I. Alliance Background

Overview:
OSHA, Georgia Tech Research Institute’s Occupational Safety and Health Division
Consultation Program (GTRI) and SWPA hereby form an Alliance to provide members
and others in the logging industry with information, guidance, and access to
training resources that will help them protect employees’ health and safety,
particularly in reducing and preventing exposure to struck-by hazards,
amputations and overhead power lines.

Members consist of OSHA, GTRI and SWPA

These meeting were conducted as scheduled on the following dates:

III. Events and Products
Training and Education
Events
Following the implementation of the agreement OSHA representatives in Georgia
and Florida participated in several of the Continuing Logger Education (CLE)
courses conducted by the SWPA. Below is a list of the courses supported by OSHA:
- On October 4, 2007, an OSHA CAS provided safety and health training during
a CLE session in Palatka, Florida
- On October 25, 2007, an OSHA CAS provided safety and health training during
a CLE session in Lake City, Florida
- On November 8, 2007, an OSHA CAS provided safety and health training during
a CLE session in Winter Haven, Florida
- On November 29, 2007, an OSHA CAS conducted an 8-hour training course on
logging safety in McRae, GA
- On December 12, 2007, an OSHA CAS provided safety and health training
during a CLE session in Hilliard, Florida
- On December 20, 2007, an OSHA CAS conducted an 8-hour training course on
logging safety in Mansfield, GA
- On March 20, 2008, an OSHA CAS conducted an 8-hour training course on
logging safety in Waycross, GA
- On August 28.2008, an OSHA CAS conducted a training session on the OSHA
logging standards in Waycross, GA
Products
Outreach and Communication
Events
- During this period, members of the Alliance participated in several Master
Timber Harvester (MTH) training sessions conducted by the Georgia Forestry
Commission. These sessions included events in Jasper, GA; Swainsboro, GA; and
Tifton, GA.
The Master Timber Harvester Program is administered by the Georgia Forestry
Commission as a logger education program through the University of Georgia’s
Center for Forest Business. The program objective is to foster improvement in
the professionalism of wood producers and it includes a focus on the
environment, business and safety.

- OSHA promoted the SWPA Alliance in the October 2007 edition of the Region
IV e-News.
- The Alliance agreement with promoted in the January/February 2008 issue of
the SWPA’s bi-monthly publication, “Out of the Woods.” This magazine featured a
statement for the SWPA Executive Director, Tommy Carroll, supporting the
agreement. It included a reprint of the article from the OSHA Region IV e-News,
safety alert messages and a calendar of upcoming CLE events [PDF*
- 28 MB].
- The SWPA promoted the CLE events, which included OSHA, on the
organization’s
CLE Web page.
- During this period the SWPA established a link on its Web site to the OSHA
Logging e-tool.
- During this period the SWPA established a link on its Web site to the
University of South Florida (USF) Onsite Consultation Program’s Web site.
Products
Promoting the National Dialogue on Workplace Safety and Health
Events
- OSHA representatives participated in the SWPA Annual Meeting in Macon, GA.
The event was conducted August 16 – 18, 2007.

V. Upcoming Milestones in FY 2008-2009
- OSHA will continue to support the SWPA Continuing Logger Education (CLE)
Program.
- Members of the group will continue to effectively promote the Alliance
agreement.
- OSHA will continue to support the Master Timber Harvester Program.
