Partnership Overview:
The Partnership between OSHA, Kansas Contractors Association and the Associated General Contractors of Kansas encourages participants to develop and/or enhance their safety and health management program. The Partnership also focuses on the four major construction hazards: falls, electrocution, caught between/struck by, and trenching and excavation. The some of the goals are to increase the number of construction companies that implement effective safety and health management programs as well as develop criteria for a model contractor safety and health management program.

Partnership Goals:

  • Increase the number of construction companies that implement effective safety and health programs.
  • Reduce the number and severity of injuries, illnesses and fatalities affecting participating contractor members from: Falls, electrocutions, caught-between and struck by injuries,
  • Increase in number of participants in the partnership

Results:
Results from the Partnership’s 2010 annual evaluation include: Partnership participants conducting 587 safety and health training sessions consisting of over 7,250 hours to 908 workers, managers, and supervisors. Emphasis was placed on offering 10 and 30 Hour OSHA Courses, Concrete Forming, Radiation Safety, Hazardous Materials and Waste Management Regulations Training, Crane Safety Training, Competent Excavation and Fall Protection Training (e.g., initial and review), Confined Space, Work-Zone training (including flagger training), First Aid/CPR, and a variety of other industry-specific training. The Partnership participants achieved an aggregated Total Case Incident Rate (TCIR) that was 58 percent below the 2009 Bureau of Labor Statistics’ (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 47 percent below the national average for the construction industry.

In 2011, the Partnership offered 500 safety trainings and over 10,000 training hours to 699 workers and 171 managers and supervisors. The Partnership participants performed over 7400 self inspections and corrected/abated 1501 hazards. This includes observations by employees on a daily basis, as well as committees and directors inspections. As of October 14, 2011, the participant’s TCIR 4.97 is 25 percent above the 2010 BLS national average and the DART of 1.91 is 8.9 percent below the 2010 BLS national average for the construction industry.

Partnership Overview:
The purpose of this Partnership is to develop a St. Louis construction industry/labor/government collaboration that will encourage contractors in the city to improve their safety and health performance, assist them in their efforts, and recognize contractors with exemplary safety and health management systems. Five organizations around the St. Louis area have signed up for this effort. Ultimately, the Partnership will focus on the four most common hazards in the construction industry: falls, electrocutions, caught-between and struck-by injuries, and crushed-by-trenching and excavation operations.

Partnership Results:
Results from the OSP's 2011 annual evaluation include: OSP participants offering 565 safety and health training sessions consisting of over 26,000 hours of training to 3,076 workers, managers, and supervisors. The OSP focused on prevention of soft tissue injuries, entry into confine spaces, and OSHA's 10-Hour course. The OSP participants achieved an aggregated Total Case Incident Rate (TCIR) that was 63 percent and a Days Away, Restricted, and Transferred (DART) rate 67 percent below the national average for the construction industry.

Partnership Overview:
The Build Safe Partnership Program (BSPP), after a successful 3-year renewal term, was renewed again for an additional 5 years in a ceremony held April 26, 2007. Signatories are The Builders' Association and OSHA's Kansas City Regional Office (Region VII), Kansas City Area Office, St. Louis Area Office Wichita Area Office, and Omaha Area Office. The Builders' Association, which is a chapter of the Associated General Contractors (AGC), represents union and non-union companies throughout Missouri and eastern Kansas, including some who operate in Nebraska.

The partnership, with 21 active participants at time of its second renewal, encourages contractors to voluntarily improve their safety and health performance by implementing effective safety and health management systems and effective safety and health training programs for management, supervisors, and employees. The goal of fatality, injury and illness reduction focuses on falls, struck-by, caught-in/between, and electrocutions at construction sites; and amputations, cuts, lacerations or punctures, lockout/tagout hazards, and machine guarding at the participants' fabrication shops.

Results:
The Days Away (DART) rate decreased 15.3% and the Total Recordable Injury Case Rate (TCIR) decreased 26.4% for the period 2003-2005 for the group of 22 contractors. In addition, the 2005 TCIR for the group was 32.5% below the BLS average rate for the construction industry. For calendar year 2005, there were no fatalities and only 52 lost-time accidents out of 12,539,883 manhours worked.

Partnership Overview:
The goal of this residential construction partnership between the Home Builders Association of Greater St. Louis and the St. Louis and Kansas City, MO Area Offices is to reduce the number and severity of injuries, illnesses and fatalities affecting participating contractors resulting from falls, struck-by, caught-in/between and electrocution hazards. It is also anticipated that there will be an increase in the number of participating members/employers who implement effective safety and health programs.

A key goal will be to help business develop safety and health programs that involve employers and workers in identifying and controlling hazards before they result in injuries. Under the terms of the partnership, contractors will put safety and health programs into action that require fall protection when employees perform work that is more than six feet above the lower level. The safety programs will enable workers and supervisors to recognize and abate safety and health hazards before work begins. Contractors must conduct regular job site inspections and train all workers on typical residential construction hazards.

Partnership Overview:
The goal of the Work Safe Partnership Program II (WSPPII) is to improve the safety and health record of Contractor members of the Sheet Metal and Air Conditioning Contractors' National Association's, Kansas City Chapter (SMACNA-KC). To accomplish this goal, a cooperative partnership has been established between the SMACNA-KC, labor, and government that will encourage SMACNA members and their employees to improve their safety and health performance.

The partnership will qualify, monitor, and assist them in their efforts, and will recognize members who demonstrate exemplary safety and health performance as "the best of the best" in worker safety in western Missouri and Kansas. The partnership is to be conducted within the jurisdictional area of both the Kansas City and Wichita OSHA Area Offices.

Partnership Goals:
Some of the goals of the partnership include:

  • Periodic analysis of accident statistics of the partnership participating members; analysis of insurance industry loss ratios; and feedback from the different groups.
  • Evaluation of the Injury/Illness Incidence rates of participants. The primary incident rates used for evaluating the performance of contractors participating in this partnership will be both the Fatality Incidence Rate (FIR) and Days Away Case Rate (DACR). Each participating member's injury/illness and employee work hour data will be provided to OSHA on an annual basis for use in OSHA's required internal evaluation.
  • OSHA will also compute the Days Away, Restricted and Transferred rate (DART) and the Total Case Injury and Illness Rates (TCIIR) as part of the annual evaluation, but will not be used as a primary partnership measure as they can be elevated due to the presence of aggressive early return to work programs and medical reporting programs, which are designed to lower the costs of injuries and illnesses for both workers and the partner companies.

Partnership Results:

Results from the Partnership’s first annual evaluation (2009-2010) include: Partnership participants offering 127 safety and health training sessions consisting of over 4700 hours to workers. Partnership participants offered Safety Supervisor’s (foreman) training and a comprehensive Health Hazard Refresher course. The Partnership’s participants had a Total Case Incident Rate (TCIR) that was 5 percent above the 2009 Bureau of Labor Statistics’ (BLS) national average and a Days Away, Restricted, and Transferred (DART) rate 37 percent below the national average for NAICS 23822 Industry.

Results from the Partnership’s second annual evaluation (2010-2011) include: OSP participants offering 70 safety and health training sessions consisting of over 3,000 hours to workers. Topics of the safety and health training included 10-Hour and 30-Hour OSHA instruction courses, rigging/signal qualified person training, aerial lift, confined space and First Aid/CPR. Seventeen participating contractors implemented or improved their safety and health programs. There were 42 self–inspections conducted during the year.

Partnership Overview:
The Wichita Area Office of the Occupational Safety and Health Administration (OSHA); the Kansas On-Site Consultation program; Balfour-Walton; the Builders' Association and project subcontractors recognize the need for a safe and healthy jobsite. The goal of this partnership agreement is to help ensure that the Irwin Army Community Hospital Replacement Project will provide a safe work environment for all employees.

The Irwin Army Community Hospital Replacement consists of a four story hospital, five story medical clinic and central energy plant. The total square footage of the project is 550,659 with a scheduled completion date of August 2013.

This partnership is designed to not only address hazards within the construction industry, but also to promote and recognize those jobsites that have a demonstrated and effective safety and health program.

Partnership Overview:
The St. Louis Area Office of the Occupational Safety and Health Administration, (OSHA), Clayco/Legacy Mo Bap 1, LLC, (Joint Venture) Murphy Company and Sachs Electric, project subcontractors, and labor organizations recognize the need for a safe and healthy jobsite and are entering into this partnership agreement to ensure the Missouri Baptist Medical Center will be a safe work environment for all employees. This partnership is designed not only to address the hazards within the construction industry, but also to promote and recognize jobsites that demonstrate an effective safety and health program.

The project will encompass the construction of a new eight level tower addition and a new four level parking garage at the BJC-Missouri Baptist Medical Center in Town and Country, Missouri. The project is expected to be complete by April 2014.

Partnership Goals:
The overarching goal for this partnership agreement is to promote effective safety management, training, job hazard recognition, hazard controls, self inspection practices, abatement efforts, accountability measures and cooperative attitudes among all partners resulting in the reduction/elimination of accidents, injuries and illnesses on the project.

The specific goals of this partnership include:

  • Achieve a reduction of accidents, injuries and illnesses on the project; zero fatalities
  • Develop a contractor/government partnership that will encourage involvement of the owner, construction manager and subcontractors in the improvement of safety and health performance
  • Implement innovative strategies to eliminate serious accidents, including the four primary construction hazards (falls, struck-by, caught in, and electrical)
  • Provide for worker/union representation involvement

Partnership Results:
Results from the OSP’s 2011 annual evaluation include OSP participants offering 446 safety and health training sessions consisting of over 16,400 hours to 1,289 workers, managers, and supervisors. Emphasis was placed on offering Site Specific Orientations, Rigging training, Scissor Lift training, Confined Space training, Excavation training, Public Protection training, Fall Protection training, Pre-Construction Safety and Coordination training, Lock Out/Tag Out training, Emergency Evacuation training, etc. The OSP participants performed 210 self-inspections resulting in the identification and abatement/correction of over 600 hazards. Also the OSP participants achieved a Total Case Incident Rate (TCIR) eight percent above the 2010 Bureau of Labor Statistics’ (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 100 percent below the national average for the construction industry.

Partnership Overview:
Fred Weber, Inc. and the project’s subcontractors recognize the need for a safe and healthy jobsite. The primary goal of this partnership agreement is to help ensure that the construction of Route 141 south of Ladue Boulevard to Olive Boulevard Project (Rte. 141 Project) provides a safe work environment for all workers. This Partnership is designed to not only address hazards within the construction industry, but also to promote and recognize those subcontractors that have implemented and demonstrated an effective safety and health program.

To improve the flow of traffic to the subdivisions and Parkway Central, Fred Weber, Inc., will construct a six-lane road east of the existing Route 141 with two through lanes in each direction along Route 141 between Ladue Road and I-64/Route 40. The project will include grading, paving, construction of bridges, and installation of sound walls. The project has started and is expected to be complete during the summer of 2012.

Partnership Goals:

  • Reduce accidents, illnesses, injuries and to have zero fatalities for the duration of the project
  • Increase participants training
  • Increase awareness of the four primary hazards within the construction industry: falls, struck-by, electrocution, and caught-in-between.

Partnership Results:
Results from the OSP’s 2011 annual evaluation include Partnership participants offering more than 100 safety and health training sessions consisting of over 522 hours to 125 workers, 11 managers and supervisors. Emphasis was placed on offering 10-Hour and 30-Hour OSHA instruction courses, competent excavation (e.g., initial and review), work-zone training (Including flagger training), First Aid/CPR, and a variety of other industry-specific training.

The Partnership participants achieved an aggregated Total Case Incident Rate (TCIR) that was 15 percent above the 2010 Bureau of Labor Statistics’ (BLS) national average); and a Days Away, Restricted, and Transferred (DART) rate 45 percent above the national average for this industry.

Partnership Overview:
The Kansas City Area Office of the Occupational Safety and Health Administration, JE Dunn Construction, The Builders' Association, project subcontractors and Missouri Onsite Safety and Health Consultation Program recognize the need for a safe and healthy jobsite. The goal of this partnership agreement is to help ensure that the Honeywell Plant Project will provide a safe work environment for all employees.

The project covers construction of a new manufacturing plant for Honeywell Federal Manufacturing and Technologies in Kansas City, Missouri. The construction project consists of approximately 1,540,000 square feet of office, manufacturing, and support facilities, a covered outdoor wareyard, a central plant, surface parking for a minimum of 2,200 vehicles, access roads, security perimeter, and landscaping on an approximately 185 acre site.

The anticipated completion date for the project is scheduled for January 2013.

Partnership Goals:
The overall goal for this Partnership Agreement is to realize, upon completion of the project, reduction of accidents, injuries and illnesses on the project.

The specific goals of this partnership include:

  • Achieve a rate of accidents, injuries and illnesses on the project below the most current published BLS National Average for all of construction zero fatalities

Partnership Overview:
The masonry industry is one of the largest users of scaffolding. As a result this Partnership will focus on fall hazards; electrocutions; caught-between and struck-by injuries and trenching and excavation operation.

With the help of the participating Union, The Mason Contractors Association and OSHA, the masonry industry will focus on its own safety concerns and strive for a zero rate of accidents. This would allow OSHA to leverage their resources by allowing their personnel to focus on other industries in need of their assistance.

The Mason Contractors Association of St. Louis has had a partnership with the St. Louis Area Office since May 16, 2003 and renewing that partnership on March 1, 2007. From 2003 through the end of 2009, the Association has reduced its DART rate by 51 percent.

The overall goal of the partnership is to reduce the injuries/illnesses reported by 10 percent by the end of the third year.

Partnership Overview:
This OSHA Strategic Partnership (OSP) was formed to ensure a safe and healthful environment for workers during the construction of two (2) barracks at Fort Leonard Wood, Missouri. The apartment style barracks facilities for single soldiers who are recuperating from injuries sustained during their service. These three-story L-shaped barracks are part of a larger Warrior Transition Complex which will include administrative facilities and a Soldier Family Assistance Center. The barracks will include 24 handicap accessible apartments and will accommodate 240 soldiers.

Partnership Overview:
To facilitate the goal of reducing occupational-related fatalities and serious injuries, the Wichita Area Office of the Occupational Safety and Health Administration (OSHA) and McCarthy Building Companies, Inc. at Mars Chocolate North America - Project Sweetness have agreed to enter into a cooperative partnership agreement which will effectively implement all facets of jobsite safety and achieve self-compliance through cooperative efforts from labor, management, and OSHA.

McCarthy Building Companies are constructing a new Mars Chocolate North America manufacturing facility in Topeka, Kansas. The 550,000 square foot facility will produce chocolate candy products. The project includes construction of facilities for production, office, warehouse and material storage, packaging, central utilities, rail unloading, guard house and water treatment. Over the course of the project McCarthy Building Companies, Inc. anticipate that more than 1,000 trades people will work on the site.

The purpose for this Partnership is to help site preparation industry contractors focus on safety concerns and strive to eliminate workplace accidents. The partners will work to achieve this goal through the implementation of effective safety and health management systems, employee participation, job-site analysis, hazard prevention and control, and training. The Partnership will focus on site preparation industry hazards such as falls, electrocution, caught-between, struck by and trenching and excavation.

Partnership Goals:

The overarching goal of this partnership is to eliminate accidents. In addition, the partnership aims to reduce the injuries and illnesses reported by 10 percent below the established baseline by the end of the third year.
Some of the goals of the partnership include:

  • Reduce the injuries/illnesses reported to an aggregate rate that is below the most current BLS national average
  • Seek management commitment and employee participation in the Partnership
