AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE ST. LOUIS AREA OFFICE OF THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
OPERATION EXCEL/YOUTH BUILD
The St. Louis Area Office of the Occupational Safety and Health Administration
(OSHA-SLAO) and Operation Excel/Youth Build (OE/YB) recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. The St. Louis Area Office and
Operation Excel/Youth Build hereby form an Alliance to provide information, guidance, and access to
training resources that will enhance the value of occupational safety instilled in youth enrolled in
Operation Excel/Youth Build’s training programs. Execution of this agreement will help to ensure an
early safety culture in America’s youth and ensure future, quality workplace safety. The Alliance
will focus on education and training goals central to OSHA’s and Operation Excel/Youth Build’s
missions. In developing this Alliance, OSHA-SLAO and Operation Excel/Youth Build recognize that
OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national
effort.
This agreement establishes an Alliance to promote safe and healthful working conditions in Operation
Excel/Youth Build students and future American employees and employers by:
- Providing Operation Excel/Youth Build with information and guidance that will help foster a
quality safety culture in OE/YB’s students, thus impacting future employee safety and health, and
- Increase access to safety and health information and training resources.
OSHA-SLAO and Operation Excel/Youth Build will work together to achieve the
following training and education goals:
- Collaborate on training and education programs for accident and injury prevention, as well as
delivery media in communicating such information to OE/YB students, and other beneficiaries of such
information.
- Deliver or arrange for the delivery of OSHA-SLAO update or other relevant briefings or training.
OSHA-SLAO and Operation Excel/Youth Build will work together to achieve the
following outreach and communication goals:
- Seek opportunities to jointly develop and disseminate information at conferences, events, or
through print, electronic and mass media, including links from OSHA's and Operation Excel/Youth
Build’s web sites.
- Seek opportunities to speak, exhibit, or appear at conferences, local meetings, or other events.
- Promote and encourage Operation Excel/Youth Build’s affiliates’ participation in, and promotion of
OSHA's cooperative programs such as Alliances, Compliance assistance, Partnerships, and
Consultation.
- Act as mentors to Operation Excel/Youth Build affiliate and similar organizations that aspire to
excellence in safety and health education and training.
OSHA-SLAO and Operation Excel/Youth Build will work together to achieve the
following goals related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of, and demonstrate their own commitment to, workplace safety and health
whenever addressing groups.
- Convene or participate in forums, round table discussions or stakeholder meetings on accident,
injury, and illness prevention information to help forge innovative prevention solutions in the
workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and communication
and promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years from the date of signing and will automatically
be renewed annually thereafter. This agreement may be modified at any time with the concurrence of
the OSHA-SLAO and Operation Excel/Youth Build, and may be terminated for any reason with 30 days
written notice from either signatory.
