Region I Braintree, MA and Providence, RI Area Offices signed an Area Alliance with the US Coast
Guard Marine Safety Office in Providence, RI. The agreement focuses on training US Coast Guard
Marine Safety Office personnel on OSHA’s safety and health information pertaining to boatyards,
shipyards, stevedoring and marine crane safety.
Products: Both US Coast Guard and OSHA staff have crossed trained each other on inspecting
boatyards.
Region IV and Region VI Baton Rouge, LA and Jackson, MS Area Offices, Northrop Grumman Ship System
Ingalls, Gulfport, and Avondale Operations’; Pascagoula Metal Trades Council, AFL-CIO; the New
Orleans Metal Trades Council, AFL-CIO; and the International Brotherhood of Electrical Workers,
Local 733 signed Area Alliances. The Alliances focus on effective safety and health training to
labor and management representatives on such maritime issues as electrical hazards, fall
protection, and crane safety. In addition, Northrop Grumman will develop and deliver 8-hour
workplace safety and health training to all employees, which includes training on VPP, PPE and
accident investigation annually.
Region IX and the Ship Repair Association of Hawaii, along with several other organizations signed
a Regional Alliance with the Hawaii Occupational Safety & Health Division, Educational Institutions
and the Primary Business, Safety & Health, and Government Organizations in Hawaii. The Alliance
focuses on assessing the training and education needs of the occupational safety and health
community of Hawaii.
Region X and SCA signed a Regional Alliance. The agreement encourages the development of programs
to improve shipyard safety and health. This includes providing OSHA with a model shipyard
lockout/tagout program that the Agency can incorporate as an industry recommendation for the
Shipyard Employment eTool.
Products: On July 7, 2003, with assistance from the Region X Bellevue Area Office, SCA gave a two
hour comprehensive training session on lead awareness to approximately 20 representatives from
various shipyards. Training topics included where lead is typically found in vessels, routes of
entry, medical symptoms of overexposure, methods to control exposure, recordkeeping, medical
surveillance, and abatement methods. Each participant received a copy of OSHA’s “Lead in the
Workplace” CD along with a copy of the training materials.
-Looking ahead to future Alliance milestones, the SCA has provided OSHA’s Region X Portland and
Bellevue Area Offices with a draft lockout/tagout program developed by Todd Shipyards in Seattle
for review and comment. When finalized, this program will be incorporated into the OSHA Shipyard
Employment eTool as an industry recommended best practice
