AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
US DEPARTMENT OF LABOR
SYRACUSE, BUFFALO, ALBANY, AND TARRYTOWN OFFICES,
THE NEW YORK STATE ON-SITE CONSULTATION PROGRAM
AND
SAFETY COUNCIL OF UPSTATE NEW YORK, INC.,
A Chapter of the National Safety Council
The Occupational Safety and Health Administration (OSHA), the Safety Council of Upstate New York, Inc. and the New York State
Department of Labor's On-Site Consultation Program (NYS Consultation) recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. OSHA and the Safety Council of Upstate New York, Inc.
and the NYS Consultation hereby form an Alliance to provide Safety Council of Upstate New York, Inc. members and others with
information, guidance, and access to training resources that will help them protect employees' health and safety,
particularly in reducing and preventing exposure to the hazards associated with workplace violence, motor vehicle safety and
highway work zone safety. OSHA and the Safety Council of Upstate New York, Inc. recognize that State Consultation partners
are an integral part of the OSHA national effort.
OSHA, the Safety Council of Upstate New York, Inc. and NYS Consultation will work together to achieve the following training
and education goals:
- Deliver or arrange for the delivery of Safety and Health Training programs related to workplace violence and security in
health care and related settings, occupational motor vehicle safety, and work zone flagger safety.
OSHA, the Safety Council of Upstate New York, Inc., and NYS Consultation will work together to achieve the following outreach
and communication goals:
- Promote training and educational programs and curricula on workplace violence and security in the health care and related
industries, occupational motor vehicle safety, and work zone flagger safety.
- Develop and disseminate information through print and electronic media, including electronic assistance tools such as links
from OSHA's and the Safety Council of Upstate New York, Inc.'s web sites.
- Speak, exhibit, or appear at Safety Council of Upstate New York, Inc. conferences, local meetings, or other events, such as
but not limited to the Annual Safety and Health Awards Breakfast, Safety and Security Conference and monthly membership
seminars/meetings.
- Share information on best practices, as jointly determined by OSHA and the Safety Council of Upstate New York, Inc, with
others in the industry and publicize the results through outreach by the Safety Council of Upstate New York, Inc. and through
OSHA
OSHA, the Safety Council of Upstate New York, Inc. and NYS Consultation will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever Safety Council
leaders address groups.
- Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
- Convene or participate in forums, round table discussions, or stakeholder meetings on subjects including workplace
violence, occupational motor vehicle safety, and work zone flagger safety issues to help forge innovative solutions in the
workplace.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialog on workplace safety and health.
These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with
the purpose of promoting a particular party's products or services.
NYS Consultation will provide resources, as availability permits, to support the priority training and technical assistance
needs of the participants of this Alliance. Such assistance, which is provided only at the request of a given employer, may
be in the form of onsite or off-site safety and/or health consultations. All consultation findings will be kept confidential, so long as the
employer agrees to correct any serious hazards that may be identified. There are no costs to the employer for assistance
provided by NYS Consultation under this agreement.
An implementation team made up of representatives of the three organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least
quarterly to track and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they
give 30 days written notice. This agreement may be modified at any time with concurrence of all signatories.
