ASSE Trenching Alliance

I. Alliance Background

Overview:
The Occupational Safety and Health Administration (OSHA), Georgia Institute of Technology –Safety,
Health, and Environmental Technology Division (Georgia Tech) and American Society of Safety
Engineers (ASSE) – Trench Safety Task Force Alliance is focused on reducing and preventing exposure
to trenching and excavation hazards.
II. Implementation Team Membership and Contributors:
Metro Atlanta Area - Representatives from OSHA, ASSE and Georgia Tech conducted all required
quarterly meeting by teleconferencing, formal meetings and training sessions on the following dates:
10/22/04, 01/20/05, 03/17/05 and 6/17/05.
Savannah Area - Representatives from the ASSE, as well as OSHA’s Regional and Savannah Area Offices
held a meeting on 1/10/05 and discussed the trenching alliance. Meetings were also held on 2/15/05,
2/21/05, 3/4/05, 3/14/05, 4/4/05, 4/11/05, 5/3/05 and 5/9/05. On 5/27/05, the Savannah Area
Agreement Addendum was signed.

III. Events and Products
Training and Education
Events
- OSHA Savannah Area Office and the Savannah Chapter - ASSE held meetings on 6/23/05, 7/6/05,
7/11/05, 8/3/05, 8/8/05, 9/7/05, 9/12/05, 10/5/05, 10/11/05, 11/2/05 and 11/8/05 to discuss the
development of training and education sessions, as well as trenching team membership.
- Alliance member, Georgia Tech, conducted the OTI - 3010 Course, Excavation, Trenching and Soil
Mechanics, December 14 – 17, 2005.
- Alliance member, Georgia Tech, conducted the OTI - 3010 Course, Excavation, Trenching and Soil
Mechanics, September 27 – 29, 2005.
- Alliance members, OSHA and ASSE Trench Task Force, participated in the OTI - 502 Course,
Construction Update, conducted by Georgia Tech
- OSHA Representatives participated in a formal training session on trenching and excavation for
students at Georgia Tech, in the School of Architecture. During their presentation the Alliance
with the ASSE was addressed.
Products
- Article about the training program implemented by the Gwinnett County Fire Department at the
Atlantic Skanska – F. Wayne Hill Water Resources Center expansion project.
Outreach and Communication
Events
- The ASSE issued a News Release about the Task Force: ASSE News Release 041116
- Metro-Atlanta OSHA representative conducted a presentation on the Alliance during the October
2004 Georgia Safety, Health and Environmental Conference.
- Metro-Atlanta OSHA representative conducted a presentation on the Alliance for OSHA Savannah
Area Office and the Savannah Chapter - ASSE in January 2005. On 5/27/05, the Savannah Area
agreement addendum was signed.
- Metro-Atlanta OSHA representative conducted a presentation on the Alliance during the
Association of General Contractors (AGC) – Georgia Chapter, Annual Super Friday event in March
2005. This event serves as a Safety Conference, Tradeshow, and Superintendent Awards Luncheon.
- The Alliance was promoted in an article contained in the March 2005 issue of the Residential
Construction Publication, Blueprint of Georgia.
- The Alliance was promoted in an article contained in the April 2005 Region IV E-newsletter.
- Metro-Atlanta OSHA representative conduct approximately 25 construction industry presentation,
which addressed the OSHA/ASSE Trenching Alliance.
- Metro-Atlanta OSHA representative promoted the Alliance during the September 28, 2005,
International Construction and Utility Equipment Expo (ICUEE) conference in Louisville, Kentucky.
Products
- Developed the Trench Safety Best Practices Factsheet for distribution to employers and
employees in the construction industry
- Translated the Trench Safety Best Practices Factsheet for distribution to Hispanic employers
and employees in the construction industry
- The group developed an archive of excavation sites photographs for the public to view
- Established a website to share information and enhance communications

V. Upcoming Milestones in FY 2006
- Outreach training in Brunswick, GA is scheduled for 12/2/05 to provide training on trenching to
ASSE members and contractors.
- Outreach training in Savannah, GA is being coordinated and will be conducted in FY 2006.
- Metro-Atlanta is tentatively planning to conduct approximately 5 formal trenching and
excavation training sessions in FY 2006.
- Metro-Atlanta will continue its successful promotion of the Alliance through effective outreach
efforts in FY 2006.
