
  • Internal Combustion Engines:
    • If internal combustion engines are used in enclosed areas the responsible contractors must monitor air quality and provide adequate ventilation.
  • Ladders:
    • When working on/from a ladder at elevations greater than six (6') feet or more above the work surface, the ladder must be tied off or otherwise secured against accidental displacement, or a personal fall arrest system shall be used. This includes stepladders.
    • Portable metal ladders shall not be used.
  • Masonry
    • A person appointed by the Masonry Contractor, who meets the OSHA definition of Qualified Person, will prepare a Hazard Analysis for the Masonry Contractor’s work and shall approve all changes prior to the hazard analysis’ submission to GTJV.
  • Material Handling
    • No employee shall knowingly attempt to manually lift material in excess of 50 pounds.
  • Medical Requirements/Procedures:
    • Each contractor shall have a minimum of two First Aid/CPR trained individual on the project and inform Gilbane Tarlton Joint Venture of their names.
    • Gilbane Tarlton Joint Venture must be notified immediately of all accidents/ incidents including all near hits.
    • Contractor shall complete and provide to Gilbane Tarlton Joint Venture an "Employer's First Report of Injury" within eight hours (or by the end of the shift) of any/all incidents involving work activities associated with the project.
    • Each contractor must identify an Occupational Health physician and/or facility for the treatment of occupational injuries incurred on the project.
    • LIGHT-DUTY WORK: Restricted or light duty must be made available to the extent allowed by the doctor.
    • If a trade contractor or sub contractor employee has been placed on restricted duty status by the treating physician the contractor shall provide appropriate transportation to and from work.
    • A Principals Meeting, which includes key project personnel, must be performed within 72 hours of a lost time or recordable accident.
  • Motor Vehicles and Equipment:
    • Shall be inspected daily and documented inspections shall occur monthly.
  • Personal Protective Equipment& Clothing:
    • Hard hats must be worn at all times in construction areas. ‘Cowboy’ style hard hats regardless of meeting ANSI standards, are not allowed nor is the wearing of baseball caps under hard hats.
    • Eye protection must meet ANSI Z87 requirements and must be worn at all times.
    • Prescription glasses must meet the requirements of ANSI Z87 (most recent version), or be covered with over-the-glass safety glasses or face shield.
    • Shirts with sleeves, long pants, and substantial soled work shoes or boots are required at all times.
    • No personal or community radios allowed on site.
    • Reflective vest meeting ANSI standards are required for all personnel exposed to equipment during site work, excavation, and crane lift phases of the project.
    • The following types of gloves are required: 1) when using any type of hand held cutting grinder 2 gloves must be worn; a Kevlar liner with a ‘chain’ cut resistant glove on the non-trigger hand and a full leather glove on the ‘trigger’ or engager hand. 2)when stripping electrical wire too large for wire strippers; a Kevlar rubber ‘sure grip’ style of glove shall be worn while using a knife to skin wire. 3) When handling sheet metal with unrolled edges, a Kevlar coated ‘sure grip’ style of glove shall be worn.
  • Pre-Cast:
    • A Preconstruction meeting is required between Gilbane Tarlton Joint Venture, Fabricator, and Erector.
    • Written erection plan must be submitted to Gilbane Tarlton Joint Venture
    • Any modifications to approved erection plan must be approved by a company officer.
  • Public Protection:
    • Projects must be enclosed by a temporary 6-foot fence.
    • Visitors must sign a hold-harmless agreement before touring the site.
  • Required Meetings:
    • Pre-Construction meetings
    • Principal’s meetings
    • Contractors must perform weekly toolbox safety meetings for all employees under their supervision once per week. Minutes of tool box talks are to be maintained and a copy of each talk is to be given to Gilbane Tarlton Joint Venture before end-of-shift the on the day it’s given.
    • Meetings must be scheduled before major Lock Out/Tag Out events.
  • Scaffolds and Lifts:
    • Proof of competent person training is required.
    • Baker scaffolding – fall protection (including outriggers and guardrails) is required when the working surface is 4 feet above the floor.
    • Scaffolds shall be inspected daily by the contractor’s competent person. Tags attached to the leg of the scaffold with bear the inspection date, time and inspector’s signature.
    • Scaffold X-bracing shall not be used as a guardrail.
    • Ladder jack scaffolds are not permitted on Gilbane Tarlton Joint Venture jobs.
    • Dressed lumber is not permitted as scaffold planks.
    • All individuals who are in scissor lifts shall wear a full body harness and be tied off by a lanyard to a manufacturer’s approved anchorage point within the scissor lift.
    • Stilts shall not be used unless working surface is free from potentially hazardous conditions as outlined in the safety plan.
    • A mast climbing elevating work platform that may be adjustable by manual or powered means must meet the requirements of ANSI Standard ANSI/SIA A92.9-1993, American National Standard for Mast-Climbing Work Platforms.
  • Site Safety Representatives:
    • Each contractor with a workforce of less than 20 workers must provide an OSHA 30hr-trained part time on-site safety representative who meets the requirements of the competent person standard for the type of work their company is performing who can stop unsafe work, take immediate action to eliminate unsafe acts/conditions and investigate accidents.
    • Each contractor with a workforce of more than 20 workers must provide a full time OSHA 30hr-trained site-safety representative who meets the requirements of the competent person standard for the type of work their company is performing who can stop unsafe work, take immediate action to eliminate unsafe acts/conditions and investigate accidents.
  • Site Inspections:
    • Are to be conducted and documented at least weekly by Gilbane Tarlton Joint Venture supervision. Contractors should document inspections on the Site Audit Checklist or approved Contractor's form and submit to Gilbane Tarlton Joint Venture.
    • Contractor must have PROCEDURES, PERMITS, PLANS or PROGRAMS for:
      • PERMITS are required for Confined space entry (in accordance with OSHA 29 CFR 1910.146).
      • PERMITS are required for Crane lifts when:
        • Critical Lift (defined as when lifting a load where the weights are at or over 75% of the rated capacity of the crane and rigging as determined by the manufacturer);
        • Multi-Crane Lift;
        • 25 Tons or greater Lift;
        • Any application that deviates from the manufacturers recommendations only if the manufacturer approves;
        • When special or unique hazards are under or adjacent to the load at any time during the lift;
        • When Gilbane Tarlton Joint Venture determines such a procedure is necessary.
      • HAZARD ANALYSIS shall be created prior to and strictly followed for all work activities and reviewed on a daily basis.
      • PERMITS are required for hot work along with a dedicated fire watch on a daily basis.
      • PERMISSION OF GILBANE TARLTON JOINT VENTURE IS required for off-hours work.
      • PERMISSION OF GILBANE TARLTON JOINT VENTURE IS required for guardrail work.
      • PERMITS are required for excavations.
      • A Fall Protection PLAN is required when there is fall exposure of greater than 6’.
      • A written Erection PLAN is required for pre-cast concrete.
      • Silica Protection PROGRAM is required with exposure to silica.
      • Hazard Communication PROGRAM (MSDS for each chemical on site must be submitted to Gilbane Tarlton Joint Venture before the chemical is used. HAZCOM programs must be submitted to Gilbane Tarlton Joint Venture from each contractor.) Only the chemicals on site not the entire book.
  • Specific Site Safety Plans:
    • Contractors must develop and submit a Site Specific Safety Plan before mobilization using information obtained from pre-construction meetings and site orientations, and will require sub-tier contractors to submit to the same requirements.
  • Steel Erection:
    • An erection plan will be prepared by the Steel Erector’s Qualified Person and reviewed with the Gilbane Tarlton Joint Venture Project Safety Manager and Gilbane Tarlton Joint Venture Project Superintendent prior to start of work. Refer to OSHA 1926, Subpart R, Appendix A.
    • A tag line shall be used to control all loads.
    • Crane personnel platforms will not be used for any purpose without the written approval of Gilbane Tarlton Joint Venture.
    • Christmas treeing (multiple lifts) is not allowed, unless exception approved by Gilbane Tarlton Joint Venture Project Safety Manager.
    • Perimeter cables must be constructed of NEW 3/8-inch diameter wire.
    • If the perimeter cables shall serve as an anchorage for a personal fall arrest system a minimum of three (3) wire rope clips shall be used at all connections. PE stamped specifications are also needed.
    • Turnbuckles will be installed at suitable intervals to maintain the tightness of the wire rope but in no instance less than one per perimeter side.
  • Third Party Inspections:
    • Contractors are advised that the Project may be inspected from time to time by authorized third parties. Upon their proper identification and clearance through security, they are entitled to access and courteous consideration. Gilbane Tarlton Joint Venture must be made aware of their presence upon arrival, and in any case as soon as possible, of the purpose and results of such visits which relate to safety.
    • Each Contractor is required to notify Gilbane Tarlton Joint Venture in writing prior to starting work if they, by their Company policy, they will require a warrant for OSHA to inspect their work. Gilbane Tarlton Joint Venture does not require a warrant.
  • Training and Records:
    • All employees must be trained and records of training must be kept.
  • Welding:
    • Cylinders containing oxygen or acetylene or other fuel gas shall be stored in designated areas outside the structure as approved by Gilbane Tarlton Joint Venture.
