The Occupational Safety and Health Administration (OSHA), and the New Jersey Association of Non-Profit Homes for the Aging (NJANPHA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and NJANPHA therefore agree to form an Alliance to use their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge.

NJANPHA represents nonprofit and governmental housing, assisted living, residential health care, nursing and continuing-care retirement facilities throughout New Jersey. NJANPHA currently serves over 140 member facilities, many of which are supported through faith-based, fraternal and government sponsorship. NJANPHA is a state affiliate of the American Association of Homes and Services for the Aging (AAHSA).

Since 1931 NJANPHA's mission has been to represent and promote the common interests of its members through ethical leadership, development of public policy, advocacy, education, and other services in order to enhance its members' ability to serve their constituency. As part of this mission, NJANPHA has demonstrated its commitment to providing occupational safety and health education and services through its on-going relationship with the New Jersey Department of Labor, OSHA Consultation Program.

In order to enhance NJANPHA's service to their membership relating to occupational safety and health, OSHA and NJANPHA agree to establish an Alliance to further promote safe and healthful working conditions for its member's employees by:
  • Providing NJANPHA members with information and guidance that will help their membership protect employees from health and safety hazards including but not limited to: work related musculoskeletal disorders (MSDs); tuberculosis; bloodborne pathogens; workplace violence; and slip-trip-and falls.
  • Increasing access to safety and health information, consultation and training resources.

OSHA and NJANPHA will work together to achieve the following outreach and communication goals:

  • Develop and disseminate information at conferences, events, and through print and electronic media, including links from OSHA's and NJANPHA's Web sites.
  • Speak, exhibit, or appear at conferences, local meetings, or other events.
  • Promote and encourage NJANPHA members' awareness of, and participation in, OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and SHARP.

OSHA and NJANPHA will work together to achieve the following goal related to promoting the national dialogue on workplace safety and health:

  • Share information on best practices of NJANPHA members' worksites, as jointly determined by OSHA and NJANPHA, with others in the industry through outreach by NJAHPHA and/or OSHA developed training programs and materials. Promote their implementation through print and/or electronic media, promotion at conference, mentoring, or other means of reaching out to others in industry.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives from each of OSHA's New Jersey Area Offices; New Jersey Department of Labor, OSHA Consultation Program; and NJANPHA. Representatives from NJANPHA member facilities may also participate in team activities as determined by the team.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of the signatories and may be terminated for any reason with 30 days written notice from any signatory.
