The Occupational Safety and Health Administration (OSHA),
the N.J. Department of Labor and Workforce Development (LWD) and the Passaic
County Education Association (PCEA) recognize the value of continuing a
collaborative relationship to foster safer and more healthful American
workplaces. OSHA, LWD and PCEA therefore agree to renew the Alliance signed on
May 25th, 2006 to provide the PCEA members, young workers and others, including
parents, guardians and potential employers of young workers with information,
guidance, and access to training resources that will help them protect worker
health and safety. OSHA, LWD and PCEA will focus on a number of areas including
reducing and preventing exposure to electrical hazards, unguarded machinery,
hazard identification and communication, personal protective equipment, slips,
trips and falls, as well as air quality and blood borne pathogens. In addition,
emphasis will be placed on restricted and prohibited occupations for young
workers. In renewing this Alliance, OSHA, LWD and PCEA recognize that OSHA’s New

integral part of the OSHA national effort.
OSHA, LWD and PCEA will continue to work together to achieve the following

issues associated with placing young workers at job sites. This will be referred
to as the OSHA 10 Plus Program and will be presented to PCEA members who are
responsible for placing young workers in jobs or who are working toward
certification to do so.

OSHA, LWD and PCEA will continue to work together to
achieve the following goals related to promoting the national dialogue on
workplace safety and health:
- Raise the awareness of others to demonstrate their own commitment to
workplace safety and health whenever leaders of the PCEA address groups.

business and social value of workplace safety and health and publicize their
results in OSHA newsletters and other media such as local and school newspapers.
- Convene or participate in forums, round table discussions, or meetings to
discuss safety and health issues and to help forge innovative solutions in the
workplace.
OSHA’s Alliances provide parties an opportunity to
participate in a voluntary cooperative relationship with OSHA for purposes such
as training and education, outreach and communication and promoting a national
dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an
Alliance with a party, OSHA is not endorsing any of that party’s products or
services; nor does the Agency enter into an Alliance with the purpose of
promoting a particular party’s products or services.
An implementation team made up of representatives of OSHA, LWD and PCEA will
meet to develop a plan of action, determine working procedures, and identify the
roles and responsibilities of the participants. In addition, they will meet at
least three times per year to track and share information on activities and
results in achieving the goals of the Alliance. This team will include a
representative from the OSHA NJ State Plan (PEOSH) Program.
This agreement will remain in effect for two years. Any signatory may terminate
it for any reason at any time, provided they give 30 days written notice. This
agreement may be modified at any time with the concurrence of all signatories.
Signed on this 22nd day of May, 2008
