Partnership Overview: The Partnership between OSHA, Kansas Contractors Association and the Associated General Contractors of Kansas encourages participants to develop and/or enhance their safety and health management program. The Partnership also focuses on the four major construction hazards: falls, electrocution, caught between/struck by, and trenching and excavation. The some of the goals are to increase the number of construction companies that implement effective safety and health management programs as well as develop criteria for a model contractor safety and health management program.
Partnership Goals:
- Increase the number of construction companies that implement effective safety and health programs.
- Reduce the number and severity of injuries, illnesses and fatalities affecting participating contractor members from: Falls, electrocutions, caught-between and struck by injuries,
- Increase in number of participants in the partnership
Results: Results from the Partnership's 2010 annual evaluation include: Partnership participants conducting 587 safety and health training sessions consisting of over 7,250 hours to 908 workers, managers, and supervisors. Emphasis was placed on offering 10 and 30 Hour OSHA Courses, Concrete Forming, Radiation Safety, Hazardous Materials and Waste Management Regulations Training, Crane Safety Training, Competent Excavation and Fall Protection Training (e.g., initial and review), Confined Space, Work-Zone training (including flagger training), First Aid/CPR, and a variety of other industry-specific training. The Partnership participants achieved an aggregated Total Case Incident Rate (TCIR) that was 58 percent below the 2009 Bureau of Labor Statistics' (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 47 percent below the national average for the construction industry.
In 2011, the Partnership offered 500 safety trainings and over 10,000 training hours to 699 workers and 171 managers and supervisors. The Partnership participants performed over 7400 self inspections and corrected/abated 1501 hazards. This includes observations by employees on a daily basis, as well as committees and directors inspections. As of October 14, 2011, the participant's TCIR 4.97 is 25 percent above the 2010 BLS national average and the DART of 1.91 is 8.9 percent below the 2010 BLS national average for the construction industry.

Partnership Overview:
The purpose of this Partnership is to develop a St. Louis construction industry/labor/government collaboration that will encourage contractors in the city to improve their safety and health performance, assist them in their efforts, and recognize contractors with exemplary safety and health management systems. Five organizations around the St. Louis area have signed up for this effort. Ultimately, the Partnership will focus on the four most common hazards in the construction industry: falls, electrocutions, caught-between and struck-by injuries, and crushed-by-trenching and excavation operations.
Partnership Results: Results from the OSP's 2011 annual evaluation include: OSP participants offering 565 safety and health training sessions consisting of over 26,000 hours of training to 3,076 workers, managers, and supervisors. The OSP focused on prevention of soft tissue injuries, entry into confine spaces, and OSHA's 10-Hour course. The OSP participants achieved an aggregated Total Case Incident Rate (TCIR) that was 63 percent and a Days Away, Restricted, and Transferred (DART) rate 67 percent below the national average for the construction industry. |

Partnership Overview:
A goal of this residential construction industry partnership between the Home Builders Association of St. Louis and Eastern Missouri and the Carpenters' District Council of Greater St. Louis and Vicinity (CDC) is to offer incentives to members and employers in the greater St. Louis area to protect workers. All members and employers who participate in the program will be expected to make residential construction safety and health core elements of all phases of construction.
The St. Louis HBA, OSHA and the CDC are committed to working together to make sure that every member of the Association engaged in residential construction is provided educational opportunities and made aware of available safety materials and resources to assist them in their efforts to ensure the safety of their workers. |

Partnership Overview: The Wichita Area Office of the Occupational Safety and Health Administration (OSHA); the Kansas On-Site Consultation program; Balfour-Walton; the Builders' Association and project subcontractors recognize the need for a safe and healthy jobsite. The goal of this partnership agreement is to help ensure that the Irwin Army Community Hospital Replacement Project will provide a safe work environment for all employees.
The Irwin Army Community Hospital Replacement consists of a four story hospital, five story medical clinic and central energy plant. The total square footage of the project is 550,659 with a scheduled completion date of August 2013.
This partnership is designed to not only address hazards within the construction industry, but also to promote and recognize those jobsites that have a demonstrated and effective safety and health program.
Partnership Goals:
Some of the goals of the partnership include:
- Achieve a reduction of accidents, injuries and illnesses on the project; zero fatalities
- Develop a contractor/government partnership that will encourage involvement of the owner, construction manager and subcontractors in the improvement of safety and health performance
- Implement innovative strategies to eliminate serious accidents, including the four primary construction hazards (falls, struck-by, caught in, and electrical)
- Provide for worker involvement
Partnership Results:
Information from the OSP's first annual evaluation report revealed that after one year, there are 56 members participating in this OSP, covering a total of 340 workers. During the reporting period, 398 workers and supervisors received over 4,220 hours of training. Training topics included: First Aid/CPR and AED, Excavation, Fall Protection, OSHA 10-Hour Class, Concrete Form Training, Hazardous Materials Waste Regulations Training, Certified Crane Operators Training, Crane and Rigging, and Fork Lift Operation.
Fifty participants provided Safety and Health Management Programs when they entered into the OSP and 5 participants implemented or improved their Safety and Health Management programs utilizing OSHA's 1989 guidelines after entering into the Partnership.
Under the management of Balfour-Walton, Joint Venture, 730 self-inspections were conducted with over 3,650 hazards identified and corrected/abated. In addition, the participants worked a total of 62,549 hours without experiencing an injury or illness.

Partnership Overview: The Kansas City Area Office of the Occupational Safety and Health Administration, JE Dunn Construction, The Builders' Association, project subcontractors and Missouri Onsite Safety and Health Consultation Program recognize the need for a safe and healthy jobsite. The goal of this partnership agreement is to help ensure that the Honeywell Plant Project will provide a safe work environment for all employees.
The project covers construction of a new manufacturing plant for Honeywell Federal Manufacturing and Technologies in Kansas City, Missouri. The construction project consists of approximately 1,540,000 square feet of office, manufacturing, and support facilities, a covered outdoor wareyard, a central plant, surface parking for a minimum of 2,200 vehicles, access roads, security perimeter, and landscaping on an approximately 185 acre site.
The anticipated completion date for the project is scheduled for January 2013.
Partnership Goals:
The overall goal for this Partnership Agreement is to realize, upon completion of the project, reduction of accidents, injuries and illnesses on the project.
The specific goals of this partnership include:
- Achieve a rate of accidents, injuries and illnesses on the project below the most current published BLS National Average for all of construction zero fatalities
- Develop a contractor/government partnership that will encourage involvement of the owner, construction manager and subcontractors in the improvement of safety and health performance
- Implement innovative strategies to eliminate serious accidents, including the four primary construction hazards (falls, struck-by, caught in, and electrical)
- Provide for worker involvement
Partnership Results: During the first year (October, 2010 - November, 2011) of the Partnership, 88 employers participated, impacting over 1,800 employees within the construction industry. JE Dunn worked on improving all participating subcontractors' safety and health management programs; 87 safety and health programs were improved and implemented.
OSHA and the OSP's participants offered numerous safety and health training sessions consisting of 3,063 hours to 1,818 workers. Topics of the safety and health training offered included: site specific orientation, crane inspection, rigging and signal person training, recordkeeping, NFPA 70E and the OSHA 10 instruction course. There were 201 self-inspections conducted during the year and many of the OSP participants reported plans to increase the number of self-inspections to weekly. The OSP participants achieved an aggregated Days Away, Restricted, and Transferred (DART) rate that was 74 percent below the 2010 Bureau of Labor Statistics' (BLS) national average for the construction industry.

Partnership Overview:
This OSHA Strategic Partnership (OSP) strives to provide safe and healthful work environments for workers in the construction industry by focusing the four major causes of injuries:
- Falls
- Electrocutions
- Caught-Between
- Struck–By
Partnership Goals:
The primary goal of the OSP is to reduce the injuries and illnesses aggregate three year rate below the Bureau of Labor Statistics (BLS) by 10 percent in the third year.
Partnership Results:
At the end of 2011, there were ten active employers in this OSP covering a total of almost 421 workers. In the past year, 468 workers and supervisors have received over 18,000 hours of training. The training reflected quarterly meetings held by OSHA with Mason Contractors Association and its members, Toolbox Talks and Weekly Jobsite training.
During 2011, the overall TCIR and DART rate for the ten partnering employers was 1.11 and 0.56 respectively, which is 77 percent and 85 percent below the 2010 BLS averages (4.9) and (3.6) for the masonry contractors industry.
During the second year of the OSP (2012), the OSP provided 13,754 of safety and health training to 285 workers and supervisors. There were 1,872 self-inspections conducted resulting in the identification and abatement/correction of 35 hazards. The OSP TCIR and DART rates continue to decline during 2012 with 9 employers their TCIR and DART was .63 and .32 respectively, which is 87 and 91 percent below the 2010 BLS average (4.9) and (3.6) for the masonry contractors industry.

Partnership Overview:
This OSHA Strategic Partnership (OSP) was formed to ensure a safe and healthful environment for workers during the construction of two (2) barracks at Fort Leonard Wood, Missouri. The apartment style barracks facilities for single soldiers who are recuperating from injuries sustained during their service. These three-story L-shaped barracks are part of a larger Warrior Transition Complex which will include administrative facilities and a Soldier Family Assistance Center. The barracks will include 24 handicap accessible apartments and will accommodate 240 soldiers.

Partnership Overview:
To facilitate the goal of reducing occupational-related fatalities and serious injuries, the Wichita Area Office of the Occupational Safety and Health Administration (OSHA) and McCarthy Building Companies, Inc. at Mars Chocolate North America - Project Sweetness have agreed to enter into a cooperative partnership agreement which will effectively implement all facets of jobsite safety and achieve self-compliance through cooperative efforts from labor, management, and OSHA.
McCarthy Building Companies are constructing a new Mars Chocolate North America manufacturing facility in Topeka, Kansas. The 550,000 square foot facility will produce chocolate candy products. The project includes construction of facilities for production, office, warehouse and material storage, packaging, central utilities, rail unloading, guard house and water treatment. Over the course of the project McCarthy Building Companies, Inc. anticipate that more than 1,000 trades people will work on the site.

Partnership Overview:
The Builders’ Association and the Occupational Safety and Health Administration of the United States Department of Labor (OSHA), mutually recognize the significance of promoting safe
and healthful work environment in the construction and general industries. To advance this mutual goal, the Build Safe Partnership Program (BSPP) has been established to formalize
a partnership between these entities committed to encouraging contractors to voluntarily improve their safety and health performance, providing methods to assist them in their
efforts, and recognizing employers with exemplary safety and health programs.
On September 11, 2001, the Builders’ Association and the OSHA Kansas City, Omaha, St. Louis and Wichita Area Offices entered into the BSPP Agreement. The BSPP Agreement was
subsequently renewed on April 9, 2004, and on April 26, 2007. On April 9, 2012, an agreement was signed by the parties to extend the 2007 agreement to December 31, 2012. The
extension enabled the parties to develop this new partnership.
This new partnership will cover the fabrication shops for participating employers, including, but not limited to, sheet metal workshops, pipefitters, plumbers, glaziers,
millwrights, ironworkers, and concrete products, as well as the employers’ construction worksites where parts or products are installed. The partnership program will be conducted
within the jurisdictional areas of the OSHA Kansas City and St. Louis, MO, Wichita, KS, and Omaha, NE, Area Offices.
Partnership Goals:
The overall goal of this partnership is to reduce the number of accidents, injuries, and illnesses, with zero fatalities, among participating employers by implementing effective
safety and health programs.
