Alliance -- An OSHA Cooperative Program << Back to Region III


The Occupational Safety and Health Administration (OSHA) and the Northeastern Pennsylvania Labor Management Council continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the Northeastern Pennsylvania Labor Management Council hereby renew in part the Alliance agreement signed in December 3, 2004, and renewed on January 3, 2008, with a continued emphasis on increasing knowledge and skills in hazard recognition and in improving workplace safety and health management systems. Specifically, OSHA and the Northeastern Pennsylvania Labor Management Council are committed to providing Northeastern Pennsylvania Labor Management Council members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers. Through the Alliance, the organizations will continue to address preparing young workers to safely enter the workforce. In renewing this Alliance, OSHA and the Northeastern Pennsylvania Labor Management Council recognize that OSHA's Consultation Project partners are an integral part of the OSHA national effort.

OSHA and the Northeastern Pennsylvania Labor Management Council will work together to achieve the following training and education goals:
  • Work collaboratively to plan, program, publicize and conduct an annual regional safety and health conference to employers and employees.
     
  • Work collaboratively to prepare young workers to safely enter the workforce by incorporating the OSHA 10 hour Construction Safety Class into the curriculum of the Pre-apprentice training program. The program serves youth in at least five counties in northeastern Pennsylvania, as they prepare for an entry test in a recognized apprenticeship program.
OSHA and the Northeastern Pennsylvania Labor Management Council will work together to achieve the following outreach and communication goals:
  • OSHA representatives will speak, exhibit, or appear at Northeastern Pennsylvania Labor Management Council conferences, local meetings, or other events in order to raise awareness of occupational safety and health and accident prevention.
     
  • OSHA representatives will speak as invited instructors at Northeastern Pennsylvania Labor Management Council pre-apprenticeship classes to raise awareness of occupational safety and health and accident prevention, and to answer questions from young workers.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Wilkes-Barre OSHA Office and any other appropriate office. The implementation team for the annual conference includes representatives of the Scranton Central Labor Council. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.
