The Occupational Safety and Health Administration (OSHA) and The Northeast Florida Safety Council (NEFSC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the NEFSC hereby form an Alliance to provide the NEFSC members and others with information, guidance, and access to training
resources that will help them protect employees' health and safety, and implement an effective safety and health management system.

OSHA and NEFSC will work together to achieve the following training and education goals:

• Develop training and education programs for both members and nonmembers of NEFSC, specifically based on elements of an effective safety and health management system.
• Develop training and education for both members and non-members of the Council, addressing the benefits of participation in OSHA's Voluntary Protection Program.
• The NEFSC will develop and deliver training focusing on work zone traffic safety and controls to both members and non-members of NEFSC.
• The NEFSC will conduct educational awareness seminars on the increase in occupational road accidents, and the means to reduce those accidents.

OSHA and NEFSC will also work together to achieve the following outreach and communication goals:

• Develop and disseminate information relative to safety and health management systems at conferences, events, or through print and electronic media, including links from OSHA's and NEFSC's Web sites.
• Speak, exhibit, or appear at the annual NEFSC Board Meeting, local meetings, or other events such as the annual NEFSC awards ceremony to promote awareness of an effective safety and health management system.
• Promote and encourage NEFSC members' or worksites' participation in OSHA's cooperative programs such as the Voluntary Protection Program.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team member will include representatives from OSHA's Jacksonville Area Office and NEFSC. OSHA will encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate the agreement for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
