Alliance Overview
The Occupational Safety and Health Administration (OSHA), The Puerto Rican
Chamber of Commerce of Polk County and the University of South Florida’s
SafetyFlorida Onsite Consultation Program established an Alliance to reduce and
prevent employees’ exposure to falls, electrical, struck-by, caught-in-between
and amputation hazards, as well as hazardous chemicals such as lead and silica.
Emphasis will also be placed on effectively communicating these issues to
hard-to-reach groups (Small Businesses, non-English speaking and youth workers).
- Implementation Team Membership and Contributors
Representatives from OSHA, the Puerto Rican Chamber of Commerce of Polk County (PRCCPC)
and USF SafetyFlorida Onsite Consultation Program conducted all required
quarterly meetings.
Contributors to this agreement have included the OSHA Training Institute’s
Education Center (administered by the University of South Florida), as well as
two other chapters of the Puerto Rican Chambers of Commerce in Florida.

Training and Education
Events
- The Safety and Health Management Systems (SHMS) and $afety Pays Programs
were presented at the Puerto Rican Chamber of Commerce of Polk County’s 1st
Annual Business to Business International Expo, with more than 500 attendees.
Publications and brochures, including Quick Cards, were distributed during
this event.
- Five (5) Safety Seminars/Presentations were conducted, focusing on: most
common hazards found in construction and in general industry; recordkeeping
requirements, inspection trends and cooperative services; and the added-value
of a Safety and Health Management System. More than 80 people were trained
during these events. Publications and outreach materials was distributed in
English and Spanish to participants.
- Two (2) Spanish Seminars were conducted to Migrant Farm workers discussing
workplace safety and health hazards in the landscaping and agricultural
industries, including but not limited to heat stress, ladder safety, materials
handling, etc.

Outreach and Communication
Events
- On May 31, 2008, OSHA, USF-Safety Florida Consultation and USF-OTI
Education Center participated in the Puerto Rican Chamber of Commerce of Polk
County’s First Business-to-Business (B2B) International Exposition and Show in
Lakeland, Florida, with more than 500 attendees. The Alliance signing ceremony
kicked off the event and OSHA/USF maintained a booth with workplace safety and
health information, in English and Spanish, regarding electrical, falls,
amputations, struck-by, lead, silica, etc.
- On August 30, 2008, OSHA and PRCCPC participated in the Puerto Rican
Business Expo in Sarasota, Florida with more than 300 attendees, sponsored by
the Sarasota/Manatee chapter. Workplace safety and health materials were
presented at the event.
- On September 20, 2008, OSHA and PRCCPC participated in the Hispanic
Festival in Eloise (Polk County) focusing on immigrant and migrant farm
workers – manning a booth with information in Spanish and English on worker
rights and responsibilities, Quick Cards on electrical, falls, construction
top-four, landscaping, heat stress, etc. - more than 500 attendees.
- On October 24, 2008, OSHA and PRCCPC participated in the Florida
Occupational Safety Conference and Expo in Lakeland – manning a booth with
information including Quick Cards on electrical, falls, construction topics,
heat stress, etc. More than 500 attendees participated in this outreach event.
- On November 21 and 22, 2008, OSHA and USF-Safety Florida Consultation
participated at the PRCCPC’s Anniversary and Community Festival manning a
booth with information including Quick Cards and Fact Sheets on fall hazards,
amputations, $afety Pays, SHMS, etc. More than 400 attendees participated in
this outreach event.
- During this period OSHA promoted the PRCCPC Alliance in the Region IV
e-Newsletter.
Products
Promoting the National Dialogue on Workplace Safety and Health
Events
- On June 18, 2008, the PRCCPC Alliance was promoted to the membership of
the Gulf Coast Latin Chamber of Commerce, which covers Sarasota and Manatee
counties. The event resulted in the development and implementation of the
Latin Chamber (LC)’s Alliance.
- On July 30, 2008, the PRCCPC Alliance was promoted at the OSHA/SCORE
Workplace Safety Seminar conducted at the Disney Entrepreneur Center in
Orlando, which also sponsored the event.
- On July 31, 2008, the PRCCPC Alliance was first promoted at the Trabajando
Juntos (Working Together) Coalition of Orlando, where we discussed the
benefits of this program to the residents of Orange and Osceola counties. It
has been presented at subsequent monthly Trabajando Juntos meetings.
- Three OSHA Presentations at other Chambers of Commerce including a
discussion of the PRCCPC Alliance Program:
- Bartow, FL (Polk County) Chamber of Commerce – November 14, 2008
- Mulberry, FL (Polk County) Chamber of Commerce – November 19, 2008
- Land O’Lakes, FL (Pasco County) Chamber of Commerce – January 14, 2008
- The PRCCPC Alliance was promoted a two Refugee Task Force group meetings:
- On July 29, 2008 in Tampa, FL
- On February 11, 2009 in Orlando, FL
- On January 27, 2008, the PRCCPC Alliance was discussed during a MAD IV
Training seminar with Polk County Building Inspectors.
- This Alliance has been promoted to the Mexican Consulate of Orlando and
the Hispanic Business Initiative Fund (offices in Orlando and Tampa). Both
agencies have agreed to create Alliances to educate Hispanic employers and
employees.
- This Alliance has been promoted at various OSHA Presentations to the
Orlando, Tampa, Fort Myers and Cape Canaveral chapters of the ASSE, AGC and
ABC Associations throughout the year.

- Upcoming Milestones for 2009-2010
- Participate in the 2nd Annual Business to Business International Expo
- Participate in the 3rd Annual Anniversary and Community Festival
- Develop ways of communicating such information (e.g. print, such as the
PRCCPC newsletter and electronic media, such as the OSHA Region IV
e-newsletter, as well as electronic assistance tools) to the Hispanic and
non-Hispanic community of Polk County.
- OSHA will continue to speak, exhibit, or appear at the chamber events and
meetings.
- Conduct additional Safety Seminars throughout the year focusing on those
areas identified by the Alliance agreement:
- Restaurant Safety - for Self-Standing and Portable Vendors
- Small Retail Businesses (e.g., dry cleaning, beauty shops, clothing
sales, printing services, etc.)
- Office Safety (e.g., medical offices and facilities, insurance and legal
firms, financial institutions, etc.)
- Continue to promote the PRCCPC Alliance Program at conferences, seminars
and fairs throughout Polk and adjacent counties.
- Continue to encourage small businesses in Central Florida to develop and
implement effective Safety and Health Management Systems (SHMS)
