The Occupational Safety and Health Administration (OSHA) and the IMC recognize
the value of establishing a collaborative relationship to foster safer and more
healthful American workplaces. OSHA and the IMC therefore agree to form an
Alliance to use their collective expertise to help foster a culture of safety
and health excellence within the IMC member companies and organizations while
sharing best practices and technical knowledge.
The IMC, formerly the Industrial Management Council, is an employers association
that provides human resource-related services, including training, staffing, and
human resource. Included in the service area is comprehensive assistance on
safety and health management and compliance for the member companies.
The Occupational Safety and Health Administration (OSHA) and the IMC establish
this Alliance to promote safe and healthful working conditions for the 175,000
employees of the 430 IMC member companies in the Rochester (NY) region by:
OSHA and the IMC will work together to achieve the following outreach and
- Providing IMC members with information and guidance that will help them
protect employees’ health and safety and integrate the safety and health process
into daily operations.
- Increasing access to, and sharing of, safety and health management information
and training resources.
OSHA and the IMC will work together to achieve the following goals related to
promoting the national dialogue on workplace safety and health:
- Seek opportunities to jointly develop and disseminate information on safety
excellence and the safety and health management process at conferences, events,
or through print and electronic media, including links from OSHA’s and the IMC’s
- Reach out to companies and organizations in the IMC service area on the OSHA
annual SST list, both member and non-member, to mentor and train them in the
safety and health management process and counsel them on the merits and means to
achieve safety excellence.
- Seek opportunities to speak, exhibit, or appear at conferences, local
meetings, or other events and provide a forum for OSHA personnel to address IMC
- Cross-train OSHA personnel and industry safety and health practitioners in
IMC best practices or effective approaches.
- Promote and encourage IMC members’ participation in OSHA’s cooperative
programs such as compliance assistance, the Voluntary Protection Program,
Consultation, SHARP. In addition, act as mentors to IMC members that aspire to
excellence in safety and health.
An implementation team made up of representatives of both organizations will
meet to develop a plan of action, determine working procedures, and identify the
roles and responsibilities of the participants. In addition, they will meet on a
regular schedule to track and share information on activities and results in
achieving the goals of the Alliance. Team members will include representatives
of OSHA’s Buffalo and Syracuse Area Offices. OSHA will afford the opportunity
for representatives of the Occupational Safety and Health State Plan Association
and the association of state Consultation Projects to participate as well.
- Raising awareness through speeches and appearances by trying to raise
others’ awareness of and demonstrate their own commitment to workplace safety
and health whenever IMC leaders address groups.
- Share information on best practices of IMC members/worksites with others in
business and industry through outreach by The IMC and through OSHA or IMC
developed training programs and materials. Promote their implementation through
print or electronic media, promotion at conferences, or other means of reaching
out to others in industry.
- Gather case studies performed by IMC members and publicize their results
through print or electronic media, promotion at conferences, or other means of
reaching out to others in industry.
This agreement will remain in effect for one year from the date of signing and
will automatically be renewed annually thereafter. This agreement may be
modified at any time with the concurrence of both signatories and may be
terminated for any reason with 30 days written notice from either signatory.
