    Alliance Overview

    This Alliance was formed to reduce and prevent employee exposure to workplace hazards associated with exposure to struck-by and machine guarding/amputation hazards by developing and sharing information, guidance, and training resources on the recognition, evaluation and control of such hazards. The Alliance also addresses hazards associated with emergency planning, driver and fleet operation programs, first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillators (AED).

    Implementation Team Members

    The implementation team consists of representatives from the OSHA Area Office in Tampa, FL, and the Suncoast Safety Council, Inc. (SCSC).

    The Alliance implementation team conducted meetings in-person and by telephone on the following dates: Meetings were conducted on the following dates: May 28, 2009; June 26, 2009; January 25, 2010; and April 14, 2010.

    Training and Education

    Events

    • During this period, the SCSC Alliance group conducted a total of 68 classes, which were focused on the following topics: machine guarding; amputations; lockout/tagout; emergency preparedness; CPR; first aid; AED; and safety and health management systems (SHMS).
    • During this review period, the SCSC Alliance group facilitated six OTI safety and health training courses, which were conducted by the University of South Florida. These courses included the following:
      • 30 hour Construction and 30 hour General Industry
      • 10 hour General Industry and 10 hour Construction

    Events

    • The SCSC Alliance group conducted a presentation to address Reasonable Suspension for Fleet Workers on the following dates, for members and non-members.
      • June 4, 2009
      • August 18, 2009
    • The SCSC Alliance group conducted an outreach workshop focused on the prevention of amputations and machine guarding hazards. The event was conducted on the following dates and participants included members and non-members.
      • June 26, 2009
      • March 15, 2010
    • The SCSC Alliance group conducted a Lockout/Tagout training course for members and non-members on the following dates:
      • August 12, 2009
      • December 9, 2009
    • On January 20, 2010, the SCSC Alliance group conducted a Employee Handbook Writing workshop, which addressed employee safety and health policies.
    • On April 14, 2010, OSHA presented a three-hour Emergency Plan Writing Workshop, which was open to the public. Attendees were provided with the OSHA publication "Principal Emergency Response and Preparedness - Requirements and Guidelines" and sample plans for various state programs.
    • On April 28, 2010, the SCSC Alliance group coordinated with the Tampa Area Safety Council to, facilitate an OSHA Update presentation. The event was open to members and non-members. Topics covered included: OSHA compliance inspections; recordkeeping; combustible dust; fall protection; and hazard communication.
    • On April 30, 2010, the SCSC Alliance group conducted a Heat Stress Prevention training course, which was open to the public.
    • On May 5, 2010, the SCSC Alliance group conducted a Hand Tool Safety training course.
    • The SCSC Alliance was promoted during several OSHA outreach presentations conducted throughout Central Florida. The Alliance also assisted in the distribution of safety and health outreach material such as the Region IV Photo and Resource CDs, Tool Box Reviews, MAD IV Roofing and Carpentry Toolbox Reviews and OSHA Quick Cards.

    Promoting the National Dialogue on Workplace Safety and Health1

    Events

    • On September 11, 2009, the Alliance was promoted during the Employer Compliance Assistance Forum: Understanding DOL Rules and Regulations conducted in Orlando, FL.
    • On January 28, 2010, the Alliance was promoted during the KPA National Conference for Safety Engineers conducted in Orlando, FL.
    • On March 20 -23, 2010, the Alliance was promoted during the American Foundry Society National Conference in Orlando, FL, which was attended by representatives from several national and international companies.
    • On March 31, 2010, the Alliance was promoted during the American Society of Safety Engineers local meeting whose members represent many national and international aerospace companies.
    • The Alliance is promoted during all University of South Florida OSHA Training Institute courses conducted in the Orlando and Tampa areas. The courses attract attendees from all over the country.

  5. Upcoming Milestones

    • Continue to work cooperatively with the University of South Florida OTI Ed Center.
    • Continue to encourage small businesses in West Central Florida to develop and implement effective Safety and Health Management Systems (SHMS).
    • Continue to promote the SCSC Alliance in the West Central Florida Area.
    • Continue to develop and expand safety and health training for workers exposed to amputation hazards.
    • Continue to work cooperatively with community safety professionals to ensure the effective delivery of safety and health outreach services.

    1The Suncoast Safety Council Alliance was promoted during several OSHA outreach presentations conducted throughout Central Florida. During each presentations the benefits of working cooperatively with OSHA was shared with a national audience. Alliance members also discussed the achievements of the group, such as providing effective safety and health training to worker in all industries.
