AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
PUERTO RICO AREA OFFICE
AND
THE UNIVERSITY OF SACRED HEART

The Occupational Safety and Health Administration (OSHA) and the University of Sacred Heart (USH) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the USH hereby form an Alliance to provide USH with information, guidance and access to training resources that will help them protect employee health and safety, particularly in reducing and preventing exposure to occupational safety and health hazards such as noise exposure, indoor air contaminants, ergonomic hazards and radiation. In developing this Alliance, OSHA and USH recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and USH will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise to develop training and education programs regarding occupational safety and health issues such as indoor air quality, noise exposure, fire protection, radiation and ergonomics, and to provide expertise in communicating such information to USH employees, employers and students.

  • Deliver or arrange for the delivery of the Associate Safety Professional (ASP) preparatory course for students and safety and health professionals to enhance the safety and health profession in Puerto Rico.

  • Work with OSHA to provide expertise to develop an internship program to provide professional training and opportunities to USH students that will enable them to work with OSHA on current occupational safety and health issues.
OSHA and USH will work together to achieve the following outreach and communication goals:
  • Work with OSHA to provide expertise for developing information on awareness to prevention of occupational hazards and provide expertise in developing ways to communicate such information to employers, employees and general public through public safety and health announcements, e-tools and OSHA’s and USH Web sites.

  • Speak or appear at OSHA’s or USH conferences, local meetings or other occupational safety and health events and activities.

  • Promote and encourage the USH employees’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and the Safety and Health Achievement Recognition Program.
OSHA and USH will work together to achieve the following goals related to promoting the dialogue on workplace safety and health:
  • Raise awareness of and demonstrate their own commitment to workplace safety and health whenever USH leaders address groups.

  • Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health topics to help forge innovative solutions in the workplace and provide input on safety and health issues.
OSHA Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. Team members will include representatives of OSHA and USH. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
