AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
NEW JERSEY AREA OFFICE’S
THE NEW JERSEY DEPARTMENT OF LABOR
AND WORKFORCE DEVELOPMENT
AND
THE NEW JERSEY CONSTRUCTION CRAFT LABORERS’
APPRENTICESHIP PROGRAM
New Jersey Construction Craft Laborers' Apprenticeship Program The Great Seal of the State of New Jersey

The Occupational Safety and Health Administration New Jersey Area Offices (OSHA), the New Jersey Department of Labor and Workforce Development (NJDOL&WD) and the New Jersey Construction Craft Laborers’ Apprenticeship Program (NJCCLAP) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, NJDOL&WD and NJCCLAP hereby establish an Alliance to provide NJCCLAP’s members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety. In particular, the focus and emphasis of the Alliance will be geared toward the “New Worker” by reducing and preventing exposure to construction industry hazards such as those found in the General Heavy and Highway Construction Industry and Building Construction Trades. In developing this Alliance OSHA, NJDOL&WD and NJCCLAP recognize that OSHA’s State Consultation Project partners are an integral part of this Alliance and the OSHA national effort.

OSHA, NJDOL&WD and NJCCLAP will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise to develop training and education programs regarding construction industry hazards addressing issues such as electrical hazards, fall hazards, struck by hazards, air contaminants and to provide expertise in communicating such information to NJCCLAP members and others in the construction industry.
  • Deliver or arrange for the delivery of construction-related safety and health courses.
OSHA, NJDOL&WD and NJCCLAP will work together to achieve the following outreach and communication goals:
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s & NJCCLAP‘s Web sites) to construction workers and employers.
  • Speak, exhibit, or appear at NJCCLAP conferences, local meetings, or other events.
  • Share information among OSHA and NJDOL&WD personnel as well as industry safety and health professionals regarding NJCCLAP best practices or effective approaches and publicize results through OSHA, NJDOL&WD or NJCCLAP developed materials, training programs, workshops, seminars (or any other applicable forum).
OSHA, NJDOL&WD and NJCCLAP will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the NJCCLAP leaders address groups.
  • Convene or participate in forums and roundtable discussions, or stakeholder meetings on multi-employer worksite issues to help forge innovative solutions to raising construction safety awareness in the workplace.
OSHA’s Alliances provide the parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives from each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
