AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION - OSHA HISPANIC AMERICAN CONSTRUCTION INDUSTRY ASSOCIATION - HACIA AND THE ILLINOIS ON-SITE SAFETY AND HEALTH CONSULTATION PROGRAM
The Occupational Safety and Health Administration (OSHA), the Hispanic American Construction Industry Association (HACIA), and the Illinois On-Site Safety and Health Consultation Program (On-Site) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. These organizations hereby form an Alliance to provide their members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to safety hazards and/or addressing health issues. This alliance will focus on the hazards associated with the construction industry including falls, electrocution, working in trenches and excavations, and the hazards associated with moving equipment. In developing this Alliance, OSHA, HACIA, and the Illinois On-Site Safety and Health Consultation Program recognize they are an integral part of OSHA’s national effort. These organizations will work together to achieve the following training and education goals: Creating a relationship in which cross-educational opportunities will be made available for all parties to learn from the expertise of one another Developing, organizing and conducting – with OSHA’s and On-Site’s supervision and participation – training and educational programs targeting Hispanic construction businesses. Promoting OSHA’s 2003-2008 Strategic Management Plan. Cross-training OSHA and On-Site’s personnel in best practices and technical knowledge in diverse construction related matters. These organizations will work together to achieve the following outreach and communication goals: Assisting OSHA and On-Site to foster relationships with other organizations to address critical safety and health issues. Sharing information and guidance and providing training that will help protect employee’s safety and health in the control of hazards and prevention of exposure in their workplaces. Providing training to HACIA’s personnel regarding OSHA’s consultation, training and education, outreach and communication programs that can raise awareness of workplace safety among construction contractors. Increasing opportunities for cooperation and collaboration. These organizations will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health: Fostering ongoing OSHA-HACIA dialogue on construction regulatory and compliance trends. Developing and disseminating OSHA’s promotional and educational materials to our membership and the construction industry community in general. Raising awareness of workplace safety be demonstrating their joint commitment to safety. OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services. An implementation team made up of representatives of these organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. The implementation team will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. This agreement will remain in effect two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice.
