Overview:
Associated Builders and Contractors, Inc., (ABC) and the Occupational Safety and Health Administration (OSHA) have entered into this Partnership to provide a safe and healthful work environment in the construction industry. Implementation of this agreement is expected to result in decreased injuries, illnesses, and fatalities for participant contractors with a resultant decrease in workers' compensation costs. ABC member construction companies will use the Safety Training and Evaluation Process, or "STEP" program, in evaluating their safety and health management system performance and their safety and health training programs. The primary goals are to: reduce by three percent annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety programs; decrease workers' compensation costs and OSHA penalties for contractor participants; and, allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Results:
At the end of 2005, the three-year total case rate was 2.7, a reduction from 2004's 3.4. This is more than 50% below the BLS rate of 6.3. Also, the three-year days away rate was 1.5, approximately 50% below the baseline rate of 3.4.

The average employer insurance modification rate for members in the Partnership in 1999 was 0.72. The average rate for the partners in 2000 was reduced to 0.70. The partners have maintained this average for 2001 and 2002. In 2004, this was reduced to .69 and has remained the same for 2005.

Overview:
Partnering Chatham County, Georgia nursing homes have established a goal of 10% reduction in illnesses and injuries. Nursing home administrators agreed to maintain an effective and comprehensive safety and health management system at their facilities and to train employees in hazard recognition specific to their industry.

Results:
The days away rate for the Partnership's 8 participating nursing homes was reduced from 7.6 in 2001 to 5.6 in 2002, a 27% reduction. This Partnership showed a positive impact in 2002, with 6 nursing homes experiencing a reduction in work-related injury and illness rates. OSHA Compliance Assistance Specialists have organized and held several outreach sessions with the Nursing Home Association of Georgia in which partnering and non-partnering nursing homes attended.

Overview:
The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Goals include annual reductions of three percent in injuries and illnesses, implementation of effective safety and health management systems at partner sites and training for managers, supervisors and employees.

Results:
Eight construction companies are currently participating in the Partnership. AGC has developed a program to assist member companies in developing better safety and health management systems. AGC has also provided safety and health training on falls, scaffolding, excavation and trenching and other safety related topics, including the OSHA-10 Hour Construction Safety and Health course. All of AGC's training classes are also offered in Spanish.

The AGC South Florida Chapter has held two safety and health fairs to promote the Partnership and allow workers to showcase new and innovative ideas on how to make their jobs safer. Additionally, this Partnership has strengthened the relationship between AGC members and the Fort Lauderdale OSHA Area Office. The Area Office has participated in several of the OSHA 10-hour Construction Safety and Health Courses given by AGC members in English and Spanish.

Overview:
This Partnership is focusing on safety and health hazards in the molten metal industry. Special emphasis is placed on reducing occupational exposure to silica, lead, and noise.

Results:
OSHA, along with Alabama Safe State Consultation, has conducted outreach sessions for employers and their labor groups. Four training sessions were held for the partners, including: guidelines for compliance with the lead standard and noise standard and recommendations for the controlling silica exposure; foundry ventilation and noise monitoring; respiratory protection; and, machine guarding. A web page was developed by Alabama Safe State Consultation so Partnership members can input data and obtain information.

This Partnership encompasses 35 employers and 4,853 employees, as well as 14 industry associations and 10 organized labor groups.

Overview:
The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Goals include annual reductions of three percent in injuries and illnesses, implementation of effective safety and health management systems at partner sites, and training of managers, supervisors and employees.

Results:
This Partnership has encouraged AGC members to develop safety and health management systems, and the AGC Georgia Branch offers resources to assist member construction companies in developing these systems. The AGC Georgia Branch has provided Partnership participants safety and health training on trenching and excavations, fall protection, steel protection, OSHA 10-hour, OSHA 30-hour, CPR, first aid, bloodborne pathogens, and scaffold safety. The branch also has two vans traveling throughout the state visiting members' jobsites to conduct tool box talks in both English and Spanish.

At the completion of the partnership, the partnership experienced a total case incident rate of 3.04 with almost 2 million hours worked. This is approximately 50% below the BLS National Average for 2004.

Overview:
This partnership was implemented as a means to improve safety and health practices, to increase the level of formal safety training, to enhance workplace safety and health programs, and to reduce injuries and illnesses. Specific partnerships goals include the 30 percent reduction in the total case incident rate (TCIR) for participating members; increase in the number of sites implementing formal safety and health programs; increase in the number of employees completing safety and health training and increase the number of workplace safety activities for companies that participate in the partnership by collecting and sharing safety and health related best practices with all participants.

Results:
In 2005, the partnership experienced a Total Case Incident Rate of 6.3, which is below both the baseline rate and the BLS National Average, 7.0 and 7.2 respectively. With this partnership, Georgia Institute of Technology developed a Chipout training program designed to help workers when they chip out hardened concrete from the interior of mixer drums on concrete trucks.

Overview:
The purpose of this partnership is the reduction of occupational injuries and illnesses and elimination of all fatalities during Mammoth Cave Electrical Renovation Project. Specific goals include reduction in the total number of injury/illness cases by 10% per year for duration of the project, identification and prevention of causal factors contributing to injuries and fatalities, resulting from the four primary causes of construction injuries: falls, struck-by and caught-in incidents, and electrocution, training for supervisors and crew leaders and employee involvement in the safety and health management system with activities such as site inspections, job hazard analysis, and mishap investigations.

Results:
The total case incident rate for the site experienced a large drop between 2003 (5.6) and 2005 (1.9), which represents a 65% drop. Due to this partnership, the management at Chappy Corporation recognized the need to have full management involvement and participation in their safety and health program. As a result, all employees have received formal OSHA training covering fall protection, ladder safety, electrical safety, power tools, hand tools, walking-working surfaces, lifting safety, and Radon safety.

This partnership focused on the elimination of hazardous conditions by establishing an effective and pro-active safety and health program. The primary objective of this agreement was the reduction of workplace injuries and illnesses and the elimination of fatalities. The goals employed to achieve these results included the development of a comprehensive safety and health program, increased hazard awareness and hazard recognition, as well as increased safety and health training.

Partnership Results:
The construction at the site has remained inactive for 2005. However, groundbreaking has commenced in April of 2006.

Partnership Overview:
On February 1, 2005, the AGC Florida East Coast Chapter along with the Fort Lauderdale and Tampa Area OSHA Offices entered into the Construction Health and Safety Excellence (CHASE) Partnership Agreement. This renewal agreement also included the Jacksonville Area OSHA Office. This Partnership established a multi-step program to provide guidance for contractors to provide and develop excellent safety and health management systems for their employees.

Partnership Goals:
The goals of the (AGC) East Florida Chapter, Construction Health and Safety Excellence III Partnership agreement included:

  • Annual reduction of 3% the number of lost workdays, restricted workdays and transfers due to injuries and illnesses affecting participant employers, with an emphasis on reducing injuries resulting from those hazards which include the four leading causes of death on construction sites; falls, struck-by, caught in/between and electrocutions
  • Increase the number of contractors and specialty contractors who implement effective safety and health management programs
  • Increase the number of management, supervisors and employees provided effective safety and health training
  • Expand awareness of the value of an effective safety and health management program system and increased hazard awareness

Partnership Objectives:
To expand the Occupational Safety and Health Administration's (OSHA's) reach into the construction arena, by enabling OSHA and the Associated General Contractors of America (AGC) to mutually recognize the importance of providing a safe and healthful work environment in the construction industry.

Partnership Overview:
This partnership was designed to specifically target the prevailing worker exposures to hazards in the automotive industry, such as unguarded machinery, hazardous chemicals, as well as effective control and isolation of stored energy. Improvements in these target areas was accomplished through demonstrated leadership and the development and implementation of effective health and safety management systems at partner worksites.

The primary goal of this partnership was to establish a workplace where recognized industry hazards are minimized and controlled through the creation of a pro-active health and safety culture and a cooperative relationship that optimizes the resources of all members. Specific strategies towards achieving the primary goal, included development and implementation of effective hazard assessments and job safety analyses for all facilities, equipment, and processes and reduction in the Total Case Incident Rate for HMMA and its Tier-One suppliers participating in the agreement by 10% per year.

Partnership Results:
During the evaluation period of January 1, 2007 - December 31, 2007, 6,923 employees received 32,757 hours of training. 19 SHMS were enhanced and reductions in Total Case Injury Rate and Days Away from Work Restricted and Transferred Activity declined from 21.6 and 12.8 in 2006, to 8.7 and 5.0 in 2007 respectively. 24% and 23% respectively below the 2006 BLS average for automotive manufacturing industry.

Overview:
OSHA, Georgia Tech and Atlantic Skanska have agreed to work cooperatively through this OSHA Strategic Partnership agreement, during the Rome WPCP - Improvements Project to increase the number of employers in the construction industry with effective safety and health management systems, reduce injuries and illnesses, eliminate fatalities, and increase the number of construction employees with OSHA 10 and 30-hour safety and health training. Specific partnership goals include reducing the total number of injury and illness cases by 10% per year for the duration of the partnership and identification and elimination of causal factors contributing to injuries and fatalities, especially those resulting from the four primary causes of construction injuries: falls, struck-by and caught-in incidents, and electrocution.

Results:
In 2006, 343 employees and 11 supervisors were trained through a variety of courses such as the OSHA 10 and 30 Hours Safety Classes, Certified Crane Operator Training, and Incident Prevention Program. In 2005, the TCIR and DART rates both were 2.57 and in 2006, the partnership achieved zero TCIR and DART rates.

Partnership Overview:
OSHA, Georgia Tech, and Holder-Manhattan-Moody-Hunt, Joint Venture have established a partnership to provide a safe and healthful work environment for employees in the constructing of a 1.2 million square foot airport terminal. The common objectives and goals of this partnership were: to increase the number of employers in the construction industry with effective safety and health programs; identify and prevent causal factors contributing to injuries and fatalities, especially those resulting from the four primary causes of construction injuries: falls, struck-by and caught-in incidents, and electrocution; reduce injuries and illnesses by 10% per year; increase the number of construction workers onsite completing the OSHA 10 and 30-hour course by 50 percent within 12-months of partnership implementation.

Partnership Results:
Due to delays in the implementation of the construction project (the project was dormant until October 2008), the partners decided to use the 2009 site injury and illnesses rates as the baseline for measuring the successes of the partnership.

Results from the 2009 annual evaluation included: conducting 13 safety and health training sessions to 60 employees, managers, and supervisors who received 185 hours of training. The Partnership participants achieved a total case incident rate (TCIR) of 2.08 and a Days Away, Restricted and Transferred (DART) rate of 1.21, which are 53 percent and 45 percent respectively below the 2008 Bureau of Labor Statistics' (BLS) national average for the nonresidential building construction industry.

In December 2010, the Partnership participants submitted their second annual evaluation. The evaluation showed that the participants conducted 19 safety training sessions consisting of 101 training hours to 382 workers and supervisors. Training topics were: OSHA's 10-Hour and 30-Hour courses, Arc Flash, Ladder Safety Fall Protection and CPR/AED and First Aid.

During 2010, the Partnership exceeded its goal of reducing their Injury and Illness rate by 10 percent. The Partnership achieved a total case incident rate (TCIR) of 1.62 and a Days Away Restricted and Transferred (DART) rate of 0.85, which are 19 percent and 29 percent respectively below their 2009 site injury and illnesses rates.

During the calendar year of 2011, a total of 43,960 observations/inspections were made at the worksite, including 705 worksite self-inspections. During the self-inspections, 1,402 hazardous conditions were identified. All of the hazardous conditions were corrected immediately by the general contractor and/or the appropriate subcontractor. These hazardous conditions were focused on the following: fall protection, hole covers, electrical cords, fire protection, seatbelts on motorize, excavation protection, PPE and slips trips and falls.

Further the Partnership achieved its goal of reducing its Injury and Illness rate by 10 percent. The 2011 TCIR and DART rate of 1.60 & 1.43 are 20 percent and 19 percent respectively below their 2009 site injury and illnesses rates and the OSP three year TCIR and DART rate is 1.76 and 1.14 which are 39 percent and 13 percent respectively below the 2010 BLS National Average for the nonresidential building construction industry.

Overview:
This partnering agreement was developed jointly by Occupational Safety and Health Administration (OSHA), the Georgia Institute of Technology Onsite Safety and Health Consultation Program (Georgia Tech) and CDI Contractors, LLC (CDI). The common objective and goals of the agreement are to reduce injuries and illnesses, increasing safety and health training, sharing of best work practices, increasing the number employers with safety and health management systems, and compliance with applicable OSHA standards and regulations.

To facilitate the goal of reducing occupational related fatalities and serious injuries within the construction industry OSHA, Georgia Tech and CDI, will implement an agreement under the OSHA Strategic Partnership Program (OSPP). This agreement will address the prevention of the workplace injuries, illnesses and fatalities, as well as the development and implementation of effective safety and health management systems.

This agreement will cover the Village at Riverwatch Open Air Lifestyle Center Mall Project in Augusta, Georgia. The project will consist of 11 buildings, including 2 large retail anchor stores on 127 acres. A different general contractor, who is not participating in this agreement, will construct the Belks anchor store. Additionally, tenant-finish contractors will not fall under this partnership (unless otherwise specified). Building construction will start in October 2006 with the grand opening of Mall scheduled for March 2008.

By focusing its efforts and utilizing the skills, knowledge and resources of OSHA, CDI and Georgia Tech expect to reduce exposure to hazards and thereby decrease the possibility of serious injuries and fatalities at the Village at Riverwatch Construction Project.

This agreement covered the Georgia State University Science Park Project in Atlanta, Georgia. Overview:
The common objective and goals of this partnership are to reduce injuries and illnesses, increasing safety and health training, sharing of best work practices, increasing employers with safety and health management systems, and compliance with applicable OSHA standards and regulations. This agreement will address the prevention of the workplace injuries, illnesses and fatalities, as well as the development and implementation of effective safety and health management systems.

This agreement will cover the White-Spunner Construction Corporate Office Project in Mobile, Alabama. The project will consist of their corporate office that will be a 2 story 40,000sq ft office building. Building Construction will start in August 2007 with a finishing date scheduled for August 2008. White-Spunner Construction expects to reduce exposure to hazards, serious injuries and fatalities by focusing its efforts and the combined resources of OSHA, Safe State and the Alabama AGC.

Results:
At the conclusion of the partnership 15 subcontractors and approximately 250 employees was covered by this partnership. 13 of the 15 subcontractors implemented effective safety and health management systems. Over 300 hours of training was provided to the employees.

The total case incident rate (TCIR) and days away from work, restricted work activity, and job transfer ((DART) rate during the seven months of the construction at White-Spunner Corporate site was 1.8 and 0. respectively. This is more than 60% and 100% below the 2007 BLS National Average which is 4.5 and 2.1.

Pursuing efforts to eliminate serious hazards and achieve a high level of worker safety and health, OSHA; the Haskell Company, and University of South Florida Consultation Program developed a Partnership agreement. The goals of this Partnership included: encouraging local constructors and subcontractors involved in this project to improve their safety and health performance; implementing strategies to eliminate serious accidents, including construction industry-related hazards such as falls from elevation; electrical; struck-by; trenching and excavation; and providing employee safety and health training.

This partnership agreement covered the construction of the University of North Florida (UNF) Student Housing Project. The project involved construction of four residential towers, which will have 1,000 beds. The residential towers were constructed using full height tilt-up concrete panels, with hollow core and D-beams.

Overview:
This partnership agreement was developed jointly by Mc Shane Construction Corporation; the Savannah Area Office of the Occupational Safety and Health Administration (OSHA) and Georgia Institute of Technology - Safety, Health and Environmental Division. The common objectives and goals of the agreement are to provide a safe and healthful work environment for employees engaged in construction activities on the Springs at Effingham Construction Project.

Goals of the partnership include: The overall goal of the partnership is to create a working relationship that will focus efforts on preventing work related fatalities, controlling or eliminating serious workplace hazards and injuries. In addition, the partnership will pursue efforts to reduce the number of work-related injury and illness cases by 10% quarterly for the duration of the project, using the first quarter of the project as the site's baseline. The partnership will focus in particular in construction industry hazards such as falls; electrocution; struck-by; caught in/caught between; silica; cranes; noise and trenching and excavation.

This partnership will involve the construction of a new 22 building, 2-story apartment complex which will be approximately 9,600 square feet per floor with 16 apartment units, per building. There will also be a clubhouse built, which will be a single story and approximately 4,400 square feet with a pool.

Results:
During the evaluation period of July 12, 2008 - April 1, 2009, this partnership impacted 41 subcontractors and 200 employees. Eight training sessions were conducted by Mc Shane Construction Corporation and OSHA with a total of 200 employees and 12 supervisors attending these training. Training sessions included; fall protection, scaffolding, Trenching, confined space entry, fall arrest systems, proper use of ladders, Proper use of protective equipment, Electrical safety and Erection of scaffolds. Also during the evaluation period 300 self inspections were performed and 450 hazards were identified and abated. The site Total Case Injury Rate declined from 2.1 to 2.0, but the Days Away from Work Restricted and Transferred Activity increased from 0 to 0.5. 61 percent and 81 percent respectively below the 2006 BLS average for the nonresidential building construction industry.

This partnership will involve the construction of a new Academic Building by Holder Construction Company on the campus of Savannah State University, in Savannah, Georgia. The common objectives and goals of the agreement are to provide a safe and healthful work environment for employees engaged in construction activities at the Savannah State University Construction Project and is expect to reduce the number of work-related injury and illness cases by 10% quarterly for the duration of the project.

Results:
During the evaluation period of August 12, 2008 - April 1, 2009, this partnership impacted 27 subcontractors and 375 employees. Twelve training sessions were conducted by Holder Construction, Sub contractors and OSHA with a total of 200 employees and 12 supervisors attending these training. Training sessions included; fall protection, scaffolding, Trenching, confined space entry, fall arrest systems, proper use of ladders, Proper use of protective equipment, Electrical safety and Erection of scaffolds. Also during the evaluation period 300 self inspections were performed and 450 hazards were identified and abated. Holder Construction and the site's sub-contractors maintained an incident free workforce for the duration of this project. The 2007 BLS incident rate is 4.7 and 2.3 respectively for the construction of building industry.

Overview:
Georgia Institute of Technology and Barton Marlow and their subcontractors performing work at the Gwinnett Braves Stadium are partnering with OSHA to reduce injuries and illnesses, as well as eliminate fatalities. The short-term project, which is the construction of a ballpark for the Atlanta Braves' triple-A farm club, is scheduled for completion in spring of 2009. The site location is approximately 62 acres. The partnership will focus on increasing the number of employers in the construction industry that have effective safety and health management systems and incident-prevention programs. Emphasis will be on construction industry safety and health principles and practices, as well as communication of safety and health information to employees of contractors working on the site.

Results:
The project was concluded in early April of 2009; due to the drop-dead dead-line of April 17, 2009 date of the season opening game. During the four months of construction at Barton Marlow site 1,523 employees went trough the mandatory jobsite orientation that were conducted twice a week for thirty six weeks. Topic covered during the orientations included; Jobsite rules and regulations, safety requirements, accident response plan, employer responsibilities, employee's responsibilities and disciplinary action.

The total case incident rate (TCIR) and days away from work, restricted work activity, and job transfer ((DART) rate during the four months of the construction at the Gwinnett Braves Stadium site was 2.3 and .76 respectively. This is more than 57% and 70% below the 2006 BLS National Average, which is 5.4 and 2.7 and the baseline that the partnership used.

Partnership Overview:
In May of 2004, OSHA signed a partnership for safety with Brasfield & Gorrie and the Georgia Tech Consultative Service for the Georgia Aquarium project. The 440,000 square foot aquarium is located on the Coco Cola complex in downtown Atlanta. The aquarium will feature more than five million gallons of marine and fresh water and more than 100, 000 animals representing 500 different species. As an ongoing effort to improve the health and safety of workers through cooperative partnerships, OSHA again signed a Strategic Partnership with Brasfield & Gorrie and the Georgia Technical Research Institute for the Georgia Aquarium Dolphin Expansion Project on August 11, 2009. The project aims to improve the overall special events and guest experiences through expansion of the facility with the addition of a 6th gallery which will consist of the newly constructed Dolphin tank.

The objectives and goals of this OSHA Strategic Partnership (OSP) were to reduce injuries and illnesses, increase safety and health training; share best work practices and increase the number of employers with safety and health management systems.

Partnership Overview:
The Westin Peachtree Plaza Hotel is a skyscraper and hotel in downtown Atlanta, Georgia, on Peachtree Street. The facility is 723 feet tall, and 188 feet in diameter and reaches 73 stories above ground level. The Westin is the second tallest hotel in the Western Hemisphere. In March of 2008, the Westin sustained moderate damage with over 500 windows broken when a tornado tore through downtown Atlanta. The Westin Peachtree Plaza Window Replacement Project consisted of replacing all 6,350 windows in the hotel. Skanska Building USA led the replacement and worked with other subcontractors to complete the project.

OSHA and Georgia Tech's On-site Consultation Service formed a partnership with Skanska Building USA in Atlanta to ensure the highest level of safety and health during the replacement project.

The partnership focused on increasing the number of construction companies with effective safety and health management systems and incident-prevention programs. The partnership worked to provide workers with effective safety and health training. The partnership agreement requires participating employers to train non-English speaking employees in workplace safety and health.

Partnership Overview:
To facilitate the goal of reducing occupational related fatalities and serious injuries while constructing a $3.7 billion carbon and stainless steel processing facility, OSHA, Safe State, ThyssenKrupp Steel and Stainless USA and MACTEC signed a Strategic Partnership on May 7, 2010. The Partnership addressed the prevention of the workplace injuries, illnesses and fatalities, as well as the development and implementation of effective safety and health management programs. ThyssenKrupp engaged MACTEC to oversee construction site wide safety management. MACTEC  worked with and required contractors to implement and monitor safe construction practices; provide all contractors' employees with site-specific safety training; ensure compliance and strict observance of all applicable federal, state and local safety rules and regulations; conduct frequent inspections at the construction site; identify, analyze, communicate and correct hazards as well as exposure to hazards, serious injuries and fatalities by focusing its efforts and the combined resources of OSHA and Safe State.

Partnership Goals:
The goals of the ThyssenKrupp Steel Partnership agreement included:

  • Reduce the Total Case Injury Rate (TCIR) and the Days Away Restricted or Transfer (DART) Rate by 10 percent, compared to the 2008 Bureau of Labor Statistics (BLS) rates for the industry
  • Improve safety and health at the worksite by ensuring that best practices are shared with all contractors
  • Increase the number of employees, employers and supervisors that are provided effective safety and health training
  • Increase the number of construction companies with safety and health management programs

Partnership Objectives:
The objectives of the agreement were to reduce injuries and illnesses, increase safety and health training, share best work practices, increase employers with safety and health management programs, and comply with applicable OSHA standards and regulations.

Partnership Results:
Results from the first annual evaluation included 3,733 hours of safety and health training provided to 848 workers and supervisors/managers. The training provided by ThyssenKrupp included OSHA 30-Hour and 10-Hour safety and health training for the construction industry and the proper use personal protective equipment.

The overall Total Case Incident Rate (TCIR) and Days Away from Work Restricted and Transferred Rate (DART) during this evaluation period was 1.6 and .80, which is 42 percent and 39 percent respectively below 2010 BLS National Average for Nonresidential Building Industry, exceeding one of the OSP's goals of reducing the TCIR and DART rates by 10 percent below the BLS National Average.

By combining its efforts, skills, knowledge and resources OSHA, Brasfield & Gorrie and Georgia Tech expect to reduce exposure to hazards and thereby decrease the possibility of serious injuries and fatalities at the Phoebe Sumter County Hospital Construction Project. The hospital construction included a Women's and Family Health Building, a Surgery and Oncology Center, and a Wellness and Education Center.

G. Gaston (Joint Venture) recognized the need for a safe and healthy jobsite. The primary objective and goals of this partnership were: reduce injuries and illnesses by increasing safety and health training; sharing of best work practices; and increasing the number of employers with safety and health management systems.

The partnership covered the construction of the Birmingham-Jefferson Convention Complex Marketplace. At the time of the signing, the project consisted of approximately 46,014 square feet for retail and restaurant space, as well as 26,205 square feet of terrace/public area. Additional construction features included a total of four buildings (three are connected by a second level retail space and roof top terrace); structural steel, glass storefront; brick veneer exterior; a concrete slab foundation; as well as composite wood panels and a pre-cast concrete cap.
