Dear Mr. Campbell:

This is in response to your letter of May 15, 1975, to Barry White and refers to telephone conversations with a member of my staff concerning the 5-inch separation of screws on the covers of the guards for mechanical power-transmission apparatus, and requirement in 29 CFR 1910.219(m)(2)(i)(a).

ANSI Standard B15.1-1953, Part V, Section 40, Rule 401(a) states: "Where it is necessary to change belts, make adjustments, or apply oil or grease, guards should have hinged sections or be removable." The intent of the standard is not that covers or hinged sections must be secured every 5 inches, but that the construction of the guard shall be securely fastened to the frame. The covers or hinged section may be secured by screws, bolts, wing nuts or screws, lock fasteners or compression latches to facilitate easy removal and installation.
