American Subcontractors Association (ASA) Annual Status Report

    Alliance Overview

    The purpose of the Alliance is to provide ASA of Alabama members and others with information, guidance, and access to training resources. The initial Alliance targeted back injuries, lacerations, and falls from heights. Current emphasis is focused on falls, scaffolding, aerial lifts, ladders, and stairways.

    Implementation Team Members

    Committee members are Virginia G. Ames, Birmingham OSHA Area Office, Compliance Assistance Specialist; Donald “Lucky” Lewis, Executive Director of ASA of Alabama; James Boullemet of Marathon Electric; Gil Roberts of Service Construction Supply; Mike Rodda of R.J. Mechanical; Glen Mason and Shayne Newsome of NES Rentals; Mandy Frye of Sunbelt Rentals; James Lumpkin of JustRuss Rental.

     
  2. Implementation Team Meetings

    In September of 2007, ASA members were asked to complete a written survey from ASA to determine needs and interests that could be addressed through the Alliance. The results of the survey were to be shared during the October OSHA Update meetings with ASA members. Location – ASA Office

    October 27, 2007 – Virginia spoke at ASA of Alabama Membership luncheon to provide an OSHA Update. Among the topics were activities in the upcoming year and Alliance activities.

    April 4, 2008 – James Boullemet, Donald Lewis, and Virginia Ames met to discuss how to deliver the information to the ASA members. A one-day informational/demonstration seminar was determined to be the best method to reach interested members

    April 17, 2008 - Committee meeting made to select a name for an upcoming event (S.A.F.E - Safety Awareness Focus Event).

    May 29, 2008 – Entire committee met to discuss schedule of one-day seminar. The schedule was finalized with planning for 6-1/2 hours of classroom/outside demonstration of scaffolding/scissors lifts; aerial lifts; fall protection; and ladders and stairways.

    October 31, 2008 – The committee met to finalized plans for the seminar. Virginia Ames of OSHA provided a letter from the Birmingham Area Office Area Director spotlighting fatalities for CY 2007 that occurred within Alabama. The letter was sent to all ASA members by Donald Lewis, ASA Executive Director. Final planning of the S.A.F.E. day was achieved.

    December 2, 2008 – The committee met for the final time before the S.A.F.E. day. Vendors who were to set up demonstration equipment attended the meeting to discuss their needs for space and support assistance. Handouts were discussed and collected for the seminar. Assignments were accepted for duties on the day of the seminar.

     
  3. Activities and Products

    Evaluation Period - This report encompasses the period of time to include September 2007 through December 2008.

    Alliance Activity

    Training and Education
     
    • December 18, 2008 – Twenty-two attendees participated in the S.A.F.E. The event went as planned with no delays. A survey form, developed by Virginia Ames, was provided to attendees soliciting their appraisal and recommendations for future events. The group received positive feedback and several request additional S.A.F.E. Day events in the future. Demonstrations of Fall Protection (lanyard/anchors/body force produced in a fall); Scaffolding; Aerial lifts; and Ladders were provided in an outside area at the ASA facility. Classroom activity included an OSHA Update; safety awareness information on ladders and stairways, scissors lifts/man lifts, and scaffolding. A luncheon presentation was provided on drug testing in the workplace.

      Handouts were provided from the vendors on their products. OSHA provided handouts to include the related OSHA regulations; scaffolding book; OSHA Fact Sheets; OSHA letters of interpretation related to work platforms on industrial trucks, scissors lifts and aerial lifts fall protection; and general OSHA procedure/OSHA update power point were provided for all attendees.
    Outreach and Communication
     
    • As a result of a sudden increase in outside temperatures during the summer, the OSHA Fact Sheet on Heat Stress provided to Donald Lewis, Executive Director of ASA. Mr. Lewis emailed the Fact Sheet to all ASA members.
       
    • A letter from the Birmingham Area Office Area Director was provided to Donald Lewis highlighting Alabama's construction fatalities. Mr. Lewis mailed the letter to all ASA members drawing their attention to the types of fatalities, resources for assistance, and the need for an effective safety and health program.
    Promoting the National Dialogue on Safety and Health
     
    •  The goals and mission of OSHA were shared with all members of ASA attending the committee meetings, at the S.A.F.E. seminar, and by the fatality emphasis letter to ASA members.

  4. Results

    Only positive responses were included on the evaluation sheets following the December 2008 S.A.F.E. seminar. Attendees requested future events focused on topics such as recordkeeping, fall protection and scaffolding.

  5. Upcoming Milestones

    The Alliance will most definitely be continued. The planning committee will meet in early 2009 to review the survey forms from the S.A.F.E. seminar and work from the suggestions/needs of those who completed the survey. The results of the survey will be shared with ASA members to allow the members to determine their needs. Future planning will include more seminars and dissemination of OSHA/vendor materials to the membership.
